Since the establishment of formal diplomatic relations between China and the ASEAN states following the end of the Cold War, Sino-ASEAN relations have widened and deepened considerably. This is surprising, considering that most ASEAN states viewed China as a revisionist power and threat to regional security during the Cold War and Vietnam and the Philippines have a history of armed conflict with China over as-of-yet unresolved territorial disputes in the South China Sea. The present study analyses the use of the political instruments for the protection of Human Rights, democracy and the rule of law under the Partnership Agreement between the European Union (EU) and the African-Caribbean–Pacific (ACP) countries embedded in the Cotonou Agreement: the consultations under article 96, intensified and regular political dialogue. It briefly outlines the legal provisions of the revised treaty, reviews recent practice, and looks into the involvement of civil society and parliamentary bodies in the political dialogue.

There has been much talk in recent years about an emerging EU-China axis that challenges the United States in a new strategic triangle. The EU-China strategic partnership, which was declared in 2003, suggests that both sides are gaining global influence as a new kind of superpower that seeks to avoid the bloody conflict that characterized the Cold War. Rather than discuss the contours of this new geopolitical axis, this essay argues that EU-China relations are shifting the meaning of security in an emerging arena of global symbolic politics. This paper presents the results of indirect assessments of the personalities of Arizona senator John McCain and former New York mayor Rudy Giuliani, contenders for the Republican Party nomination in the 2008 U.S. presidential election, from the conceptual perspective of personologist Theodore Millon.

Information concerning Sen. McCain and Mayor Giuliani was collected from biographical sources and published reports and synthesized into personality profiles using the second edition of the Millon Inventory of Diagnostic Criteria (MIDC), which yields 34 normal and maladaptive personality classifications congruent with Axis II of DSM–IV.

The personality profile yielded by the MIDC was analyzed on …

Does membership in a political society, in and of itself, involve obligations to uphold that society’s political institutions? Margaret Gilbert offers a novel argument in defense of an affirmative answer to this question, which she labels the membership problem. Given a plausible construal of the concepts obligation, political society, and membership in a political society, Gilbert argues that it follows analytically that to be a member of a political society just is to have an obligation to uphold and support that society’s political institutions. A wide variety of regional assessments of the water-related impacts of climatic change have been done over the past two decades, using different methods, approaches, climate models, and assumptions. As part of the Water Sector research for the National Assessment of the Implications of Climatic Variability and Change for the United States, several major summaries have been prepared, looking at the differences and similarities in results among regional research projects. An examination of the metadata for almost 900 bibliographic references on the effects of climate change and variability on U.S. water resources reveals strengths and weaknesses in our current knowledge. Considerable progress has been made in the modeling of climate change effects on first-order systems such as regional hydrology, but significant work remains to be done in understanding subsequent effects on the second-, third-, and fourth-order economic and social systems (e.g., agriculture, trade balance, and national economic development) that water affects. Conventional international relations (IR) theorists, such as realists, neo-functionalists or regime theorists, view international organizations (IOs) as passive tools with which to achieve certain goals. Although an IO may facilitate inter-state cooperation and reduce transaction costs, it does not have a life of its own. Therefore, conventional IR theorists focus mostly on the creation of an IO and inter-state cooperation leading up to the creation. As a result, an IO's institutional change remains rather an “under-studied” and “under-theorized” issue in the conventional international relations (IR) framework.

The Bush administration’s active support for the Israeli government is counterproductive in its refusal to recognize a Palestinian unity government which includes Hamas. A great majority of American Jews have called for Israel to withdraw from the territories occupied in 1967 and support the creation of a Palestinian state. This paper views the civil conflicts in African failed states through the lens of game theory. From the numerous peace agreements and cease-fires that have been broken in these conflicts, it is clear that defecting from such agreements,is often more profitable than abiding by them. Why is this so? Furthermore, what can be done to raise the costs of defection and therefore promote cooperation amongst the fighting parties? This paper proposes that the international community has the ability to do just this through one-sided intervention.

All bilateral relationships are embedded within a wider context, but nowhere is this context more important than in the North Korea China relationship. For North Korea (the DPRK), China has been a bulwark against the United States, and in earlier periods, a counterbalance to the Soviet Union.
