Expenditure Control And Traditional Budgets: Comparing Two Implementations, Angela Lauria Gunnink

My research will entail examining the budget processes of Kalamazoo, Michigan, and Fairfield, California. The difference between these two cities and their budgets is that Fairfield implemented an expenditure control budget, and Kalamazoo operates with a traditional budget. The purpose of this Master’s Thesis is to compare and contrast Fairfield's performance with their expenditure control budget to Kalamazoo, a city of approximately the same size in terms of population, square mileage, and local governance as Fairfield, but operates with a traditional city budget.

This article explores values, strategies, and tensions found within the War on Poverty and examines a War on Poverty-supported initiative, the National Domestic Workers Union (NDWU). The article makes the argument that the NDWU is illustrative of the War on Poverty in that each held structurally based descriptions of poverty and individually based prescriptions. This essay argues that the 1996 reforms to the American welfare state have no historical precedent. They are not a return to "the poorhouse era" and are radically distinct from Great Britain's new poor law of 1834, to which they are often compared. America is the first advanced capitalist country to jettison a significant element of its welfare state and, as such, is moving into waters that are uncharted and dangerous.

In recent years, a growing number of states have witnessed the passage of state initiatives that have authorized the medicinal use of marijuana. The medicinal marijuana movement has circumvented elected state legislatures by relying on an increasingly popular form of direct democracy - the direct initiative. This paper briefly examines the history and continuing legacy of illicit drugs and the initiative process in the context of the movement for medicinal marijuana. This interdisciplinary research develops a framework or a model for the study of the politicization of ethnicity, a process that transforms peaceful ethnic conflict into violent inter-ethnic conflict. The hypothesis investigated in this study is that the ethnopolitical conflict that led to the break up of former Yugoslavia was the result of deliberate politicization of ethnicity. The model consists o f three variables— ethnic entrepreneurs as actors, and mass media and political rhetoric as their tools for politicization of ethnicity. Since it gained independence, Malawi has struggled to produce enough food to feed its quickly growing population. As the Ministry of Agriculture has tried to implement new policies regarding agricultural development, it has restructured key organizations within the government.

Initially, women were largely ignored in governmental and international aid agencies' development plans. However, after several unsuccessful projects, most implemented by the World Bank, a new project created by USAID revealed statistics that attributed part of the failures to gender-related biases in planning. This project examines interest group coalitional activity before the Supreme Court in affirmative action cases between 1971 and 1995. First, I address the characteristics and dynamics of amicus participants over time. Second, I examine the extent to which organizations with a smaller base of resources, in terms of staff and the number of years that organizations have been on the scene, engage in coalitional activity. I find that organizations with smaller staffs are more likely to participate in coalitions, and, contrary to my expectations, organizations that have been on the scene longer are more likely to engage in coalitional activity. …

This study provides an assessment of the overall comparative performance of 178 small to mid-size bus transit operations located in the United States, during 1997. It uses commonly applied measures of resources and results. This is the only known study that compares and ranks small to mid-size bus systems by combining both resources and results.

This study focuses on the cycle of politics and banking by analyzing the relationship amongst the three primary actors within the domestic financial subsystem; regulatory agencies, the banking industry, and members of Congress. The cycle consists of three stages; loosening or deregulatory behavior, tightening or reregulatory activity, and re-loosening, which is a return to deregulation. Legislation does not distinguish the stages, rather it ratifies existing behavior. Prior to legislative action, regulators grant bankers similar authority in an effort to enhance profitability or fend off competitors. The socialist market economy in China has brought about impressive economic growth. It has also resulted in serious social problems such as unemployment, deteriorating family relations, prostitution, and poverty among the disadvantaged groups. This paper discusses a welfare model proposed by the Chinese Government to contain the destabilizing effects of the social problems and to serve the newly adopted market socialism. The authors argue that although this welfare model is still very much residual by western standards, it is a big step forward in building a modern Chinese welfare system.

The dual transition program of Ghanaian political economy was put in place as a result of Ghana's huge external debts, its balance of payments problems, and the critical shortage of foreign exchange resulting from years of financial management by seven regimes (civilian and military) that ruled the West African nation since its independence in 1957. Taken together, these problems tilted the balance of power in favor of external actors, including the International Monetary Fund and World Bank.

This study sought to explore legislators perspectives about causes of poverty. Members of the Georgia General Assembly rated the importance of 10 behavioral and structural explanations of poverty, and indicated whether they thought poor women and children would be better served under AFDC or TANF. Whereas all groups of legislators found behavioral explanations moderately important, there was significant variation by race, gender, and political party about the importance of structural explanations of poverty. Support for several structural explanations of poverty correlated with a preference for AFDC, but no correlations were found with behavioral explanations. With the use of textual analysis, historical description, and participant observation as its main research methods, there has been little progress made in the study of these groups. Discussions of Greek Cypriot identity have conventionally been dominated by primordial arguments, contributing to the creation and maintenance of stereotypes and mythologies about the ethnic conflict between Greek and Turkish Cypriots. In order to examine the validity of the primordial thesis, modernist and constructionist approaches on nationalism and identity are considered (Gellner 1983; Hobsbawm 1990; Anderson 1991; Hroch 1985; Smith 1991). Nationalism and identity formation are analyzed in the context of"stages," where the social composition of each stage and the degree of modernization are examined. In this study I examine registration laws and how they may play a role in the stability over voter turnout between presidential and midterm elections. This paper analyses two major aspects of the mobilizing frames found among local organizations in the crime victim rights movement. A national survey of 301 organizations demonstrated that organizations shape their service/action responses in terms of three conceptualizations of the "victim problem." These conceptualizations clearly influence the pattern of service programs found in different types of organizations. In addition it is shown that some types of organizations are more oriented to political advocacy than others; yet all types of organizations are more apt to be involved in political action if their staff members are oriented to "victim rights" framed as …
