This article is set in the contemporary context of global challenges: economic crises, state deformations, and rapidly accelerating flows of people, ideas, and ideals. It has two main aims. One is to establish theoretical and empirical links between securitization studies and analyses of citizenship in the light of globalization, multiculturalism and discourses on terror. The second is to illustrate how macro events play out at the collective and individual level in terms of socio-psychological (in)securities that condition different citizenship strategies. Non-Partisan ‘Get-Out-The-Vote’ Efforts And Policy Outcomes, Dan Kovenock, Brian Roberson

This paper utilizes a simple model of redistributive politics with voter abstention to analyze the impact of nonpartisan ‘get-out-the-vote’ efforts on policy outcomes. Although such efforts are often promoted on the grounds that they provide the social benefit of increasing participation in the electoral process, we find that they have a meaningful impact on policy outcomes and are an important political influence activity for nonprofit advocacy organizations. In equilibrium, nonpartisan gotv efforts are more likely to arise in those segments of the electorate that are sufficiently small and disenfranchised (as measured by the ex ante voter abstention rate). Considerable attention has been devoted to the impact of the HIV and AIDS epidemic on small farmers and the food security of the rural poor. Despite the rapid progression of the epidemic in rural areas, it remains an ever-growing challenge in the continent’s rapidly-growing cities where prevalence rates are still higher than in rural areas. This report examines the reciprocal relationship between HIV and urban food security. Much of the research and most of the policy interventions on the HIV-Urban Food Security Nexus focus on the nutritional status of individual People Living With HIV (PLHIV). Western European politics have been marked over the last couple of decades by a fierce debate about the place of Europe’s increasingly large immigrant population in society. Across the continent, far-right parties campaigning on nationalistic platforms opposing immigration have seen great electoral success. Despite some recent economic progress, there is still widespread poverty and severe inequality in developing countries. According to the World Bank there are over 925 million hungry or undernourished people worldwide. More than 80 percent of people in the world live in countries whose income inequality is rising. Over 2.1 billion people globally live on less than two dollars a day, with over 880 million people facing absolute poverty and living on less than one dollar a day. The scholarly ambiguity over the proper understanding of Machiavelli’s political thought characterizes the scholarship in his literary works as well. The tragic interpretation of Machiavelli’s literary works posits that Machiavelli’s understanding of virtue fails to provide humanity the means by which fortune can be overcome. In contrast, the comic interpretation argues that man is virtuous and prudent enough to conquer fortune. To accomplish this, one must only follow Machiavelli’s political teaching. I address this tension through analysis of conspiracy in Machiavelli’s Clizia. This article explores the democratic features of common-law judicial law-making. It begins by examining the so-called “classical” account of the common law, associated with English jurists Edward Coke and Matthew Hale. These jurists describe the common law as a kind of “reasonable custom” that emerges out of a public process in which lawyers exchange reasons with the court about how to resolve a dispute. The article then turns to modern common-law adjudication, and, drawing on the work of Fred Schauer, Edward Levi, Martin Golding, and others, shows how public deliberation prominently features in the modern adjudicative process as well. I would like to alert China Beat readers to a new film, Datong: The Great Society [Chinese title: 大同：康有為在瑞典]. This docu-drama tells the story of Kang Youwei (1858-1927) and to a great extent that of his second daughter Kang Tongbi (aka Kang Tung Pih, 1887-1969).
