The United States Supreme Court bUilding is intimidating, to say the least. The massive structure rises four stories above the ground and the three million dollars worth of white marble shines starkly against the blue sky.l The inscription "EQUAL JUSTICE UNDER LAW" runs horizontally across the top of the impressive structure. This beautiful bUilding is part of the imagery associated with the Supreme Court. Along with black robes and gavels, the Supreme Court has carefully crafted the images that are connected with the justices and the Court.

On one occasion, I accompanied some of my African colleagues to a conference, the purpose of which was to begin visualizing post-apartheid South Africa. While the apartheid regime was still in power, it was clearly in hasty retreat, and it was equally clear that its days were numbered. Joshua Kurlantzick's “The Downfall of Human Rights” in Newsweek makes for a sobering read. The major Western states, he argues, are no longer interested in the promotion of human rights, but are instead focused on rebuilding themselves after the global recession. Kurlantzick notes further that the Obama administration avoids strong criticism of China, Russia, and other human rights violators because of its desire to demarcate itself from the previous administration's moralizing democracy promotion. Just as Mark Twain said in 1897, “The report of my death was an exaggeration,” many commentators have prematurely reported the death of human rights. For example, in 1999, in The Theory and Reality of the Protection of International Human Rights , J. Shand Watson sees human rights as a “mere fiction” in light of a century of state-sponsored killing. One year later, Costas Douzinas, through an appeal to history, philosophy, and psychoanalysis proclaimed the “end of human rights.” It is thus no surprise that the article by Joshua Kurlantzick is yet another attempt to warn us that human rights …

According to the International Organization for Migration, about one-third of African professionals have left the continent, which constitute as over 10 million African mini-Diasporas as of the year 2000. The loss of Africa’s intellectual capital, called the “Brain-Drain”, has been one of the greatest obstacles to the development of the continent. Of the four major countries contributing most to the brain-drain; Ethiopia, Ghana, Nigeria, and South Africa, this research focuses on Nigeria, my ancestral nation. Competing Formal And Informal Institutions In A Democratizing Setting: An Institutional Analysis Of Corruption In Romania, Mihaiela Ristei

This dissertation explores the interaction between formal institutions and the informal institution of corruption in Romania from 1997 until 2006. I argue that corruption is an informal institution that creates incentives incompatible with the formal rules, alters the effectiveness of formal institutions, undermines the rule of law, and threatens democratic consolidation. Specifically, I test the capacity of formal institutions to counteract the informal institution of corruption and thus to reduce corruption in four sectors: the judiciary, customs, health care, and public procurement. This thesis examines the influence that contextual factors have on the political behavior of Latinos in the United States. I argue that, due to the unique immigration and socialization experiences of Latinos, context will play a role in the political behavior of Latinos. The hypotheses are tested against data collected from a national survey of Latinos conducted in 2006 and the National Election Studies from 2000, 2002, 2004, and 2008. The results of the analysis indicate that context does influence the partisanship of Latinos; however, the effect of descriptive representation for Latinos at the Congressional level does not mirror the …

This study was conducted to identify the nature of the content devoted to the 2008 presidential election in the editorial pages of three newspapers. The research sought to discover what percentage of the content was specific to the election, whether this election-centered content focused on the campaign or on specific issues, what issues were covered, and the role in which the author was writing. This dissertation examines political behavior in Sierra Leone and Liberia following the end of their civil wars. Dominant theories on politics in African societies suggest that ethnic interests underpin political behavior and elections are mere censuses of ethnic support for co-ethnic party elites. Yet, while using a proportional representation electoral system that is expected to result in splintered vote shares for multiple political parties, Sierra Leone's elections in 2002 concentrated votes around one presidential candidate and political party. Conversely Liberia's elections in 2005, held using a first-past-the-post electoral system that expectedly discourages multiple vote shares, diffused votes among several political …

Non-governmental organizations have become a key concern for international relations theorists and comparative thinkers. While most NGO’s promote their social, political, and economic interests through peaceful means, some use violence; this study seeks to understand why. I assert that the use of violence is a tactical decision made at the dyadic level in consideration of resources that are vital to the organization’s survival. This investigation uses principles from the theory of resource dependency to analyze cases where one NGO uses violence in the same ‘system’ as another that does not.
