In his State of the Union address in January, 1998, President Clinton won thunderous applause for threatening to force Iraq "to comply with the UNSCOM regime and the will of the United Nations." Stopping UN chemical and biological weapons inspectors from "completing their mission," declared the President, defies "the will of the world." In the next three weeks, the White House ordered a massive show of force in the Gulf. Even traditional hawks, however, realized that a bombing mission could undermine American hegemonic interests in the Gulf that are served by a continuation of the sanctions regime.

Among the nations of the Arabian Peninsula, Yemen is the most populous, the poorest, and the most politically liberal. It is the only republic where sovereignty theoretically rests with its 16 million inhabitants, not with a monarch. The constitution promulgated in 1991 and amended in 1994 guarantees many basic rights and liberties to all adult citizens, including rights to vote, run for office, and join political parties. Since Yemeni unification in 1990, two rounds of contested, multiparty parliamentary elections in 1993 and 1997 involved women as well as men in the political process as voters, candidates, volunteers, and reporters. I continue to believe that the press are very powerful in the shaping of public opinion about the Congress, since they serve as one of the only sources of information about the Congress. I conclude that Congress, as an institution, must find ways, other than through the mass media, to inform the American public of its activities. Is it possible that the new corporate attitude of responsibility and pressure from Codes of Conduct could create a situation where the benefits of the maquiladora industry can be maximized while the costs are minimized? Results from four best practice, responsible maquilas in Guatemala will be considered in this thesis. The maquilas used as case examples, Intraexa, Esdisa, Korarnsa, and Cardiz, all share similar standards of operation. They are all in compliance with Guatemalan labor law; some even go beyond what the law requires. Each of the factories is certified as complying with all of the principles in AGEXPRONT's Code …

For nearly fifty years, mainstream Cold War historians have credited George Kennan with ushering in a new age in foreign policy. Kennan did, after all, send a "Long Telegram" from Moscow on February 22, 1946 that crystallized for the US government a policy of "containing" the Soviet regime. Kennan, a State Department official and expert on Soviet affairs, submitted to Secretary of State James Byrnes an 8,000 word telegram depicting a communist government bent on upholding the expansionist tradition of the Russian czars. This thesis describes and examines two decades of political relations between East and West Germany and their respective allies, and also presents a thorough analysis of political developments and events that took place from the beginning of West German Ostpolitk in 1969 until unification on October 1990. The term unification is used because Germany was not re-unified within the pre-war borders of 1937.

This paper compares two of the more prominent theories that explain the causes of domestic political violence: the older more established relative deprivation theory, and the much newer rational action theory. Deprivation theory remains the most prominent theory in the field, but rational action theory presents a formidable challenge. The following section places these two theories in the broader literature on domestic political violence. The next section presents the research design, including the operationalization, measurement, and specification of the models. The final section presents the analysis and conclusions from the models.

In 1994. the Tennessee General Assembly mandated a new early voting system that allowed voters to cast a ballot in a two-week period prior to any election. Unlike absentee balloting, which requires registrants to justify why they cannot participate on election day, early voting is available to any registered voter who chooses to do so.

By enacting early voting in Tennessee, the state legislature hoped to achieve increased turnout and easier access for citizens unable to vote at a regular polling site on election day. The purpose of this chapter is to ascertain whether the program was able to increase …

In this chapter, we examine the party identifications and ideological orientations of Tennesseans from 1989 through 1996, as revealed through survey research. We also look at Tennesseans' positions on several issues of public policy that have been salient in state politics during this period. Our intent is to isolate any trends in the partisan and ideological character of the state while examining citizens' positions on key issues.

Incumbent national leaders invite foreign election monitors only when it is in their interest to do so. Rarely is significant financial assistance "conditional" on holding elections, although it does improve a regime's image abroad to do so. For governments being observed, the trick is to orchestrate the process enough to win, but not enough to arouse observers' suspicions.

The purpose of this study is to examine municipal involvement in international relations in the United States. This municipal phenomenon is occurring concurrently with both a shift away from the traditional nation-centric structure of international relations under the influence of globalism as well as a sharp decline in intergovernmental aid. The research questions were: (1) What are the indicators that define municipal involvement in international relations? and (2) What is the extent of that involvement?

For the last four decades, some form of "process" theory has dominated conventional constitutional theory, on the bench and in the academy. The organizing, usually implicit, background assumption is that the exercise of governmental power – whether by legislatures or courts – is to be tested for normative legitimacy against a set of procedures. Writing as critics of the basic framework of process theory, Professors Kimberli Crenshaw and Gary Peller discuss the contributions and constraints of a proceduralist constitutional law discourse. Transformational leadership has become one of the dominant paradigms of leadership studies since its fist articulation by James MacGregor Burns in 1978. In recent years, however, this formulation of leadership has come under criticism, to include the critique of its ethical implications. One of the most innovative and provocative of such critiques is on by Michael Keeley in this book, grounded in his close study of the political theory of James Madison. Keeley argues that Madison provides a model of leadership that opposes transformational leadership and that avoids many of its ethical pitfalls. Advocates of well-established norms such as corporate privacy and national sovereignty want to hide information from prying eyes, while promoters of transparency tout it as the solution to everything from international financial crises to arms races and street crime. Just what is transparency? Put simply, transparency is the opposite of secrecy. Secrecy means deliberately hiding your actions; transparency means deliberately revealing them. Every morning at 8:00 a.m. (with flag-raising) and every evening at 6:00 P.M. (with flag lowering) the official symbolic identity of Thai- land is displayed - by state order - on television. These displays are a graphic daily reminder of how nationalism, the military, and the media are tightly bound together in Thailand. This thesis is a study of the possible future developments of the Taiwan issue and the relationships between Mainland China and the island of Taiwan. After examining all the alternative scenarios, the author predicts that in the foreseeable future political and economic cooperation between Mainland China and the island of Taiwan will gradually increase, with avoidance of military confrontation, but complete reunification between Taiwan will not occur, nor will Taiwan become a legal state.
