Civil-Military Relations In A Civilized State: Panama, Ronald D. Sylvia, Constantine P. Danopoulos

This article traces and analyzes civil-military relations in Panama. After a brief overview of the role of the National Guard in the country politics, the article concentrates on political developments since the 1989 U.S. invasion to overthrow the Noriega regime and the subsequent elimination of the Panamanian military. The study seeks to shed light on political life in an armyless and politically and socially fractionalized country occupying a sensitive strategic location. The concluding part of the study speculates on the possibility that terrorism, domestic security concerns, and regional considerations may prompt Washington and Panamanian leaders to reverse the decision to …

The individuals who negotiated the peace agreement that ended the war in Bosnia and Herzegovina considered ethnicity to be the most salient division within Bosnian society. Consequently they organized Bosnia's political structure around ethnic representation. While it is doubtful that peace in Bosnia would have been possible without guarantees for ethnic-based political representation, such guarantees have proven insufficient for building a functioning, stable, and cohesive state. The article looks at the self-identity of Greek immigrants in the U.S. and incorporation of American racial ideologies into their racial repertoires. It recognizes Greek Americans for creating a national and racial framework that blends elements of both home and host society institutions and ideologies. It recalls the arrival of thousands of Greek immigrants in the U.S. in the 20th century. The increasing inter-marriage rates between Greek immigrants and Greek Americans are also noted.

Elicited Priors For Bayesian Model Specifications In Political Science Research, Jeff Gill, Lee D. Walker

We explain how to use elicited priors in Bayesian political science research. These are a form of prior information produced by previous knowledge from structured interviews with subjective area experts who have little or no concern for the statistical aspects of the project. The purpose is to introduce qualitative and area-specific information into an empirical model in a systematic and organized manner in order to produce parsimonious yet realistic implications. This study explores the usage of pronouns in two political debates by ten candidates (seven "1ale, three female) in the 1995 Louisiana governor ·s race. The purpose of the study was to exa,nine whether patterns associated with "1ale and fe"1ale pronoun usage held in an environment where males and fe"1ales had the same comrnunicative needs. Proforms were exa"1ined to deterrnine if they were functioning inclusively (speaker including the addressee), a pattern associated with female usage, or exclusively (speaker excluding the addressee), a pattern associated with "1ale usage. Microfinance is emerging as an integral part of the new development paradigm, described by the phrase "participation and development. "Although the idea has become quite popular among donor agencies, development practitioners, and academicians, theoretical premises on which this idea is founded seem entirely unexamined. Economic Measurements And Quality Of Life In Mexico, Constantine P. Danopoulos

Using the Genuine Progress Indicator (GPI), the article seeks to evaluate the quality of life in modern Mexico. The GPI employs the same indicators used to arrive at per capita GDP, but adds positive and negative monetary and non-monetary actors that affect people's lives. Monetary factors include income distribution, increased health care cost due to air and water pollution, and loss of wetlands. Non-monetary factors involve parenting, time spent in highways, loss of leisure time, the cost of volunteer work, and other social costs. Dignity: The New Frontier Of State Sovereignty, Scott Dodson

In Federal Maritime Commission v. South Carolina State Ports Authority, the Supreme Court strongly articulated a new “dignity” rationale for state sovereign immunity. The article critiques this rationale and argues that it dissociates sovereign immunity from any constitutional grounding. However, in doing so, the rationale frees the Court to develop a more coherent theory of state sovereign immunity. The article explores how the dignity rationale might be used to develop such coherence.

In "Legal Theory and the Rule of Law" Noel Reynolds maintains that the rule of law can be understood as a set of conditions that rational actors would impose on any authority they would create to act in their stead in creating and administering legally binding rules. The authority and obligation associated with law derive from this fundamental convention, and the principles of the rule of law are the conditions of that agreement, which become thereby governing principles to which legislatures, judges, and enforcement agencies can be held in their official actions. This brief radio address attempts to explain the origins of American liberty and to assess its health at the beginning of the 21st century. The notion of rule of law and the emerging science of constitutionalism enabled America’s founding generation to establish a system of political liberty that continues to stand as a model for all human societies to pursue.

This paper focuses on court administration as a component of judicial branch reform in the United States and other countries.

Over the past fifty years, state and federal court systems in the United States have undergone a process of significant change. At the beginning of the twentieth century, courts were largely dependent upon the executive branch of government for administrative support and were for the most part externally dominated, disorganized, and poorly managed. By the end of the century, they had undergone a process of administrative innovation and improvement that changed the way they were managed. In other countries, judicial …
