Guarding Central Government Control Over Forest: Forest Governance In The Post Decentralization Indonesia, Ali Muhyidin

This article examines whether reform forest governance in Indonesia started in the 1990s, which was partially aimed to promote equity, participation and sustainable forest management, has delivered its promised consequences. In the New Order era, the central government had sole authority in managing forests and granting exploitation rights. This authority has been partially transferred to local governments during a decentralization process to achieve greater efficiency and equity. However, the Indonesian case highlights that such institutional change has not yet produced the expected outcomes. Kebertahanan negara satu partai pimpinan Partai Komunis Vietnam (PKV) pada era Doi Moi (Đổi Mới atau reformasi ekonomi) biasanya dijelaskan oleh para ilmuwan politik secara struktural dan kultural melalui teori ‘performance-based legitimacy’ atau pemikiran nasionalisme dari Ho Chi Minh. Populisme bukanlah fenomena baru di Indonesia. Gerakan perlawanan populisme dalam sejarah Indonesia muncul dalam berbagai bentuk, sejak masa Orde Lama hingga pasca-Orde Baru. Pada masa Orde Lama, muncul gagasan Nasakom (nasionalisme, agama, komunisme) yang digagas oleh Soekarno sebagai upaya melawan kolonialisme. Penelitian ini bertujuan untuk membuktikan fenomena praktik politik oligarki dalam pemilihan kepala desa yang memiliki perbedaan pola dengan pemilihan umum di tingkat lokal dan nasional. Dengan metode penelitian kualitatif dan mengambil studi kasus di Desa Tanjung, Kecamatan Pagu, Kabupaten Kediri, penelitian ini menggambarkan bagaimana politik oligarki berbasis sumber daya material gagal memenangkan pemilihan kepala desa Tanjung. Hasil penelitian ini menunjukkan bahwa semua calon kepala desa menggunakan sumber daya material selain sumber kekuasaan Jawa yang bersifat spiritual. This article discusses the modality of Yasin Limpo’s family in the 2015 Gowa Regency local election. The modality itself consists of economic, social, cultural, and political capital. This research applies qualitative approach which shows that influential capitals are actually the legacy of resources owned by an influential older member of the family. Energy security concept is contextual and understood in different ways in different context. This paper examines the development of the literatures of energy security. Using chronological method of organization, this paper classifies the literatures into three different periods: 1970-1990, 2000-2010, and post-2010. From this classification, it is found that there is a proliferation of themes in the definition of energy security concept. This article will outline the factors that can drive the success of a civil society orga¬nization at the village level in influencing decisions by local governments, with case study of the Sekar Mulyo farmer group in Batu City. The question raised is why the Sekar Mulyo farmer group influences the local agriculture and infrastructure policy more successfully in Batu City in 2009-2016. This article uses qualitative approach by using primary and secondary data. The research found that there are determinants of success are collaborative strategies of civil society organizations, social capital, and clientelistic relation.
