After the Citizens United decision in 2010 allowed corporations and unions to spend freely in elections, much media attention was given to the influence of unlimited and undisclosed donations during the 2010 midterm elections. This research attempts to determine the impact of increased outside spending by super PACs and other groups post-Citizens United by comparing United States House races in 2006 and 2010. The analysis controls for other factors that influence election outcomes in order to determine the influence of outside spending, confirming that outside money did have a small measurable effect in both elections when spent to support challengers. …

Policy responsiveness to the demands of the whole is important because it is a determinant of growth and development: Institutions that make governments more inclusive favor economic progress and factors that make governments more exclusive inhibit prosperity. Growth-enhancing policies likely to please the citizenry include policies that ensure the prevalence of the rule of law, policies that protect property and intellectual rights, and policies that foster competition, access and the perfection of markets. Symbolic racism is a concept that has been heavily publicized and studied in the American context. However, less is known about what factors may influence levels of symbolic racism outside of America, and more specifically, in Europe. Nevertheless, it expected that symbolic racism is present in European countries whose residents have a relationship with the African Diaspora and/or Great Migration of North Africans and Caribbean. The growing number of voluntary standards for governing transnational arenas is presenting standards organizations with a problem. While claiming that they are pursuing shared, overarching objectives, at the same time, they are promoting their own respective standards that are increasingly similar. By developing the notion of ‘standards markets,’ this paper examines this tension and studies how different social movement and industry-driven standards organizations compete as well as collaborate over governance in transnational arenas. This paper examines three major influences on legislative and presidential decision-making. These three influences are 1) an officeholder's personal views, generated by socialization and experiences prior to holding office, 2) the political institutions, which speak to the complexities and many actors involved who shape the prioritization of issues, and 3) an office-holder's responsibility to a constituency which is motivated by reelection hopes. This paper tests the Obama Effect hypothesis with respect to the Arab world. The paper first presents popular uses of the term and then discusses the thin scholarly literature on the topic. For quantitative data, the paper uses longitudinal data from the Annual Arab Public Opinion Poll from 2004 to 2011, with supplemental data from the Pew Research Center. Furthermore, the paper analyzed data on the Arab Spring in the context of a possible Obama Effect and policy implications for the future of U.S. foreign policy. In the past decade, civil society space across the globe has been challenged by pressing concerns about national security. The analysis in this chapter demonstrates that CSOs in the twenty-five countries of the CSI examined for this volume report a range of restrictive legal environments and illegitimate attacks from their local or central governments. International law provides for fundamental freedoms of association, but these guarantees have come under attack. This study inquires as to whether Walmart’s sustainability campaign represents a sincere and holistic change throughout the company’s global supply chain or if it is simply a public relations campaign which caters to the growing target market of “next-generation” consumers and justifies further expansion into “emerging markets”. Every year members of Congress vote on numerous bills that will have an impact on the vitality of our environment. But what factors, if any, contribute to the way in which Members of the House vote on environmental legislation? In this paper, we postulate that religion has a large role in influencing the voting habits of Representatives. In order to test for religion’s impact, we examined the roll call voting of Members of the House of Representatives spread over nine years from 1970-2010. The contest-theoretic literature on the attack and defense of networks of targets focuses primarily on pure-strategy Nash equilibria. Hausken's 2008 European Journal of Operational Research article typifies this approach, and many of the models in this literature either build upon this model or utilize similar techniques. We show that Hausken's characterization of Nash equilibrium is invalid for much of the parameter space examined and provides necessary conditions for his solution to hold. The complete characterization of mixed-strategy equilibria remains an open problem, although there exist solutions in the literature for special prominent cases.

When we think about environmental policy and regulation in the U.S., our attention invariably falls on the federal level and, more specifically, the U.S. Environmental Protection Agency. Although such a focus is understandable, it neglects the actors most responsible for the implementation and maintenance of the nation's environmental laws — the states. Recognition of the importance of the states still ignores an even smaller subsection of actors, inspectors. These front-line actors in state environmental agencies are the individuals responsible for writing environmental rules and ensuring compliance with those rules. American state legislatures have evolved dramatically throughout their history. In particular, the structures, rules and procedures governing the operations legislatures have changed significantly over the course of the 20th and 21st Centuries. The purpose of this paper is to present a theoretical framework for studying the development and evolution of American state legislatures. We then apply that framework to the case of constitutional provisions impacting the legislative branch in Ohio and conclude that the initial decision to invest significant authority in the legislative branch significantly impacted the evolution of legislative evolution and development in the state.
