The Arab oil producing countries, following years of a stalemate in the Arab-Israeli dispute,- decided to put their oil resource in the service of the Arab cause using it as an instrument of pressure against the West. Their objective was to induce a change in the Western world Middle East policy and to work toward achieving a lasting and peaceful solution for the Arab-Israeli problem.

The relationship between the satisfaction members of locally initiated citizen advisory committees have with their committees and the following types of independent variables were examined: (a) shortcomings of the committees; (b) external influences on the committees; (c) information available to the committees; (d) specific actions performed by the committees; and (e) personal characteristics of the members. The membership of eight citizen advisory committees in Kalamazoo, Michigan comprise the sample. A questionnaire was distributed to the members to collect information on the five groups of independent variables, member satisfaction with the committees, and socio-economic characteristics of the members. In 1972 James Barger published his book The Presidential Character: Predicting Performance in the White House. In this book Barber tries to typify the American Presidents, beginning with William H. Taft, according to four psycho-political categories: active-positive, active-negative, passive-positive, and passive-negative. The most important part of Barber's thesis is that the future performance of any presidential candidate can be predicted by looking at the factors that place him into a certain category. Consistently increasing urbanization has been a salient characteristic of American society in the 20th Century. As more and more people have moved into cities, suburbs, and metropolitan areas, state and local governments have found it necessary to regulate the use of land through zoning legislation and zoning ordinances. New York City first enacted a comprehensive zoning ordinance in 1916.¹ Since 1926, when the United States Supreme Court upheld the constitutionality of zoning ordinances in the landmark decision of Euclid v Amber Realty Co,² virtually every urban area in the nation has been subjected to zoning.

On September 4, 1970 Salvador Allende became the first ever democratically elected Marxist president of Chile. In addition he headed a predominantly left-wing coalition government whose program entailed the achieving of socialism by peaceful means.

During the first six months of his administration Allende began to carry out a number of his policies in the areas of agrarian reform, nationalization of industries, and redistribution of income.
