The Role Of The Small And Medium Enterprise Sector In Latin America And Similar Developing Economies, Albert Berry

The current economic setting in most Latin American countries suggests that, if the small and medium enterprise (SME) sector does not perform well during the next couple of decades, overall economic performance will also be unsatisfactory, especially in the areas of employment creation and income distribution. No other major sector has the potential to generate a large amount of adequate-income jobs. Experience of other countries has proven that this sector can play a central contributing role, under proper conditions and with adequate support. Various types of evidence from the countries of the region suggest that considerable potential is present in …

Beyond Symbolic Representation: A Comparison Of The Electoral Pathways And Policy Priorities Of Asian American And Latino Elected Officials, Kim Geron, James Lai

This is an exploratory study of the impact of Latino and Asian American elected officials on their respective groups' political incorporation. The authors argue that Latino and Asian American elected officials' paths to elected office do not always fit the biracial coalition model of political incorporation for minorities, and instead suggest a reconstructed model to explain the distinctive character of Latino and Asian American group efforts toward political representation. The results of this paper are based on information gathered from two nationwide mail surveys of Latino elected officials (LEOs) and Asian American elected officials (AAEOs). I was at first apprehensive when approached about writing a review essay on Martin van Creveld’s new book, Men, Women & War: Do Women Belong in the Front Line?¹ The topic was not a key interest of mine, and more pressing real-world needs required my attention. A Vote Cast; A Vote Counted: Quantifying Voting Rights Through Proportional Representation In Congressional Elections, Michael Mccann

The current winner-take-all or first-past-the-post system of voting promotes an inefficient market where votes are often wasted. In this system, representatives are selected from a single district in which the candidate with the plurality of votes gains victory. Candidates who appear non-generic can rarely, if ever, expect to receive the most votes in this system. This phenomenon is especially apparent when African-Americans and other minority groups seek elected office. In part because white voters constitute at least a plurality of voters in every state except Hawaii, minorities in the forty-nine other states have had historically little success in gaining election …

Assessing The Third Transition In Latin American Democratization: Representational Regimes And Civil Society In Argentina And Brazil, Elisabeth Jay Friedman, Kathryn Hochstetler

Recent political and economic transitions in Latin America have shaped a third transition in the nature of civil society and democratic representation. The conceptual territory of democratic representational regimes can be mapped out in four theoretical patterns of state-society relations: adversarial, delegative, deliberative, and cooptive. A comparison of representational regimes in state-society relations in Argentina and Brazil shows a shift in civil society towards organization in nongovernmental organizations, in addition to social movements. Despite this common characteristic, the different emerging representational regimes in these two countries carry different implications for the quality of democracy.

A Positive Political Model Of Supreme Court Economic Decisions, Tony Caporale, Harold Winter

We develop a positive political model of the U.S. Supreme Court. Looking at the Court's economic cases for the period 1953-1993, we find a significant larger fraction of conservative decisions under Republican presidents and more conservative leadership of the House and Senate Judiciary Committees. Conservative decisions are also found to be positively correlated with the fraction of the Court appointed by Republican presidents and the rate of price inflation. We argue that our findings cast serious doubt on the common view of the Supreme Court as a completely independent, apolitical institution.

Measuring Water Bell-Being: Water Indicators And Indices (Chapter 4), Peter H. Gleick, Elizabeth L. Chalecki, Arlene Wong

This chapter reviews methods for assessing the relationship between freshwater resources and human well-being through the development of indicators and indices. It examines single-factor measures like access to clean water, sanitation services, and per capita availability, as well as multifactor indices that integrate economic, environmental, and social variables. Case studies include the Falkenmark Water Stress Index, Basic Human Needs measure, Water Resources Vulnerability Index, and Water Poverty Index. The authors highlight the usefulness of these tools for policy, planning, and public awareness, while emphasizing limitations such as data gaps, changing definitions, scale mismatches, and the difficulty of aggregating diverse measures. …

This chapter explores the discovery, origins, and significance of water beyond Earth. It reviews theories of how Earth obtained its water—ranging from volcanic outgassing to delivery by comets, meteorites, and “cosmic snowballs.” Scientific missions have detected evidence of water or ice on the Moon, Mars, and Jupiter’s moons (notably Europa, Ganymede, and Callisto), as well as in interstellar clouds, distant planetary systems, and even other galaxies via water-vapor megamasers. These findings have implications for future space exploration, as in-situ water could supply life support and fuel, and for astrobiology, since liquid water is a key prerequisite for life as we …

This paper focuses on the use of slogans within political rhetoric. The research focuses on the phrasing of the slogan, the connotation and association of the words used within them, and the motivational quality of slogans. Simply stated, this paper is a look into how and why political slogans are successful. The research is directed away from political slogans that are specifically created and used for campaign purposes and instead looks at the political slogans that are less vote-getting in orientation and have been used to shape public opinion or motivate a public action.

Mahurin Honors College Capstone Experience/Thesis Projects
Since its creation through the Trade Expansion Act of 1962, the Office of the United States Trade Representative (USTR) has helped liberalize economies, negotiate trade agreements, and coordinate U.S. trade policy. Although situated within the Executive Office of the President, the USTR is best seen through the lens of legislative action. Congress has used successive trade acts to both expand and constrain the Office, while forcing it to reconcile multilateral goals with unilateral domestic objectives. An examination of the USTR's developmental stages identifies the congressional impact upon the Office and the resulting political balance.

The partisan realignment in the South is a well-known fact. The 20th century began with the South solidly in the hands of the Democratic Party. This was true because the Southern Democratic Party look positions congruent with the Southern electorate's public policy preferences: namely, a states-centered view of government and an opposition to more egalitarian racial Policy.
