Officials of the United States government have, at least rhetorically, made peace in the Middle East a priority in every administration for the six decades. However, despite the premium being placed on peace agreements, foreign policy enacted by the United States often seems to be focused on more short-sighted goals, often at the expense of long-term peace. In no case is this truer than with standing policies regarding Hamas. These policies have failed to bring the Palestinians and Israelis any closer to a peace agreement. Diaspora-Driven Development In Stateless Somalia: All Relationships Are Local Relationships, Joseph Alan Scheibel

In the wake of state collapse, Somali society today has become decidedly globalized, leaning heavily on capital from its widely-dispersed diaspora funneled in through the conduits of an informal economic system for both subsistence and overall economic livelihood. Despite the great distances often separating them, Somalis remain linked by common ethnic and cultural bonds. These links are both social and economic, and are heavily reliant on telecommunications technology, a key concept discussed in this study. The study provides an overview of the literature on disaster risk reduction, its relation with various development approaches and the livelihood framework. The study also examines the theoretical debates surrounding the relation between disasters and sustainable development. In addition, the study explores the various disasters that occurred in Egypt between 1990 and 2008. In this thesis, I will look at how communicable disease fits into the human security discourse particularly with the disease being views as the 'potential threat' and the 'referent object' within the international sphere. The case of Africa will be used to illustrate the impact of HIV/AIDS on international security at country, regional and international levels. Ultimately, I will argue that communicable disease, as a human security issue, is a clear and important international security issue due to its status as a continual "potential threat" within international relations particularly in Africa.
