The European Union is carving out a sphere of potentially vast influence in the Euro-Mediterranean basin, while also cultivating special relationship further south in the Arabian Peninsula. European ambitions do not directly challenge US security policy in the Middle East. Rather, they parallel US interests in the Caribbean Basin and Latin America: for a large regional free trade zone open to imports and foreign investment.

The situation of Yemeni women is complicated and contradictory. On the one hand, compared with relatively fashionforward Mediterranean Arabs, or even their affluent sisters in the Gulf, Yemeni women appear to be especially oldfashioned. One rarely sees a Yemeni woman outdoors bareheaded, and in the capital, Sana'a, most women cover their faces in public. Yet outward appearances can be misleading. While it is tempting to assume that women "still" veil because "tradition" tells them to, it is simply wrong to conclude that "traditionally" all women were secluded in their homes, or that how they dress now tells us much about …

This study applies extant theories of property rights change to three land tenure systems in Imperial Ethiopia. Two of the areas underwent changes in property rights after experiencing changes in the value of land; one did not. A data set of litigation over land rights is used in conjunction with case studies to understand the mechanisms motivating or impeding property rights change. Amendments to the role of the state are suggested and two conclusions are reached: (1) that movement towards greater specificity of land rights did not always occur; and (2) the changes in property rights that occurred were imposed …

The question of whether particular types of legal institutions influence the effectiveness of the rule of law has long been answered with conjecture. Common law lawyers and judges tend to believe that the common law system is superior. This opinion is based on the idea that the common law system inherited from the British is more able to protect the rights of the individual than civil law judicial systems. Quite the opposite point of view can be found in lawyers from civil law countries, who may view the common law system as capricious and disorganised. This paper compares the effectiveness …

The Georgia Bureau of Investigation (GBI) has initiated a research project that profiles the perpetrators of hostage and barricade incidents. This research is conducted using a questionnaire that is completed at incident conclusion. The questionnaire was provide .. by the FBI as part of a project called HOB AS (Hostage, Barricade, and Suicide). The HOBAS information is distributed electronically and in print to member law enforcement agencies. HOBAS information is used in this project as the main source of secondary data. So the question that animates this paper is this: what happens when a state's education policy seeks to make popular social and religious values a central part of its education standards in direct confrontation with the Establishment Clause of the First Amendment of the U.S. Constitution? In this second of three chapters on the distinctive policy dynamics of particular areas of social provision, Susan Giaimo addresses the issue of whether the success of the reformed welfare state in the shape of payers’ and policy makers’ cost‐containment projects have had as their price the sacrifice of equity and solidarity. These questions are explored through the lens of health care reform in Britain, Germany, and the US since the late 1980s: each a country with a distinctive health care system, which undertook major reform initiatives designed to control health care outlays, and addressed the efficiency and equity goals …

The thesis offered here is that the cost of judicial campaigns has reached a level where both candidates and sitting judges are shaping their behavior to attract financial and other support. This not only results in distortion of judicial selection by repelling meritorious potential candidates who are unwilling to compromise their principles, but in the capture of judges by special interests willing to finance judicial campaigns. Some argue that the great increase in contributions to judicial candidates simply means that contributors are giving to candidates they feel certain will support their positions. A number of political, socioeconomic, and cultural factors have been identified as having an effect on the level of women's parliamentary representation. Studies concentrating on the most prosperous longstanding democracies accentuate the importance of political factors, whereas most of the studies that include less developed nations suggest a more pronounced role for socioeconomic and/or cultural factors. Conclusions about the relevance of a particular group of factors become much less clear-cut when tested on a sample of nations such as the post-communist bloc, which does not clearly belong to either camp. This essay examines Ross Perot’s 1992 presidential bid as a comic catalyst for a reinvigorated view of civic responsibility. Despite the Texas maverick’s political naiveté and penchant for miscalculation, his very presence in the campaign reanimated Americans’ conception of grassroots democracy. By examining important and previously unexplored distinctions between planned and unplanned incongruity, we probe the means by which Perot invited consideration of alternative political perspectives and offered an appealing glimpse into a dormant, more deeply held democratic ideal.

“Good governance” has increasingly become political-economic common sense — often articulated in the call for transparency and accountability. But the question is: transparency and accountability to whom and toward what end? This essay examines the normalization of “good governance,” particularly as it is expressed as a financial discourse of corporate governance that gives primacy to the maximization of “shareholder value” and the promotion of “investor confidence” in the capital markets. I argue that this global discourse privileges institutional investors who are empowered to hold all stakeholders accountable to market expectations and valuations. Sufism is one of the most important religious movements in Chechnya. It is significant because it is a popular rallying point and, to the external world, it is not obvious who is or is not a member of these clandestine brotherhoods. Sufism gives its adherents an organizational basis that is somewhat like that of the early communist party. There are twenty-seven religious movements operating in Chechnya today. Kunta Hadji is one of the most important of these and is associated with the Qadiriya brotherhood, generally regarded as the second most important of the Soviet-era brotherhoods.

Religious diversity has had a dramatic impact on the development of the North Caucasus region. People do not indentify primarily with either a national or international Islamic community. The fundamentalist Vakhabite community has become a major regional force during the past decade in spite of numerous efforts to suppress its influence. Official suppression of the Vakhabites has resulted in the emergence of a clandestine Vakhabite network supported from abroad. As the generation of Americans who fought World War II reached retirement age, a sense of nostalgia about their unforgettable days of fighting a common and undeniably evil enemy began to permeate American popular culture. This perception reinforced the concept of the Allies as the protectors of the world from tyrannical forces and leaders. Such an assessment of the conflict by Americans stemmed from the atrocities committed by Germans against Jews and other minorities. This Article addresses the extent to which officials and citizens should rely directly on their religious convictions to reach political judgments and make political arguments. Reviewing opposing "exclusive" and "inclusive" positions, this Article suggests that officials generally should not articulate arguments in religious terms. Many officials should have a greater freedom to rely on religious bases of judgments, and private citizens should not regard themselves as constrained in the manner of officials. This approach, defended initially from the perspective of detached political philosophy, fits comfortably with a variety of overarching religious views.
