Why do genocides occur? This paper applies qualitative comparative analysis (QCA) to revisit this question, and analyses 139 cases of genocide and non-genocide. The paper demonstrates the importance of both priming, contextual conditions which provide a political opportunity structure conducive to genocide, as well as triggering, more proximate conditions which constitute immanent motivations. Most centrally, sufficiency is demonstrated for genocide occurrence when an autocratic regime and the salience of an elite's ethnicity are present, and are combined with either an exclusionary ideology or political upheaval. Scholarship on the structural prevention of genocide and mass atrocities is, for the most part, saturated with identifying the ‘root causes’ of deadly violence. Conversely, the causes of peace and the processes that de-escalate tensions – in effect, “what goes right” – remain comparatively under researched. In his book The Structural Prevention of Mass Atrocities, Stephen McLoughlin contends that positioning prevention simply on identifying and ameliorating risk factors erroneously assumes a linear inevitability between cause and outcome, and thus “fails to explain why some at-risk countries experience mass atrocities, yet others do not” (3). This paper undertakes a five-year review of the management of oil revenues in Ghana since the commencement of oil production in 2010. Using reports from the Petroleum Transparency and Accountability Index, official records from key state agencies, and interviews with core individuals within the petroleum sector, the paper assesses the quality of transparency and accountability in the management of Ghana’s oil revenue. It argues that even though some progress has been made in the transparent and accountable use of oil revenues, more can be achieved if certain critical bills are passed and proactive interventions pursued without further delay on the …

Russia’s use of cyber power against Ukraine offered renewed insight to Russian cyber strategy and capabilities. This article dissects the Russia-Ukraine conflict by analyzing Russia’s strategic doctrine, tactical maneuvers, and capabilities in the information realm. Understanding the Russia-Ukraine conflict in this manner can inform and strengthen U.S. cyber policy and strategy. In particular, U.S. strategic planners and cyber professionals should consider internalizing Russian strategic thinking regarding cyber power and promote tactical improvements in resilience, intelligence, and information among itself and its allies.

In 2011, the United States (U.S.) Department of Defense (DOD) named cyberspace a new operational domain. The U.S. Cyber Command and the Military Services are working to make the cyberspace environment a suitable place for achieving national objectives and enabling military command and control (C2). To effectively conduct cyberspace operations, DOD requires data and analysis of the Mission, Network, and Adversary. However, the DOD’s current data processing and analysis capabilities do not meet mission needs within critical operational timelines. This paper presents a summary of the data processing and analytics necessary to effectively conduct cyberspace operations.

Human beings to a great extent are what community stories narrate about them. This paper is informed by an ethnological field research carried in one of the remotest villages of Mucwini Sub-county in Kitgum district, northern Uganda, scrutinizes people’s stories as they echo concerns about justice from different perspectives of victimhood in the aftermath of a Lord’s Resistance Army-commanded massacre which claimed the lives of 56 people in a night, the majority of whom (21) were from the Pajong clan. The purpose of this research is to study the effects that Russian, U.S., and NATO policies of deterrence have on strategic missile defense as well as how these policies and strategic missile defense affect future weapons proliferation. The aspects explored are the current Russian strategic forces and quality, Russian policies and strategies, the Phased Adaptive Approach, and U.S. and NATO policies and strategies. Mitigation of this pressing issue may be through open dialogue, a system to limit future U.S. and NATO interceptors and sensors, and a possible joint data exchange center.

The forcible transfer of indigenous children in North America and Australia are part of a global phenomenon that consisted of the kidnapping, trafficking, removal, and identity changes of children of particular groups.

Article II(e) of the United Nation Convention on the Prevention and Punishment of Genocide prohibits the forcible transfer of children of a group to another group (FTC). The FTC echoes domestic and international legal norms and policies for the protection of children since early twentieth century. The semantic field of genocide, cultural genocide, and ethnocide overlaps between Indigenous rights discourse and genocide studies. Since the 1970s, such language has been used to express grievances that have stimulated the construction of Indigenous rights in international law. These particular words signify general concerns with the integrity of Indigenous peoples, thereby undergirding a larger framework of normative beliefs, ethical arguments, and legal claims, especially the right to self-determination. This thesis analyzes the US response to the 1994 Rwandan genocide. It argues that in 1994, the US was retooling its stance on humanitarian intervention because of the disastrous US-led Operation Gothic Serpent in Somalia in 1993. Therefore, the American response to the genocide in Rwanda became a casualty of Washington’s reassessment of its humanitarian intervention policy in the 1990s. The reason behind the US adoption of a more muscular humanitarian intervention policy was due in part to the end of the Cold War in 1991. Within this context, the historical fate of the Crimean Tatars is surely a unique one. Unable to enact change through the existing political institutions of their authoritarian regimes, and consistently repressed by state security forces (the mukhabarat), activists in Egypt and Syria relied on street activism to challenge their conditions. This study analyzes the Arab Spring uprisings in Egypt and Syria through the conceptual lens of a rhizome. Rhizomatic movements are horizontal, grassroots, and allow for the networking of local community-specific grievances, into larger national movements. Understanding class as a process of self-making in relation to a particular, historical form of capitalism, in this article we argue that media and communication (from face-to-face and old mediums such as radio to internet-powered tools) must be conceptualized as an emerging structural dimension for class formation. Based on ethnographic fieldwork on the Media Mobilizing Project in Philadelphia, a community-based media and communications infrastructure and a network of organizations across the region, we develop a conceptual approach we call concentric practices, which provides us with a framework of how contemporary class formation is occurring through the use of media and …
