Congressional attempts to enact reform in the financing of political campaigns may unavoidably violate the First Amendment2 to the United States Constitution and its guarantees of freedom of speech and association. As a result, the core issue that must be resolved in the campaign finance reform debate is whether campaign finance reform is unavoidably unconstitutional. and opponents (anti-reformists)4 of campaign finance reform have been engaging in an extended ad hoc debate over reform measures without adequately confronting the critical core issue that continues to prevent key reform measures from being adopted: does the First Amendment prohibit campaign finance …

The communists' electoral victory and the elevation of Voronin to the Presidency drew Moldova closer to the Russian Federation and raised new questions about the stability of the Dniester Moldovan Republic.

The existence of the DMR no longer serves Russian interests as it did in the past.

The prospects for confrontation between the DMR and Moldova are greater today as a result of the Communist Party victory.

While President Voronin has privately expressed his disdain for the DMR leadership, he seems willing to accept the existence of the DMR.

Psychological Warfare, Japanese, Robert J. Bunker

Japanese psychological warfare operations were modeled on campaigns conducted by the British in World War I and the Germans in World War II. The Germans established a branch of their propaganda ministry in Japan, which resulted in close psychological warfare collaboration between these two Axis powers. As a result, their propaganda themes, such as both nations having divine or semidivine rulers and being populated by super races whose destiny was to rule the world, were strikingly parallel.

Bushido was originally a code of conduct for the samurai, the warrior class of feudal Japan. The term literally means "the way [do] of the warrior [bushi]." Basic principles of Bushido developed during and in the centuries of warfare before the Kamakura Shogunate (1192-1333). The term came into normal usage during the stable Tokugawa Shogunate (1603-1867), when the samurai were subordinated tot he will of the state and the literary classic Hagakure (1716) was written.

Japanese army and naval-infantry forces relied on a standard assortment of small arms in World War II. These arms can be grouped into rifles and carbines, pistols, light machine guns, and submachine guns. Heavy machine guns, while not normally considered small arms, will also be covered under this topical heading, Japanese small arms ammunition could be identified, in many instances, by the following colored bands: pink (ball), black (armor-piercing), and green (tracer).

Sovereign Limits And Regional Opportunities For Global Civil Society In Latin America, Elisabeth Jay Friedman, Kathryn Hochstetler, Ann Marie Clark

In this article, we evaluate whether Latin American participation in international arenas reinforces traditional divides between state and society in global politics or transforms state-society relations in ways compatible with the concept of global civil society. We examine the participation and interaction of Latin American nongovernmental organizations and states at three recent United Nations conferences: the 1992 UN Conference on Environment and Development, the 1993 World Conference on Human Rights, and the 1995 Fourth World Conference on Women. We conclude that Latin Americans are full participants in any emerging global civil society. Their experiences at the 1990s issue conferences closely …

Costa Rica and Nicaragua, although situated close together in geography, historically and politically are worlds apart. Costa Rica has maintained a stable democracy since 1948, while Nicaragua, rocked by authoritarian rule and then revolution in 1979, is still in an unstable growth period. Each country represents an opposing government system that would have varying effects on the emphasis and influence placed on different social situations in each country. This research provides an explanation of the impact that high-profile issues can have on local nonpartisan elections. The tree ordinance in Fayetteville sparked a controversy that ignited the community's interest in the race for Mayor. This controversy provides a unique opportunity to measure how issue voting effects elections that have limited information available. The research regarding behavior in local nonpartisan elections is incomplete, because of the challenges this subject provides for political scientist. A move toward Montenegrin independence would cause Serbian public opinion to focus inward and would likely be the first step in the process towards true democratic evolution. Russia is not likely to support Montenegrin independence and Russia is unlikely to take decisive action to save the Yugoslav Federation. The removal of Slobodan Milosevic from power will have a modest impact on the prospects for maintaining independence.
