"This thesis is an exploration of two questions that are neither novel nor lacking in exploration: Is an International Environmental Court (IEC) needed? Is such a court feasible? Proposals for an IEC have a rich history, are well founded and numerous. On the issue of necessity, this thesis attempts to pull together historical and current information on two distinct areas of international environmental law and use these analyses to contextualize the need for an international environmental tribunal. "The main purpose of this research is to understand the nature of the relationship between leftist armed guerrillas and indigenous rights in the Latin American region. I argue that the ethnic component and indigenous mobilization have greatly determined the political and social achievements of Marxist insurgencies active in many countries of the sub-continent during the second half of the twentieth century. The following paper looks at intelligence failures and military failures through the lens of adaptation failure. This paper asserts that there is reason to believe that certain causal elements of alleged intelligence failures reside more so in the province of politics, than in the collection and analysis domain of intelligence tradecraft. "Governance, globalization, and regionalism are all statements regarding the nature of integration in the current international relations system, but they do not readily explain what brings nation-states together in the first place. At first glance, regional institutions seem to be established on a basis of proximity, suggesting a spatial model of regional integration. There has been much literature about the economic effects of terrorism in democratic countries, but this literature often considers democracy to be a binary variable. This paper sought to explore how the effects might differ depending on the strength of a democracy. In the end, I found that the numbers of attacks and the effects of those attacks do not follow a linear path. The results for autocracies and anocracies require further analysis, but democracies have revealed interesting results. It seems that democracies as a whole have more terrorist attacks, but, within this group, the more democratic a country is …

This thesis analyzes the history behind reapportionment and how the task of redistricting has differed in the past decades. For the most part, there was always been a public outcry when the task was in the hands of the Legislature. Fear of political gerrymandering and the creation of safe districts was enough for people to pass a series of initiatives to try and correct the system. While many initiatives failed to pass, Proposition 11, passed in 2008, created the Citizen’s Redistricting Commission—a 14-member committee put in charge of drawing this years’ plans. This paper investigates the primacy of foreign direct investment inflows in liberalizing China’s economy and whether the long-term gains from economic openness will justify its inefficient energy uses and growing regional income disparities. By examining the history of FDI inflows in China, it becomes evident that FDI inflows were an instrumental part in institutional and technological development in China. I extend the argument to take into account how these developed infrastructures react to China’s growing energy demand in light of a shrinking world supply. “Never again” expressed the commitment made by allied forces for the prevention of genocide. In the 59 years since the adoption of the Convention on the Prevention and Punishment of the Crime of Genocide, it has evolved into an erga omnes obligation and a jus cogen (preemptory) norm. By comparing the post-conflict reconstruction patterns of Cyprus and Sri Lanka, it is possible to evaluate what was or was not effective in the Cyprus case and how these lessons may be applied to Sri Lanka. Considering the underlying similarities of the two islands’ respective conflicts, the focus determining the best course of action for Sri Lanka, so that it does not face the same stalemate situation as Cyprus. The recommended policy contrasts with the consociationalist models proposed for Cyprus, and is instead based on the unique Basque model of autonomy.

History education builds the foundation of a common past necessary for the formation of group identity. Evaluating History curricula is important because group identity guides people’s political behavior. This Uganda case study demonstrates how different actors have manipulated History education in order to enhance the saliency of ethnic, national, and regional identities. The expansion of nationalized education and the teaching of Ugandan, East African, and African history have contributed to fostering the rise of national consciousness in Uganda. Greater awareness of national identity has promoted national integration while marginalizing non-school educated people.

Much has been written on the security implications of the "Rise of China," yet there is little consensus, posing a problem for policymakers.  I highlight the areas of disagreement, arguing that the lack of consensus is a product of different theoretical positions.  Since there is not an obviously correct theoretical position, policymakers must make decisions based on significant uncertainty.  I argue that policymakers ought therefore reject costly and decontextualized theories, such as offensive realism, while still maintaining openness to theoretical knowledge.

In recent years Mexico has been confronted with accelerating levels of violence related to drug trafficking organizations and counter-drug efforts. This paper examines the consequences of Mexico’s current drug trafficking situation on the country’s fledging democracy. In particular, the impact of the drug war on Mexico’s democratic consolidation is evaluated through civil-military relations, the judicial system, and the press. This study addresses the relationship between social capital and political action in the Middle East. The research uncovers indicators of how social capital correlates with democratic action. Using data from the 2005 World Values Survey, the examination centers on indicators of trust and membership in civic organizations and how they relate to political action in the region. Social-psychologists assert that individuals and societies entrenched in intractable conflicts develop a problematic psychological infrastructure, which is here termed the Conflict Mindset.
