This essay will address the topic of leadership and OPFOR networks. This subject area has suffered from quite a bit of neglect yet has great homeland security potentials. For law enforcement purposes, this represents an important topic because gaining an understanding of one’s opponents and their organizational and leadership approaches is the first step in achieving mastery and dominance over them. The primary reason for the neglect of this topic it is that it requires interdisciplinary knowledge concerning three distinct areas of study— leadership, OPFORs, and networks— and their subsequent analytical fusion. “Know Thy Neighbor,” a public interest group established in 2005, has grabbed headlines in recent years for making public (or threatening to make public) the names of hundreds of thousands of registered voters who signed petitions qualifying anti-gay rights measures for state general election ballots in Massachusetts, Florida, Arkansas, Oregon, and Washington. These names, together with the mailing addresses, birthdates, and dates of signature for each signer, have long been public information in most states, but never before have they been put into a format (i.e., searchable, online databases) making them easy to access and analyze. Less than two years ago, Barack Obama was sworn in as president amidst proclamations of a partisan realignment. But in this fall’s midterms, scores of his fellow Democrats lost their jobs. The best evidence suggests that Obama’s signature accomplishment—passage of a healthcare reform bill that had long eluded progressives—played a key role in the historic defeat. It also highlighted the delicacy of partisan regimes, particularly those prematurely designated as realignments by academic or popular observers

This study investigates the current bureaucratic struggles that exist within the U.S. intelligence community as a result of the Intelligence Reform and Terrorism Prevention Act (IRTPA) of 2004. The first part of this research examines the history of intelligence reform in the United States beginning with the National Security Act of 1947. The second part provides an indepth discussion of the 2004 legislation as well as an examination of the main bureaucratic conflicts that have arisen between the Director of National Intelligence (DNI) and the rest of the U.S. intelligence community. In May 2008, South Africa experienced an outbreak of violence

against foreign Africans living in the country. Political

leaders expressed shock and surprise, but there has in reality

been long-standing and well-documented hostility toward

African immigrants in South Africa. Several competing explanations

have been put forward, with debate gaining urgency

and polarization since the xenophobic attacks of 2008. After

a selective review of the relevant literature to sketch the

contours of that debate, this paper presents findings from

research conducted with African immigrants living in Cape

Town. Their experiences provide further evidence that antiimmigrant

The past two decades in Canada have witnessed significant economic restructuring and public policy innovation. While most research concentrates on federal recovery plans and provincial adjustment strategies, this article makes the case for studying actors and places on the restructuring front lines. Offering an ideational analysis of change dynamics in London, Ontario, a mid-sized manufacturing city, the article reveals a pattern of incremental policy adjustment even as bold ideas contesting the status quo were brought forward. Arguing that particular institutional-political settings operative at different governance scales shape the policy influence of ideas, the article situates the London experience in broader …

This work, divided in four sections, is a critical assessment of Canadian perspectives on the role of the media in electoral behaviour, notably on the roles media play in setting or responding to the agenda in the heat of election campaigns. The first section of the article highlights important Canadian methodological and empirical contributions to behaviouralism. In this article we demonstrate how both state structures and collective agencies contribute to patterns of securitization and, in so doing, reconfigure conceptions of space and place. Focusing on the life-chances of Muslim minority populations in Denmark, Sweden, and Canada, we begin by establishing how experiences of empire and colonization have shaped dominant regimes of citizenship and multiculturalism. Analyzing responses to the Danish newspaper publication of the 'Mohammed cartoons', we illustrate the dynamics of place making that are operative in the political psychology of securitization. Our analysis illustrates the cosmopolitical and dialogical character of Canadian multiculturalism and how such a …

This study employs acculturation and civic engagement theories to explain the incorporation and engagement of Latino immigrants in American society by examining how demographic characteristics, socioeconomic factors, and characteristics of the immigrant experience, as moderated by acculturation and trust in government influence their civic engagement.

The core component of the study is a secondary data analysis of the 2006 Latino National Survey (Fraga et al., 2008). Stanton Evans called “the liberal history lesson” and what David Gress calls “the Grand Narrative.” The ironic title of the book (see page 1) may refer to a 1984 BBC radio series, later published as From Plato to NATO: Studies on Political Thought (1995), by the late British journalist and BBC announcer Brian Redhead. Officials of the United States government have, at least rhetorically, made peace in the Middle East a priority in every administration for the six decades. However, despite the premium being placed on peace agreements, foreign policy enacted by the United States often seems to be focused on more short-sighted goals, often at the expense of long-term peace. In no case is this truer than with standing policies regarding Hamas. These policies have failed to bring the Palestinians and Israelis any closer to a peace agreement. Political independence of the central bank is considered to bring financial stability to a nation and therefore to foster economic growth by providing safe investment environments. However, granting a central bank autonomy is politically contentious because of the implications such independence will entail for politicians in terms of their ability to influence monetary policy. This chapter analyzes central bank independence in words and in deeds. The first part discusses the existing literature on central bank independence and problems associated with its measurement. Rather than view the alleged proliferation of “czars” in recent presidential administrations as a threat to the constitutional order, we consider it part of an ongoing reorganization of the presidential branch designed to maximize leadership capacity as presidents continue to take more responsibility for policy development and implementation, a phenomenon driven as much by congressional abdication as presidential zeal for power. The real debate lies over whether the president can delegate his constitutional authority to those who work beneath him. We posit that presidents may choose to delegate within their own discretion, so long as it is within the limits …
