In November 2000, exit poll interviews with voters in Florida indicated that Al Gore won the state. As a result, many television networks declared Gore the winner of Florida, a pivotal state to winning the presidency in 2000. Only a few hours later, the first vote tallies from the Florida Secretary of State's office revealed that George W. Bush was in fact leading in Florida. After 45 days of recounts and lawsuits, it was clear that the exit polls were wrong; Bush had won the state by the narrowest of margins. As a result of the flawed exit poll the …

Taiwan's Participation In Inter-Governmental Organizations: An Overview Of Its Initiatives, Chien-Pin Li

Emboldened by the ascendance of economic issues on the global agenda and the erosion of security-driven bipolar structures, Taiwan in the late 1980s decided to use its economic advantages for diplomatic gain. Examination of changes in three phases of Taiwan's initiatives indicates that its inter-governmental organization strategies and targets correlate well with domestic politics and external factors.

Mixed-member electoral systems require voters simultaneously to cast ballots in single-member districts (SMD) and multimember, proportional representation (PR) constituencies. It may be that not all parties offer candidates in both electoral contexts, however. In this event would-be voters for some parties may find themselves ‘frustrated’ by the restricted choice menu on offer in the SMD, being effectively forced to split their vote between different parties. Here we explore the different behaviours of frustrated voters in the 1996 mixed-member election to Italy’s Chamber of Deputies, characterizing these as being either in some sense non-strategic (concerned above all with the relative policy …

In the wake of Hurricane Katrina there are thousands of businesses in the City of New Orleans closed. In an attempt to diminish financial loss, retain local businesses, and attract investment the Mayor’s Office of Economic Development initiated the process of amending HUD guidelines to fit the city’s current economic status, and expand the existing Renewal Community boundaries to include the entire city. Simultaneously, the state legislature in collaboration with the U.S. Congress worked towards a more inclusive incentive package, the Gulf Opportunity Zone. Women And Welfare: The Politics Of Coping With New Social Risks In Chile And Uruguay, Jennifer Pribble

Women make up a disproportionate share of the world’s poor, and Latin America is no exception to this trend. Nevertheless, very few studies of social policy in the region have investigated why the gendered character of welfare provision varies across countries. This article addresses that question through a comparative historical analysis of Chile and Uruguay and concludes that variation in the gendered nature of each state’s social policy regime resulted from a two-step process. In the first stage, female labor force participation, the mobilizing capacity of women, and policy legacies differentiated the two countries, placing Chile on a less equitable …

The French two-round system of presidential elections forces candidates to choose strategies designed to maximize their votes in two different, potentially conflicting strategic contexts: a first round contest between many candidates, and a second round between (typically) a left- and a right-oriented candidate. Following a constitutional change in 2000, furthermore, presidential elections are synchronized with legislative elections, more tightly linking presidential candidates to the policy platforms of the parties they represent. This article examines the consequences of policy positioning by presidential candidates, measuring, comparing and assessing positioning in the legislative elections and in the first and second presidential election rounds. …

This essay examines the emergence of national identity in international society through the curious example of “National Humiliation Day,” a special holiday proclaimed by the head of state in wartime and celebrated in local churches throughout the nation. It argues that the observation of humiliation days produces the nation as the sacred political community because it figures both problems and solutions in a “national” time that is radically different from the dynastic and ecclesiastical times that defined medieval Europe. We present a spatial map of the Italian House of Deputies during the XIII Legislature obtained by applying the Poole and Rosenthal methodology to roll call data. We estimate coordinates for almost all the 650 Deputies that were on the House’s floor at the time, and we aggregate them according to parties. We find that voting patters generate basically a two dimensional political space. The first dimension represents loyalty to either the ruling coalition or the opposing one. The second dimension is represented by the European Union. These findings are consistent with the exceptional case of the party Northern League, …

Development Decision-Making In St. Louis: Institutions, Incentives And Urban Development, William Ernst Winter

Dissertations

This study uses the example of St. Louis to identify how local leaders make decisions about development and what factors influence the type of projects chosen. Through an analysis of projects conducted in the downtown and two distressed neighborhoods, the study concludes that St. Louis has a system of development decision-making that is substantially privatized and decentralized. At the center of development activity are place-based entrepreneurs who understand the local market and work to change the incentive structure for reinvestment. How much of what we do is the result of our will, and how much the result of chance or luck or fortune? This is a decidedly un-decidable question, but one that needs to be asked. The general assumption seems to be that a person’s “lot” in life is physically, morally, politically, even romantically linked to choice. But the use of the term “lot” betrays the underlying uncertainty of what “causes” our “lot”, laying bare questions of responsibility, burden, and even explanation. The land transfer proposed to return a portion of land out of the 153,000 acres taken by the US Government for the construction of the Garrison Dam. This thesis explores different disciplinary studies and discussions of dress, and more specifically, the use of dress in constructing a gendered identity and sexual identity. To conduct this research, I performed a literature review and referenced various social psychological, sociological, and/or feminist theoretical frameworks. I argue that dress cannot serve as any sort of innate or accurate indicator of sexual identity; rather, the meanings associated with dress are socially produced and vary across time and place. Evidence for this argument emerges only after a literature review, as one can recognize a common theme linking the literature, or perhaps a commonly …
