While I was researching the South China Sea disputes between China, Vietnam, and the Philippines, I came upon an unlikely refer ence. In an otherwise hard-nosed analysis of the issue, a noted Chi nese expert cited a book called the Atlas of Shame. This odd juxta position of security studies, territoriality, and emotion piqued my interest, and I asked a friend in Beijing to track down this curious book. Restorative justice has been a central tradition of justice in most, perhaps all societies prior to the emergence of the modern, central state power with its bureaucratic-professional systems and its emphasis on retribution, deterrence, and, sometimes, re- habilitation. Its revival as a new social movement in modern states offers a new paradigm for addressing the key questions in social work and social welfare of the relation of formal to informal systems of care and control, and of empowerment to coercion. Based on a small, open-economy IS-LM prototype model, this paper examines the sources of macroeconomic instabilities in Hong Kong and Singapore operating under two similar cu訂ency board arrangements (CBAs). The empirical findings suggest that in general both extemal and intemal factors contribute to the macroeconomic volatilities observed in the two economies. Interestingly, whilst in Hong Kong interest rate is the single most important factor accounting for the variation in real GDP, price level and money supply, in most cases in Singapore the volatilities of these three macro variables cannot be attributed to a significant single facto r. This article presents evidence of name-order effects in balloting from a study of the 1998 Democratic primary in New York City, in which the order of candidates' names was rotated by precinct. In 71 of 79 individual nominating contests, candidates received a greater proportion of the vote when listed first than when listed in any other position. In seven of those 71 contests, the advantage to first position exceeded the winner's margin of victory, suggesting that ballot position would have determined the election outcomes if one candidate had held the top spot in all precincts.

This thesis investigates the 'localization' of globalization discourse in Egypt by following its rise in the United States to its reception by various local knowledge structures in Egypt. It argues that the main characteristics of the discourse show that it represents a new phase of an old colonial narrative, in operation at least since the introduction of modernization theories. The thesis finds little structural novelty in globalization knowledge, as the discourse structurally resembles older paradigms of modernization in ideas, assumptions, and analytical methodologies. This paper analyzes the political economy of the livestock sector in two Indian states, Andhra Pradesh and Orissa. The aim is to identify politically feasible interventions that could have broad positive effects on poor rural livestock producers in these states. To that end, the paper assesses the relationship between land, livestock, and poverty, describes the organization of the sector, and analyzes the political and bureaucratic interests shaping livestock policy.

The American exceptionalism thesis holds that American political culture produces an unusually litigious society. The US Christian right has participated in litigation, especially in constitutional rights cases dealing with issues such as religious schools and abortion. However, since 1982 Canada has had a constitutional Charter of Rights and an increasingly active Christian right of its own. We compare data on Christian right involvement in education, abortion, and “right to die” (euthanasia, assisted suicide or mercy killing) cases at the Supreme Court level in both countries. Among North America’s Christian conservatives, exceptionalism has eroded, but not disappeared. We employ interviews and …

In the last ten years, a worldwide movement has emerged for reparations to various previously subordinated groups for past wrongs. This paper discusses the movement for reparations to the continent of Africa. It begins with a discussion of the United Nations-sponsored World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance held in Durban, South Africa, in September 2001. It then traces the discussion of reparations to Africa back to the Group of Eminent Persons (GEP) established in the early 1990s by the Organization of African Unity to pursue reparations for slavery and (perhaps) other wrongs perpetrated on Africa. When sovereign debt restructuring or debt reduction becomes unavoidable, what is the appropriate regime that can provide for an orderly restructuring, while at the same time protecting the rights of both creditors and the debtor? The recent wave of sovereign default has underscored the limits of the current market-based regime. Recently two alternative approaches propose a "contractual approach" by way of the introduction of collective action clauses (CAC) in bond contracts, and a "statutory approach" put forward by the International Monetary Fund (IMF), which calls for the establishment of an international debt restructuring mechanism (called the sovereign debt restructuring mechanism …
