While domestic politics is divided between Congress and the White House, generally along partisan lines, President Bill Clinton’s al-out engagement policy toward China, announced shortly after he began his second term in office, is aimed at fostering a Sino-US partenship for the twenty-first century. Below, I shall explain that this policy came at the end of three separate policy reviews conducted since Clinton’s first term. Relative gains problem basically means unequal cooperative payoffs disproportionately favoring partners. With the relative gains problem widely accepted as a serious impediment to international cooperation, some scholars have theoretically argued or modeled several conditions that are most likely to foster a state's sensitivity to relative gains and thus substantially affect the prospects for cooperation. But little empirical work has been done to date. The central objective of this dissertation is to test whether those theoretical propositions can be supported by empirical evidence. VICTORIA WODZAK elegantly limns the distance, interaction, and tension between warriors and weavers, the heroic code and the domestic code, in classical epics, notably those of Homer and Beowulf. Wodzak is a Ph.D. candidate in the English program of the University of Missouri-Columbia, teaches composition for that Department, and not least is the mother of seven children, ages one to sixteen, to whom she attributes at least part of the inspiration for her essay. In June 1996, at a private ceremony held in Barcelona at the Palau de la Generalitat de Catalunya (Palace of the Autonomous Government of Catalonia), amid the pomp, circumstance, and political rhetoric customarily associated with state occasions, I watched with awe and curiosity as the president of Catalonia Jordi Pujol bestowed the Creu de Sant Jordi, his nation's most coveted medal of honor, upon a distinguished group of men and women whose accomplishments extend from the spheres of art and music to business and athletics. Institutions, Developmental Alliances, And Economic Development In Korea And Brazil (1950-1985), Charles Paul Winebarger

This paper compares the development of Korea and Brazil, 1950-85. These newly industrialized countries developed at above-average rates among less developed countries. Korea developed more rapidly than Brazil. The paper contends that institutions, interest groups (especially firms) and the state, enter into developmental alliances. Alliances affect policies. Policies, then, affect development.

Findings reveal interesting trends in the 1950s' democracies of the cases. Both countries had semi-autonomous states, equivocally committed to industrialization. Industry was the growth point in each. Korea used local firms to industrialize; Brazil used foreign firms. In both cases, the state allied itself with firms. Policy mostly favored …
