Who Wrote Bacon? Assessing The Respective Roles Of Francis Bacon And His Secretaries In The Production Of His English Works, Noel B. Reynolds, G. Bruce Schaalje, John M. Hilton

In an earlier study that identified previously unrecognized writings of the young 15 Thomas Hobbes, questions were raised about the authorship of some of Francis Bacon’s published works. This article reports a follow-up study in which two independent statistical analyses of Bacon’s English works both conclude that, whereas Bacon’s autographic writings show clearly that they are authored by the same person; almost none of his published works can be matched statistically 20 with the autographs. The most likely explanation for this dramatic finding is that Bacon’s well-known reliance on secretaries may have been sufficiently extensive that his writing patterns are …

While US-led unipolarity may still be the guiding frame for post-Cold War international economic, political, and military relations, we argue that its applicability to global science and environmental issues is waning. We begin by discussing the global problem of anthropogenic climate change, and the technologies involved in geo-engineering as one possible response. We then recognize both the abundance of oil in Alberta and the near-term melting of the Arctic as critical inputs into Canadian climate change policy. Western Sahara has been in a state of political crisis since Spain granted the territory to Morocco and Mauritania in 1975. While Morocco has attempted to incorporate the region within its borders, the Polisario Front (Frente Popular de Liberación de Saguía el Hamra y Río de Oro) has challenged Morocco's claims and proclaimed they are the voice of the indigenous Sahrawi people. Algeria, home to a majority of the Sahrawi refugees, continues to support the Polisario and their goal of independence from Morocco.

Sumit Ganguly and Rahul Mukherji’s India Since 1980 presents a bold and ambitious argument about change across and within India. Its unique contribution lies in its description of four distinct revolutions: social-political, economic, foreign policy, and religious. While many recent books have noted changes in India’s economy and foreign policy, India Since 1980 will be known for its juxtaposition of four different themes in one short, pithy volume. Even if one may disagree with the authors’ choice of the four dimensions of change, the book’s dominant message is that India is changing across a whole range of policies and arenas.

Juridical Framings Of Immigrants In The United States And France: Courts, Social Movements, And Symbolic Politics, Leila Kawar

This paper reexamines the engagement of U.S. and French courts with immigration politics, aiming to provide a fuller accounting of how law and immigration politics shape one another. Jurisprudential principles are placed in national and historical context, elucidating the role of rights-oriented legal networks in formulating these arguments during the 1970s and early 1980s. The analysis traces how these judicial constructions of immigrants subsequently contributed to catalyzing a transformation of immigration politics in both countries. Immigrant rights jurisprudence is shown to be produced by, as well as productive of, broader political values, agendas, and identities.

This paper presents the results of an indirect assessment of the personality of Willard Mitt Romney, Republican presidential candidate in the 2008 U.S. presidential election and Republican presidential nominee in 2012.

The study was conducted in 2007–2008 and 2012, from the conceptual perspective of personologist Theodore Millon. Information concerning Romney was collected from biographical sources and media reports and synthesized into a personality profile using the Millon Inventory of Diagnostic Criteria (MIDC), which yields 34 normal and maladaptive personality classifications congruent with Axis II of DSM-IV.

The municipalization of basic social service delivery in Brazil provides significant incentives for local public officials to have a better understanding of their constituents’ needs and requirements both to govern and for political purposes. The broadening of participatory venues under the 1988 Constitution allowed for the establishment of a broad number of public venues that civil society leaders could use to represent their associations. Do politicians appeal to fear, and if so, how does the public respond to potentially fear-inducing messages? I reason that changes in the political environment necessitate entrepreneurial efforts if politicians hope to maximize positive attention. Scholarship indicates that presidents can often shape press coverage or move public opinion, particularly in the domain of foreign policy or during national crises. In this dissertation I conceptualize government-issued terrorism warnings as a type of fear appeal. Specifically, I examine the relationship between changes in aggregate presidential approval and the timing of terrorism warnings over the two and one-half years after the 9/11 attacks, …

Political control of firms is prevalent across the world. Evidence suggests that firms profit from political connections, and politicians derive benefit from control over firms. This paper investigates an alternative mechanism through which politicians may benefit electorally from connected firms, examining sugar mills in India. I find evidence of embezzlement in politically controlled mills during election years, reflected in lower prices paid to farmers for cane. This result complements the literature on political cycles by demonstrating how campaign funds are raised rather than used. Politicians may recompense farmers upon getting elected, possibly explaining how they can get away with pilferage. …

Now comes the second volume, very much related to the first, though not dependent, in which Talbott puts forward a consequentialist argument for basic human rights that governments ought to guarantee to their citizens. This list is an expansion of the one generated in the first volume, based on the idea that the philosophical argument in this volume allows for such an expansion. The literature on ideology and decision making offers conflicting expectations about how judges’ ideology should affect their votes in cases that raise many legal issues. Using cases from the U.S. Courts of Appeals, I examine the strength of ideology as a predictor of sincere voting in single and multi-issue cases and test whether the same effect for ideology can be seen for liberal and conservative judges. For all judges, ideology yields a larger effect as the number of issues increases; however, conservative judges are much more likely than liberal judges to cast sincere votes at all levels of complexity.

This essay examines the tensions between liberalism and capitalism through an analysis of Edmund Burke's works on eighteenth-century liberal political economy and, specifically the challenges posed by colonial capitalism. When criticizing the East India Company Burke attempted to fortify "commercial" principles, on which British self-image rested, against the "rapacious" policies of British imperialism in India, which threatened this liberal self-image. His denunciation of the Company thus can be construed as an index to broader contradictions between the liberal self-image of capitalism and the coercive processes of colonial displacement and extraction that were an integral part of capitalism's emergence. Why is it that some governments recognize only one language while others espouse multilingualism? Related, why are some governments able to shift language policies, and if there is a shift, what explains the direction? In this article, the authors argue that these choices are theproduct of coalitional constraints facing the government during critical junctures in history. During times of political change in the state-building process, the effective threat of an alternate linguistic group determines the emergent language policy. If the threat is low, the government moves toward monolingual policies. As the threat increases, however, the government is forced to co-opt …

Systematic mass rape during conflict has for centuries met with global ignorance and political complacency despite its atrocious character. The conflicts in Bosnia and Rwanda in the 1990s altered the silence surrounding this long tolerated, dark underbelly of war. Applying Barry Buzan's and Ole Waever'sSecuritization Theory to the cases of Bosnia and Rwanda, this dissertation finds that rape during both wars was successfully securitized. Securitization Theory as a model and indicator of an effective shifting of rape from an apolitical or political perspective into the security realm was appropriate. The United States government has adopted new approaches to counter violent extremist organizations around the world. “Soft security” and development programs include focused educational training for groups vulnerable to terrorist recruitment, norm messaging through local radio programming, and job creation in rural communities. This article evaluates the effectiveness of one set of these multi-vectored, community-level programs through analysis of data from 200 respondents in two similar, neighboring cities in northern Mali, Africa. The data show that residents in Timbuktu who were exposed to the programming for up to five years displayed measurably altered civic behavior and listening patterns in comparison …

In this mixed methods study, I explore the reasons for the low level of women in elected office in Europe. I analyze the impact of three structural factors (number of years since women's suffrage was enacted, type of electoral system, and presence of legal gender quotas) and three attitudinal factors (level of gender equality, percentage of female professionals, and level of religiosity) on the percentage of women in national legislatures in each of the European countries. Specifically, I pose the following research question: Which structural and/or attitudinal factors are more influential for women's political representation in European countries?

Faculty workload is an important higher education issue because of its increasing demands on faculty time, mandates by institutional and external factors, and its relationship to job satisfaction. Specifically, how faculty perceive their workload can positively or negatively influence their job satisfaction. Current literature regarding faculty and workload has focused largely on workload models. The purpose of this study was to evaluate the workload of Black faculty members by citizenship status (U.S. citizens; citizens, foreign born; and non-citizens) based on satisfaction, opinion, and scholarly activity variables. Incarceration represents the ultimate use of coercive power, and in the state of Georgia, that power is being disproportionately levied upon people of color, particularly African Americans.1 According to 2011 statistics from the Georgia Department of Corrections, the total prison population statewide was approximately 53,341 inmates. The majority of that number were Blacks (33,069 inmates), followed by Whites (17,752 inmates), Hispanics (2,306 inmates) and other ethnic groups.
