Scholars have debated extensively the impact of presidential rhetoric on public opinion and congressional behavior, but have largely ignored the determinants of what the president actually says. This inattention is partly the result of the difficulty of acquiring systematic observations of presidential speech crafting. We devise a method of quantifying White House staff influence over the composition of rhetoric that captures the multistage negotiations between the president's speechwriters and his policy advisors and provides a framework for future studies on the determinants of presidential rhetoric. Recent discussions of human categories have suffered from an over emphasis on intention and language, and have not paid enough attention to the role of material conditions, and, specifically, of social space in the construction of human categories. The relationship between human categories and social spaces is vital, especially with the categories of class, race, and gender. This paper argues that social space is not merely the consequent of the division of the world into social categories; it is constitutive of social categories. The ‘crime-war’ operational environment, found in failed and failing-states dominated by non-state (criminal) soldiers, has been increasing in scope for decades. This trend is viewed as part of the process of transition from the modern (Third) to the post-modern (Fourth) epoch. Within this environment, non-state entities utilize asymmetric warfare against nation-states. The most dangerous of these opponents are those whose approach is asymmetric by nature (due to their network-type organization) and who thereby represent a direct challenger to the nation-state form. Many perspectives exist for why private military companies have emerged over the last decade or so: cost-effectiveness, fact reaction cycles, lack of will or inability of governments to send their own troops into peace operations. This short essay will not attempt to debate these traditional reasons given for PMC growth and operational fielding. Rather, it will make some basic observations concerning the changing nature of warfare, attempt to place PMC ascendancy within the historical context, and make some policy suggestions concerning the relationship of PMCs to international law and the state.

Serving as the territorial foundation, individuals maintain allegiance to Makkah, the center of the Islamic world, through symbolic Islamic prayer. Along with a central, globally financed economic distributive mechanism, and Wahhabi social and educational institutions emerging from the traditional mosque, Wahhabism serves the demand for an Islamic political system in a late capitalist world. The interaction between the President and Congress is many times quite public and well documented (Cronin 1980; Covington et al. 1995; Fisher 1994; Schlesinger 2004). Similarly, relations between the Congress and the Supreme Court are well documented; Congress makes law and, if requested, the Court interprets it. The interaction between the president and the Court, however, is not nearly as well defined, and certainly not as public. Supreme Court cases involving the president directly are fairly rare. King and Meernik (1995) identify 347 cases involving the foreign policy powers of the president, decided from 1790 to 1996, which is roughly …

Does the way Canada, as a nation state, approach international environmental policymaking make a difference with respect to solving environmental problems in the Americas? We argue that it does, and it is a difference that matters. Canadian efforts toward multilateralism and toward inclusiveness (e.g., willingness to work with weaker nations) serve as a counter balance to the growing unilateralism and ever present exceptionalism of the United States, currently the most powerful country in the world, and Canada’s southern neighbor and regional partner in developing environmental policy that affects the northern Americas directly and all of the Americas indirectly. Public interest in approaches that might provide prescription drugs at lower cost, particularly for the elderly, has rekindled discussion over the role the federal government plays in facilitating the creation of new pharmaceuticals for the marketplace. In the current debate, some argue that the government’s financial, scientific, and/or clinical support of health-related research and development (R&D) entitles the public to commensurate considerations in the prices charged for any resulting drugs. This thesis examines the form of reconstruction intervention known as 'nation building', through a case study of the United Nations led operation in East Timor that began in 1999. It examines how the idea of the nation and statehood first arose, and how these ideals are still prevalent in modern nation building interventions. The thesis also examines the weaknesses and ambiguities that have become associated with nation building, and how such weaknesses have found a common thread through subsequent interventions The thesis then uses the case study of the intervention in East Timor, dividing the operation in to three stages; …

Constitutions are generally made by people with no previous experience in constitution making. The assistance they receive from outsiders is often less useful than it may appear. The most pertinent foreign experience may reside in distant countries, whose lessons are unknown or inaccessible. Moreover, although constitutions are intended to endure, they are often products of the particular crisis that forced their creation. Drafters are usually heavily affected by a desire to avoid repeating unpleasant historical experiences or to emulate what seem to be successful constitutional models. We find strong evidence of monopoly legislative agenda control by government parties in the Bundestag. First, the government parties have near-zero roll rates, while the opposition parties are often rolled over half the time. Second, only opposition parties’ (and not government parties’) roll rates increase with the distances of each party from the floor median. Third, almost all policy moves are towards the government coalition (the only exceptions occur during periods of divided government). Fourth, roll rates for government parties sky- rocket when they fall into the opposition and roll rates for opposition parties plummet when they enter government, while …

This study briefly examined the terrorist attacks that occurred between the first bombing of the World Trade Center in 1993 and the attacks on the World Trade Center and the Pentagon that occurred on September 11, 2001. Specifically, this study examines the reactions of the public and press to the attacks on the military barracks in Riyadh, the bombings of the U.S. Embassies in Zambia and Kenya, and the attack on the U.S.S Cole in Yemen. Congress enacted the last major amendments to the Clean Water Act in 1987 (P.L. 100-4). Since then, the Environmental Protection Agency (EPA), states, and others have been working to implement the many program changes and additions mandated in the law. At issue today — more than 30 years after enactment of the core law — is what progress is being made to achieve its goals. In general, states and environmental groups fault EPA for delays in issuing guidance and providing assistance to carry out the law. The Bush Administration has requested $1.277 billion for nanotechnology research for FY2007, $24 million less than the estimated $1.301billion appropriated level for FY2006. (See Table 1.) Nanotechnology is a newly emerging field of science where scientists and engineers are beginning to manipulate matter at the molecular and atomic levels in order to obtain materials and systems with significantly improved properties. Ten nanometers is equal to one-ten thousandths the diameter of a human hair. Proponents of this technology argue that nanotechnology will lead to a new industrial revolution in the 21st century. The National Aeronautics and Space Administration (NASA) estimates that without a servicing mission to replace key components, the Hubble Space Telescope will cease scientific operations in 2008 instead of 2010. In January 2004, then-NASA Administrator Sean O’Keefe announced that the space shuttle would no longer be used to service Hubble. He indicated that this decision was based primarily on safety concerns in the wake of the space shuttle Columbia accident in 2003.
