Latin American-United States Security Relations And The Power Asymmetry Divide, Matthew R. Slater

Security relations between Latin American and the United States are generally well explained by hegemonic stability theory. Succinctly stated, hegemonic stability theory explains that in systems with a hegemonic power there is a greater likelihood of security cooperation. This is because a hegemon provides public goods, such as a stable currency or security from outside interference, and in turn, the less powerful states acknowledge the leadership of the dominant state. When compared to other regions it is readily apparent that the U.S. and Latin America do not have major security issues on the level of East Asia, the Middle East, …

Third-Party Voting In Gubernatorial Elections: A Study Of Angus King Of Maine And Jesse Ventura Of Minnesota, Howard J. Gold

This article analyzes the election of gubernatorial candidates Angus King of Maine (1994 and 1998) and Jesse Ventura of Minnesota (1998) in an attempt to determine the factors that produced these third-party victories. Previous studies point to a "culture of independence" explanation for third-party success. This approach focuses on attributes of the electorate, such as anti-partisan sentiment, previous support for a third-party candidate, economic discontent, issue concerns, and youth. Using VNS exit poll data and a multinomial logit model, I find that only two factors-anti-partisan sentiment and prior support for a third-party candidate-are powerful explanations for the success of both …

Illegal Weapons Traffic In Eastern Europe, Zaur Borov, Stephen R. Bowers

The primary focus of this study is on illegal weapons trade in Romania and the Caucasus region of the former USSR. Illegal weapons traffic in these regions is linked with both organized crime and terrorist activities. The main source of weapons for conflicts in the Caucasus region is corruption in Russian military circles.

In 1994, Oregon residents approved the Death with Dignity Act. Immediate implementation was delayed due to legal battles, however, and it did not go into effect until 1997. The debate over physician assisted suicide remains contentious, and has recently received much attention. This article offers a briefhistoiy of the issue and explanation of current activities related to physician assisted suicide.

Sources Of Inter-State Alignments: Internal Threats And Economic Dependence In The Former Soviet Union, Eric A. Miller

This dissertation develops a framework for understanding the alignment patterns of states of the former Soviet Union (FSU) vis-à-vis Russia. The framework challenges traditional alignment theories, such as balance of power and balance of threat theories, and suggests that these theories provide less accurate predictions of alignment behavior in the FSU than the present framework because of a variety of situational and contextual factors. In particular, the present framework highlights the impact of two variables on alignment patterns, (1) the internal political threats to leaders, and (2) the economic dependence on Russia. No Relief compares the national repeal of AFDC in 1996 with the widespread campaigns against municipal poor relief that occurred throughout the United States some one hundred years earlier. In both eras businesses and the governments that depended upon them, threatened by growing labor power, civil unrest and the rising costs of poor relief, launched an attack against poor people and the limited benefits available to them. They did not do so directly but under cover of the Charity Organization Societies of the Gilded Age and conservative think tanks of the late twentieth century—"neutral" reform organizations that obscured the class-based …

In this Lecture I shall discuss the reasons that officials and citizens should rely upon in American politics. In recent years, various theorists have claimed that people in liberal democracies should rely in politics on "public reasons," reasons that are accessible to all citizens. Others have objected that such a counsel is unreasonable, if not incomprehensible. I shall concentrate on two facets of this issue. First, does the law exemplify a structure of public reasons – that is, do judges deciding cases draw on a stock of public reasons that is narrower than all the reasons one might give for …

This article proposes that the rule of law can be understood as a set of conditions that rational actors would impose on any authority they would create to act in their stead in creating and administering legally binding rules. The authority and obligation associated with law derive from this fundamental convention, and the principles of the rule of law are the conditions of that agreement, which become thereby governing principles to which legislatures, judges, and enforcement agencies can be held in their official actions. This thesis will explore three major areas of political science research: The timing of elections, Duverger's law and voter turnout. Each of these topics has been covered extensively in the literature. However, as with most areas of political science, there remain facets of each of these topics that deserve further examination. Chapter 1 begins this discussion with an introduction to each of these three topics and a description of the Canadian electoral and party systems.

This contribution for the “Law, Ethics, and Gender in Medicine” column in the Journal of Gender Specific Medicine interrogates the understanding of gender itself, at a time when transgender and intersex issues were just beginning to “come out” in both popular culture and case law. Against this background, the column explores the roles that physicians have played in such gender contests and considers how evolving medical attitudes can help achieve reform.

This largely descriptive book sets out three questions of interest to international relations scholars and policy-makers: What is global civil society? What are its origins? And what are the roles of individuals in creating and maintaining it? After a brief literature review, the book provides a definition: global civil society is 'a socially constructed and transnationally defined network of relationships that provides ideologically variable channels of opportunity for political involvement' (p. 19). This definition reflects the book's grounding in 'people-centered' International Relations theory, drawing on the English school of Wight and Bull and paralleling the American constructivist paradigm to focus …

This dissertation is a study of the Greek sophists as teachers of aretê (virtue or human excellence) and a study of the conflict between sophistic and Socratic political values as portrayed in the dialogues of Plato. The first section offers a new definition of the term "sophist" based on ancient sources and attempts to present as clear a picture as is historically possible of the sophists' activities. The second section examines and evaluates Plato's criticisms of the sophists drawing attention especially to the dependence of certain criticisms upon a questionable set of epistemological assumptions about the role of knowledge in …

Locating Tds In Policy Spaces: The Computational Text Analysis Of Dáil Speeches, Michael Laver, Kenneth Benoit

This article adapts a new technique for the computerised analysis of political texts, previously used to analyse party manifestos, to the analysis of speeches made in a legislature. The benefits of computerised text analysis come from the ability to analyse, for the first time, complex and daunting electronic sources of text, such as the parliamentary record. This allows the systematic estimation of the policy positions of individual political actors, with huge benefits both for theory development and empirical analysis. September 11 forged an American unity not seen since Pearl Harbor. We shelved our political differences, put the culture war on simmer, and lost interest in celebrity scandal (think of Gary Condit). Americans rallied behind our Commander-in-Chief, and we agreed that our lives would never be the same. America’s vacation from history had ended, and we had forever lost our innocence and our perceived immunity from harm. When our Commander-in-Chief said that a return to “normalcy” would deny Bin Laden his victory, we rallied behind that, too.
