Those who think of themselves as republican or civic liberals, as I do, will surely be of two minds about Seyla Benhabib's "Dismantling the Leviathan: Citizen and State in a Global World" [Spring 2001 ]. In some respects, Professor Benhabib' s thoughtful essay is quite congenial to republican liberalism. She insists on the importance of human rights, for instance, and she looks for ways to expand political participation. Her indictment of "civic republicanism," however, requires a republican-liberal response.

This article examines the forces driving the pursuit of military production capacity in India, including those behind the Indian nuclear and space programmes. We are mainly interested in whether symbolic motivations regularly find expression in the public discourse. We review all articles on the subject of weapons development and production appearing in India Today from May 1977 to April 1999. There are three closely interrelated yet distinguishable concerns in the public discourse that we consider symbolic: that military industrialization is a means of asserting India's autonomy in international affairs, that it is a means of establishing India's international status and …

The Bush administration has coined a foreign-policy doctrine. President George W. Bush, National Security Advisor Condoleezza Rice, and Secretary of State Colin Powell herald "the new realism." Think you know what they are up to? OK, then fill in the blank: The "new realism" is _______. If you find the blank hard to fill, don’t worry; so would most of today's international-relations scholars. Indeed, one fundamental problem with the Bush administration's new doctrine is that "realism" no longer has any real intellectual coherence.

When Eisenstein's Strike burst onto the cultural scene in 1925, Soviet cinema began a creative odyssey that left to posterity a brilliant collection of films that redefined the manner in which audiences viewed them. Not only was the form of these films dynamic and innovative, but their content captured the heroic actions of a new historical subject, the revolutionary proletariat. Relationships between indigenous Americans and non-indigenous settlers of the western United States were determined in great part by the presence or absence of natural resources for which the groups competed. This paper is a study of the shifting patterns of inter-ethnic relations and governmental policies towards Indians and resources in Washington and Oregon from the 1850s to the present. We explore the connections between natural resource endowments on aboriginal lands, beliefs about indigenous peoples, and changing governmental policies affecting indigenous American communities in the two states. The Europeans were the first ones to establish Consuls at Jerusalem. They used their consular offices to establish permanence and extend their influence in the region. Under the guise of citizen and religious protection they extended their power and influence in the Ottoman territory. The United States established its consulate in Jerusalem in 1853. In comparison with the European consuls the American Service was-new, inexperienced, and lacking professionalism. This American outpost was plagued with complexities that were distinct to the office at Jerusalem. The consul reports from 1856-1896 reflect the mission and difficulties faced at this seemingly remote outpost.
