Deregulating the natural gas industry in Georgia and elsewhere has resulted in a "mixed bag" of beneficial and non-beneficial outcomes for industry stakeholders. The approach to deregulation has been varied and multifaceted; however, achieving the best overall outcome for the greatest number of stakeholders should not be the sole major objective. The American philosopher and psychologist William James argued best against the concept that the means in accomplishing an objective are more important than the end: "millions kept permanently happy" even though one single soul is left to "lead a life of lonely torture" is neither justified nor desirable (qtd. …

As mass communications close the distances over which people routinely interact, there is a question about the increase in social homogenization at the expense of regional identity. In a society covering as much geographic area and encompassing as many cultures as the United States, the question is certainly valid. Traditionally, this diversity has been recognized as a "melting pot," an analogy attempting to institutionalize a sort of homogeneous diversity; the "melting pot" analogy is now giving way to notions of multiculturalism. However, one may wonder if this social diversity can avoid being buried beneath the homogenizing mass media culture. Whether …

Francis Lieber: Anglican And Gallican Liberty Reading And Study Guide, Steven Alan Samson

Francis Lieber, who later held the first formal political science chair in America (Columbia, 1858), contrasted the English and French contributions to civil liberty in an article he published in 1849, the year following the European revolutions of 1848. Four years later, Lieber extended his analysis and added a major section on American liberty in Of Civil Liberty and Self-Government (1853). More than a century afterwards, Friedrich A. Hayek, who won the Nobel Prize for Economics in 1973, drew on Lieber's comparison of Anglican and Gallican Liberty in his treatise on political philosophy, The Constitution of Liberty (1960).

The self-destructiveness of the former Yugoslav federal system has not yet received its appropriate place in numerous accounts of the causes of Yugoslavia’s disintegration. This essay explores the self-destructive mechanism of the former Yugoslav socialist federal system. Its main thesis is that it was the institutional composition of the former Yugoslavia that was largely responsible for the cleavages in the 1980s, which caused the mutually exclusive ethnic nationalisms of today. In other words, the crisis, the subsequent ethnonational homogenization and the dissolution of the federal state were a natural outcome of the constitutional foundations of the system. When in the …

The author is a Research Professor of Chemistry and space science, with over 140 scientific papers and book chapters, and articles on science, society and the future in "The Futurist" and "Spaceflight". The book reflects his personal experience of political systems from the worst to the best, including the Holocaust, communism and various forms of democracy on four continents. He is active in environmental and nuclear disarmament issues, and participated in several election campaigns, including the first Direct Democracy Representative Campaign in Congressional District 6 in Maryland. This study examined elementary school students', parents', and teachers' reactions to instruction implemented by teachers participating in a special professional development program called Science: Parents, Activities and Literature (Science PALs). Specifically, this paper focuses on students' perceptions of their science instruction and attitudes toward science learning, and parents' and teachers' perceptions about science instruction as a function of their experience with an interactive-constructivist teaching approach designed to focus on student ideas, utilization of literature connections, and incorporation of parents as partners. Findings indicate that the Science PALs project successfully improved teachers' content-pedagogical knowledge in specific science units, pedagogical skills and …

On August 24, 1970, Senator J. William Fulbright presented the speech "Old Myths and New Realities II: The Middle East" to the United States Senate. The intent of this paper is to uncover the significant implications of Senator Fulbright's delivery of this particular speech at this particular moment in American History. In brief, Fulbright proposed a bilateral agreement between the United States and Israel, whereby Israel would return the conquered Arab lands of the I967 War in exchange for military protection from the United States. Although Canada has been a committed member of the North Atlantic Treaty Organization (NATO) since the alliance was founded in 1949, it has not greeted all NATO decisions with unalloyed pleasure, as the recent debate about enlargement and the controversy over NATO bombing of Kosovo and Serbia will attest. And we can probably expect yet another debate about Canada's commitment toNATO later this year because the foreign minister, Lloyd Axworthy, has promised to question NATO'S continued reliance on nuclear deterrence. Writing Public Philosophy: Canada's Royal Commissions On Everything, Neil Bradford
Data and Test Instruments
This article explores the contributions to Canadian policy development and policy thought of three royal commissions of political-economic inquiry: the 1940 Royal Commission on Dominion-Provincial Relations; the 1958 Royal Commission on Canada's Economic Prospects; and the 1985 Royal Commission on the Economic Union and Development Prospects for Canada. Each commission is examined through tree areas of concern: The context for its appointment, the content of its report and the nature of its subsequent influence.
