This thesis examines two factors that influence the success of a secessionist movement: the presence of a cohesive group within the secessionist movement and third party support for the secessionist movement. To understand the relevance of these two factors, the secessionist movements of East Timor, West Papua, and Aceh are tested. These three secessionist movements all occur in Indonesia and each one demands independence from Indonesia and wishes to form its own separate state. Small-state foreign policy is often characterized by the types of alliances that form between small and large states. It is rarely disputed that small states fend for themselves in the global milieu that creates today's societies. Rather, the debate usually begins as to why small states seek strategic alliances with large states.

Do congresswomen try to represent women's interests in Congress? Are congresswomen more likely than congressmen to sponsor bills dealing with women's issues? In the past, research has shown that women do seem to sponsor more legislation than men that deals directly with women. Research has also shown that women legislators feel that they are responsible for representing the interests of all women. This research looks at bill sponsorship in the U.S. House of Representatives during the 106th and 107th Congresses. This thesis analyzes U.S. foreign policy and presidential decision-making during an international crisis. I use a case study analysis of the 1994 Rwandan genocide to determine the impact of Congress, public opinion, and the media on President Bill Clinton's foreign policies during the crisis. To accurately analyze these relationships, I present data on Clinton's behavior and policies during the Rwandan crisis. The central question of this analysis is how the proportional representation electoral systems in Bolivia, Ecuador, and Peru are linked to indigenous political representation. I argue that the electoral system and its affect on party structures and party development are part of the reason why indigenous people, who make up a great part of the population in these three countries, are chronically under-represented in their political systems. This thesis examines party institutionalization in East Europe. Ethnicity, electoral systems and economics are variables explored in the substantive chapters. Many political science studies examine the number of parties in East Europe, but only a few studies study party institutionalization. Chapter 1 establishes the foundations for this thesis and provides an overview of each chapter.

In the second chapter, I analyze the relationship between institutionalized parties and ethnicity. Kitschelt (1992) argues that in the absence of institutionalized parties, voters look to other factors, such as ethnicity, when voting. Using "The Youth-Parent Socialization Panel Study" that covers 1965-1982, the role of individual presidential candidates in bringing about changes in mass partisanship and party realignment is studied. Previous research has ignored the role of popular, prestigious, charismatic presidential candidates shaping and changing citizens' partisanship. Historical political party realignments guide my research in showing the strong influence of the chief executive in realignment periods.

This research attempts to create an understanding of generationality as it applies to successive black mayors in the urban setting. At a glance, the first black mayors of Atlanta, Detroit, and St. Louis received criticism for being anti-white and using racial conflict to accomplish their goals of diversifying the decision-making elites in each city.
