The present study was designed to examine the variations in criminal justice expenditures across states in relation to crime, measures of political party membership, and several control variables that also attempt to explain both property and violent crime. The year, 2009, was chosen for the analysis. Data in the present study were collected by Olugbenga Ajilore (2016) for the year 2009 and supplemented with other state level data. The Ajilore dataset is one of the few datasets that has reliable criminal justice expenditure data across states, which is also disaggregated by type. Why has cybered conflict disrupted the security of the most developed nations? A foreign adversary contemplating an attack on a developed nation's heartland certainly faces multiple state-run military-grade lines of defense on land, sea and air. A foreign adversary launching a direct cyber-attack on a non-military homeland target will meet none. Armed forces do not shield a society from cyber-attacks originated by foreign adversaries, no longer provide a buffer between the enemy and homeland, nor can they identify the attacker after an attack occurred.

Evaluating, and choosing between, possible cyber futures requires making collective decisions about values. Tradeoffs exist in the design of any governance arrangement for information and communications technologies (ICTs). At minimum, policymakers will be required to choose between governance arrangements that optimize for speed and scale on the one hand, and those that optimize for diversity and decentralization on the other. As in any other political domain, every eventual outcome will create winners and losers, at least in relative terms. The application of this concept to understand the similarities and differences of repressive policies towards ethnic minorities in the Soviet Union and (Ottoman) Turkey, however, is so far lacking in the debate. As the people in northern Uganda begin to rebuild their lives after the devastating war that lasted more than twenty years, reconciliation and community restoration becomes paramount. Forgiveness of wrongs committed and past hurts is an important vehicle to achieve reconciliation and co-existence in a society that is wrought with past social upheavals, fragile relationships and painful memories. This paper examines the underlying complexities that constitute a dilemma for the responsibility to protect in Africa most specifically the Great Lakes Region. I argue that clarifying the meaning and intention of the doctrine in any given context is predicated on understanding the distinct and complex environment in which the doctrine is invoked. This is a case study on human trafficking that was conducted on the small Central American country of Costa Rica via a mixed-methods approach which included document review, surveys, and interviews. It was selected due to Costa Rica’s history of fluctuation between Tier 2 and Tier 2 Watch List status on the Trafficking in Persons Report, issued by the U.S. Department of State, over the last ten years. Genocide scholars have always argued over the best definition of genocide. However, recent genocide studies have begun to emphasize both the ‘contestable’ nature of genocide and, paradoxically, call for clear or rigid definitions of the term. This article evaluates this tension by examining the act of defining genocide as a type of epistemological practice. Placing the act of definition in the context of a complex socio-linguistic system, the article shows how genocide discourse is subject to a variety of demands and pressures. These pressures, internal to genocide discourse, inadvertently promote restrictive and paradoxical formulations of the concept. To illustrate this …

Afro-Descendants suffer sustained discrimination and invisibility that is proliferated with policies that were once blatantly racist, but are now furtive. This study argues that structural racism is alive and well in liberal institutions such as publicly funded colleges and universities. Thus, structural racism is subtly replicated and reproduced within these institutions and by institutional agents who are Racist without Racism. This study builds on theories from Pierre Bourdieu, Frantz Fanon, Glen Loury and Eduardo Bonilla-Silva.
