Policy Design And Regional Cooperation Under The Workforce Investment Act, Susan G. Mason

Mazmanian and Sabatier advocate the importance of legislation for successful policy implementation. Scholars such as Perkmann have identified structural factors that affect regional cooperation. Under Workforce Investment Act, legislative and structural factors in obtaining regional cooperation across traditional state and local government boundaries are analyzed in nine U.S. Midwestern metropolitan regions. Results from this study suggest there are policy design and structural factors such as the focus of actors; same year implementation of the act; and the amount of hierarchical integration of administrative entities that can be enhanced to increase the likelihood that regional cooperation will occur under WIA.

During the first three decades of the Jordanian kingdom’s existence, the Muslim Brotherhood was a relatively apolitical charity organization that held a handful of seats in Parliament. From the mid-1970s onward, however, the Brotherhood grew substantially in size and influence, so much so that it is now the largest and most broad-based political party in Jordan. Looking at domestic, regional, economic, social, political and theological factors, this study seeks to explain the Brotherhood’s dramatic political ascendance and, also, how the regime has coped with its rise. Interfaith dialogue has become widely acknowledged as a means to enhance interreligious and intercultural sensitivity, complement state-based diplomatic efforts, and attain sustainable conflict resolution. This study is aimed at examining the potential of Multi-Track Diplomacy, demonstrated through interreligious discourse, to develop interreligious and intercultural sensitivity within the young adult, nonprofessional demographic. The data and analysis is based upon research acquired through interviews with interreligious organizations, religious and academic scholars, and Jordanian citizens in spring 2008; and three interfaith trialogue sessions held April-May, 2008 with participants from the three Abrahamic faith traditions. Land protection policies such as creating and preserving national parks have been promoted to counter global threats to the environment and to conserve biodiversity. We know little, however, about the country characteristics that might be good predictors of whether states will choose to protect land or not. This study analyzes the Denver Post’s reportage on the frame contest between the dominant narrative of the September 11 terrorist attacks set out by President Bush and a challenge to that narrative in an Internet essay by Professor Ward Churchill. The authors find that by refusing to interrogate Churchill’s sociopolitical argument, reducing it to the offensive rhetorical trope “little Eichmanns” he used to describe the victims of the attacks, and pillorying Churchill as a person and scholar, the Post assured his counterframe would not achieve parity with the dominant frame. Today, restaurants, including all eateries that operate within New York City, as well as restaurants across the country, regularly use a rather large amount of an artery-clogging agent, commonly found within their vital ingredients. Artificial transitive fatty acid, or trans-fat as known to the consumer, is the target of the NYC Board of Health and Mental Hygiene, medical experts, and health conscious consumers, for permanent removal from all NYC restaurant menus by July 2008. Arts funding in America is comprised of public dollars, private support, and earned income that is critical to the economic vitality of state and local communities and to the nation's cultural well-being. To date, most research has focused either on the national level, on the local level, or on public opinions and attitudes regarding the arts. In contrast, patterns of state arts funding have not been thoroughly examined since the 1980s. This study attempts to identify factors that explain differences in levels of state funding for the arts by examining changes in state-level funding (1985-2007) and policymaking. This study is …

I incorporated demographic data regarding survey participants in an effort to show characteristics of Dispensational thought and what segments of the population were most likely to be in agreement with these ideas. Human Rights & Multilateral Development Banks: Evaluating Recipient Records & Lending Practices, Geneva J. Román

This study examines the role of recipient human rights records in the loan allocation of multilateral development banks. Correlating the loan amounts awarded to recipients with their human rights environments determines whether or not human rights are a substantial consideration in multilateral lending practices. By analyzing the African Development Bank, African Development Fund, Inter-American Bank and the International Monetary Fund this study also sheds light on whether international financial institutions are upholding their legally bound human rights obligations. This study uses Ordinary Least Squares and General Least Squares regression models and finds that human rights have little effect on the …

This report, dated April 2008, from the United States (US) Army Corps of Engineers (Omaha District, Nebraska) explains the potential transfer of unused lands from the Garrison Dam Project to the Three Affiliated Tribes of Fort Berthold Reservation. The land transfer proposed to return a portion of land out of the 153,000 acres taken by the US Government for the construction of the Garrison Dam. The authority of this transfer is granted by the Fort Berthold Mineral Restoration Act of 1984 (Public Law 98-602). By examining cases from the Courts of Appeals in several issue areas between 1969 and 2002 (e.g., the Burger and Rehnquist Courts), this research examines both the fear of reversal from the high court (judicial impact theory) and whether this results in differences in response from these courts to Supreme Court precedent (principal-agent theory). The study finds that when the Supreme Court grants review to a decreasing number of lower court cases and thus gives a longer leash to these courts that instead of deferring to their principal, the appellate courts often defy the high court and seek to advance …

Reconciliation Or Reencounter In The Southern Cone Of South America: Amnesty, Forgetfulness, Forgiveness, Impunity, Memory, And The Power And Politics Of Theatricality, Lee Ann Johnson

This thesis explores how scholars have defined reconciliation along with the difficulty of doing so. Focusing especially on the Chilean and Argentinean experiences, I argue for the necessity of attaining political or national reconciliation after periods of violent authoritarian rule. I consider truth and reconciliation commissions and detail the mandates under which some have operated. My premise is that although truth and reconciliation commissions are a wonderful tool for facilitating reconciliation, their legalistic and structured nature keeps them from being all that is needed to achieve reconciliation. I suggest that the creative nature of theatre makes it the perfect complement …

Contractors compose part of the total force for U.S. warfare capability in Iraq.

Some augment U.S. warfare capability; others do not. Some of the contractors are controlled by the military; others are controlled by civilian (nonmilitary/political) government agencies. The problem: Who are the contractors and how has the nature of government oversight and control over contractors determined whether contractor contributions augment or diminish U.S. warfare capability in the Iraq War?

Argument: It is the degree of government control over contractors that determines whether the contractors' contributions have a positive or negative impact on warfare capability. Ultimately the findings support …
