In June 1954, President Jacobo Arbenz Guzman of Guatemala resigned in the face of a coup led by Colonel Carlos Castillo Armas. While the United States publicly denied involvement, the coup was in fact the culmination of a plan called PBSUCCESS (CIA codeword), led by the Central Intelligence Agency (CIA). Although PBSUCCESS lived up to its namesake, it was aided (both intentionally and unintentionally) by various U.S. media outlets. For the duration of Arbenz Guzman's regime, he and his country had been the subject of U.S. suspicions of undue Communist and Soviet influence. Unlike many studies that assess the impacts of free trade agreements (FTAs), this thesis is a study of the negotiated outcomes in FTAs between the United States (U.S.) and Chile, and the European Union (EU) and Chile. Existing negotiation literature pertains to multilateral trade talks, dispute settlements or bilateral one good trade agreements. Studies regarding the negotiation process and other factors influencing outcomes in comprehensive FTAs are rare. Interregionalism As A Foreign Policy Of The European Union: A Case For Soft Power?, Maxim Miroshnikov

This paper looks at the interregionalism as a part of the European Union's foreign policy. It argues that the EU's use of soft power can be traced within this policy. The paper proposes two methods of defining soft power in action: through presence and through purposive action. Three case studies are analyzed to support this. It is shown that indeed the EU exercised soft power toward other actors using these mechanisms. Success of these actions was however not always present.

Several empirical analyses have explored corruption in government to determine the factors that contribute to corrupt behavior of elected officials.

This study will focus, explore, and enhance the research on the causes of public corruption among elected county commissioners by examining four domains of corruption causality: individual characteristics of elected officials, county government characteristics, county government fiscal performance, and community characteristics. This study will attempt to determine if General Strain Theory can provide a theoretical framework for understanding the causes of public corruption and, to what degree it can predict whether elected county officials will engage in corrupt behavior.

Utilizing a new theory for examining critical junctures, we seek to better understand the nature of industrial policy change in Ireland during the 1950s and macroeconomic policy change in Sweden in the 1980s. Did these policy changes constitute critical junctures, or something less, and if so why? The theory consists of three elements – economic crisis, ideational change, and the nature of the policy change – that must be identified for us to be able to declare with some certainty if a policy change constitutes a critical juncture. Though creating identity and belongingness under the sovereign requires an enclosure by boundaries, the very act of drawing boundaries imposes inevitable challenges. The limitations of the Westphalian system based on territorial boundaries are becoming more tangible with transnational flows threatening individual’s sense of belonging and the state’s exercise of sovereignty. Global citizenship is suggested as a possible “solution” transcending these arbitrarily drawn boundaries. Nonetheless, my political theological examination concludes that global citizenship is yet another translation of the human beings’ old wish for belonging to, protection from, and unity under a “god,” albeit with new boundaries that differentiate us from …

Like so many other developing nations, Brazil has suffered from extreme inequality. Even though it has a healthy economy, free elections and multiple political parties, there are deep divides and unstable political institutions. The relatively recent transition to democracy has allowed a large and growing Evangelical community to emerge which is causing a religious shifting. The Pentecostal faith is providing alternative structures for social and political expression previously denied to many. Whose Line Is It Anyway? Examining The Media's Coverage Of Cabinet Secretaries' Speeches, Matthew G. Mullarky

Previous research suggests that politicians and the press spin news stories through their remarks and coverage of remarks to their own benefit — but is this also true for remarks made by Cabinet Secretaries? For this project, I compared remarks given by DHS Secretaries with newspaper articles about those remarks. I find that Secretaries’ ability to shape issues is initially limited by the press; however, Secretaries succeed in conveying their message eventually. This is important because citizens should know what government officials are saying and what those statements mean; therefore, media coverage of those statements should be critical and accurate.

The Creation Of State-Level Regulatory Systems: A Case Study Of Post-Prohibition Alcoholic Beverage Regulation, Jeremy Carp

To better understand the way in which local and national forces operate to influence the design of subnational regulatory systems, this paper analyzes the development of alcohol regulation in the post-prohibition era. In particular, I examine why, in the period between 1933 and 1935, some states adopted a monopoly system of alcohol regulation and others a license system of alcohol regulation. I use fuzzy set qualitative comparative analysis (fsQCA) and case-based research to identify causal pathways leading to each regulatory outcome. Abstract: Through a case study utilizing the rhetoric of President Barack Obama and Secretary of State Hillary Clinton, this essay reveals the value of investigating the rhetoric of presidential surrogates in conjunction with presidential discourse. Support for this argument is derived from a close analysis of the combined rhetorical tactics of Obama and Clinton, illuminated by dramatistic criticism, value analysis, and mode of argument. Encouraging young women to pursue careers in electoral politics is seen as one strategy for ameliorating the gender disparity that has characterized American political institutions for decades. This multi-method project focuses on outcomes obtained by participants in four "NEW Leadership™" Training Institutes that claim to "educate and empower the next generation of women leaders." Using original survey data from 2011, participant observations, and interviews with program alumnae, I explore the relationship between program participation and political interest and efficacy. The Blue Diamond Affair, an international jewelry heist, captivated the world’s attention because of its unresolved murders, its implication of law enforcement and public officials from two divergent countries, and the resulting diplomatic tensions between Thailand and Saudi Arabia. Stopping the flow of financial support to terrorist organizations will diminish the intensity and frequency of the attacks and ideally lead to a cessation of such attacks. One country may be able to establish barriers to terrorist financing through government sanctions. These barriers will not stop terrorist financing; but rather, it will divert it to another country. This comment presents a snapshot of the current state of intellectual property (“IP”) enforcement in China in light of a controversial new treaty designed to address the illicit, yet by all accounts thriving, industry of trade in pirated and counterfeit goods. Beginning with an overview of IP-intensive industries, this comment highlights the significance and value of this unique form of property, both to individuals and to national economies. This comment proposes that the United States could learn a great deal about the dangers of extreme immigration policy-making by looking to the European states and their dealings with the Romani, specifically the French expulsions of the Romani in 2010. Through this lens, this comment analyzes flaws in the U.S.’ crime-motivated immigration enforcement programs, and argues that the U.S. needs to move quickly to remedy flaws in immigration enforcement before it repeats many of the mistakes that led to the current condition of Europe’s Romanies and creates its own class of un-integrated ethnic minorities.

While there are all of these programs and organizations currently operating in Guatemala, it is clear that they are not functioning as they should for Guatemala’s indigenous population. This is clear from the lack of improvement in any of the economic markers noted above, such as poverty, health and education. Furthermore, these same programs are functioning for Guatemala’s ladino population, which has seen an improvement in their living conditions. This thesis analyzes a crucial period in the relations between the Federal Republic of Germany and the United States of America, through the use of US government internal documents. Willy Brandt brought forth a new vision of Ostpolitik that was starkly different from policies that the US had dealt with before, subsequently leaving the Nixon Administration largely unsure of how to react. This paper attempts to provide an answer to the question of why the White House Tribal Nations Conferences (2009-2011) are happening by offering two hypothesis-- the first being the growing American Indian political power, while the other looks at whether the Conferences are simply symbolic politics--as potential answers. An in depth analysis of the Conferences and the purported accomplishments from the summits are analyzed in order to gain a deeper understanding of the Conferences themselves. Lastly, an interview with a tribal leader is presented to provide another framework in which to view the Conferences.
