Coding non-manifesto documents as if they were genuine policy platforms produced at election time clearly raises serious issues with error when these codings are used in the standard manner to estimate left-right policy positions. In addition to the long term solution of improving the document base of the Manifesto Project identified by Gemenis (2012), we argue that immediate gains in manifesto-based estimates of policy positions can be realised by using the confrontational logit scales from Lowe et al. (2011), which addresses the problems of scale content and scale construction that are exacerbated by but not unique to the problems found …

This review examines recent scholarship on the rise of international human rights law and proposes that social movements have played critical roles both in elevating the standards of human rights in international law and in leveraging these standards into better local practices. Institutionalization of universal human rights principles began in the immediate post–World War II period, in which civil society actors worked with powerful states to establish human rights as a key guiding principle of the international community and to ensure the actors' continuing participation in international human rights institutions. This essay examines how China’s “harmonious world” foreign policy has unintentionally created opportunities for citizens to challenge elite discussions of foreign policy. Although they are relative outsiders, the essay argues that citizen intellectuals are a growing influence as a source of ideas about China’s future—and the world’s.

Not A Partnership In Pepper, Coffee, Callico, Or Tobacco: Edmund Burke And The Vicissitudes Of Colonial Capitalism, Onur Ulas Ince

This essay examines the tensions between liberalism and capitalism through an analysis of Edmund Burke's works on eighteenth-century liberal political economy and, specifically the challenges posed by colonial capitalism. When criticizing the East India Company Burke attempted to fortify "commercial" principles, on which British self-image rested, against the "rapacious" policies of British imperialism in India, which threatened this liberal self-image. His denunciation of the Company thus can be construed as an index to broader contradictions between the liberal self-image of capitalism and the coercive processes of colonial displacement and extraction that were an integral part of capitalism's emergence. Why is it that some governments recognize only one language while others espouse multilingualism? Related, why are some governments able to shift language policies, and if there is a shift, what explains the direction? In this article, the authors argue that these choices are theproduct of coalitional constraints facing the government during critical junctures in history. During times of political change in the state-building process, the effective threat of an alternate linguistic group determines the emergent language policy. If the threat is low, the government moves toward monolingual policies. As the threat increases, however, the government is forced to co-opt …

From the understanding of topical issues to activism, education has been said to play a major role in promoting political participation. Past research has shown that the educated would display stronger tendencies to vote, join political parties and engage in civic activities. However, if education predicts political participation, why do some countries with lower education rates face higher chances of political unrest? For instance, the average schooling in East Asian countries exceeds the average for Latin American countries. Yet, Latin America experiences higher levels of political unrest.

Since March 2011, Burma/Myanmar has witnessed a liberalization of the press, the release of political prisoners and the initiation of a political dialogue between the regime on the one hand and the opposition and ethnic groups on the other. The reforms culminated in by-elections on 1 April 2012, which in turn resulted in a landslide victory for Aung San Suu Kyi’s National League for Democracy (NLD). Overall, political reforms in Burma/Myanmar are being initiated from “above.” They are elite-driven and stem from the president and progressive members of the military-dominated party, the Union Solidarity and Development Party (USDP).

This is the codebook containing definitions of terms used in the Sanction Dataset. The dataset is composed of the entire universe of sanctions regimes imposed by the UN, US and EU in the period from 1990 to 2010, including those sanctions regimes that were in place by 1990, targeting a country, its leadership and entities associated with it. Episodes which are still on-going are also recorded.

Civil society seems to be a dead issue in China because its formal aspects of mobilization and institutionalization are so tightly regulated by the party-state. This article looks to activities in and around the Shanghai World Expo (2010) to rethink the meaning of civil society and political action in China. Through an analysis of the Expo’s national, theme, and corporate pavilions, it shows how Beijing is planning a harmonious future for China and the world. China’s growing economic, political, and cultural power is an important global issue; Chinese people are increasingly interested in thinking about their country’s future as a world power. This article introduces the special issue ‘China’s futures – and the world’s future’ by discussing how futurology works in China. It argues that Chinese futures studies exhibit two general trends: (1) a shift from locating the future outside China to see China itself as the future, and (2) a shift from officials centrally planning the future to many different people dreaming about many different futures. Spatial characterizations of agents' preferences lie at the heart of many theories of political competition. These give rise to explicitly dimensional interpretations. Parties define and differentiate themselves in terms of substantive policy issues, and the configuration of such issues that is required for a good description of political competition affects how we think substantively about the underlying political space in which parties compete. For this reason a great deal of activity in political science consists of estimating such configurations in particular real settings. We focus on three main issues in this article. The ability to adapt in an ever-changing environment is critical for success, if not, survival. Most people would acknowledge that change management can sometimes be a discomforting and bumpy process. This applies not just with individuals and organisations, but also with governments. While the former two may adapt privately, governments, represented by politicians and public officers, often have the unenviable task of demonstrating adaptability under the watchful eyes of their public. Slip-ups, trips and falls thus come at greater costs, which go well beyond mere embarrassment.

This paper investigates the impact of social-network based political connections on firm value. We focus on the networks of university classmates and alumni among directors of U.S. public firms and congressmen. Comparing firms connected to elected versus defeated politicians in the Regression Discontinuity Design of close elections from 2000 to 2008, we provide evidence that political connections enhance firm value. However, the value of political connections varies in a more complex way than expected. While connections to powerful members of the Senate generate strong positive impact on firm value, connections to newly elected congressmen are less valuable to firms than …

South Africa was recently included as a member of the BRICS grouping. South Africa's formal association with the powerful original members suggests that it possesses some international clout. Although South Africa pursues an active foreign policy, for example, as a region organizer, notably through New Partnership for Africa's Development, and as an issue leader championing development-related concerns, the normative direction of South Africa's international involvement has been unclear and often contradictory. Recent studies on causes of intergovernmental transformation in old and new democracies have found that decentralization is often the outcome of negotiations between national and local political interests. South Korea is commonly believed to be an exception because local elections and institutions introduced in the early 1990s were, by and large, the product of negotiations among political elites at the centre, without significant inclusion of local actors. The political reforms that have occurred from August 2011 in Myanmar have captured international attention due in part to the overwhelming desire for the pariah of ASEAN to move toward better governance and greater political liberalization. The unexpected changes began in August 2011 when the current president Thein Sein rallied reformers in his Cabinet and sat down with the country’s de facto opposition leader Aung San Suu Kyi to move the country toward national reconciliation. Over the last seven months, Myanmar’s military leadership has begun a process of liberalization that is unprecedented.

Party politics in the European Parliament (EP) consists of competition between transnational party groups, each consisting of multiple national member parties from the 27 member states of the European Union (EU). Identifying the policy space that these parties inhabit and their ideological positions is both practically and conceptually challenging. In this article we characterize this policy competition by tracking EP political groups from three separate, original expert surveys taken in 2004, 2007 and 2010. One Mandarin Benefits The Whole Clan: Hometown Infrastructure And Nepotism In An Autocracy, Kieu-Trang Nguyen, Quoc-Anh Do, Anh Tran

We collect a unique dataset of political promotions of officials in Vietnam and estimate their impact on public infrastructure in their hometowns. We find strong positive effects on several outcomes, some with lags, including roads to villages, marketplaces, clean water access, preschools, irrigation, and local radio broadcasters, as well as the hometown’s propensity to benefit from the State’s “poor commune support program”. Nepotism is not limited to only top-level officials, pervasive even among those without direct authority over hometown budgets, stronger when the hometown chairperson’s …

The present article examines the character of the European Union (EU) as a polity by looking at the mechanisms it employs to ensure the coherence of its foreign policies. It first contrasts three ideal polity types. The methods chosen to ensure coherence in foreign policy actions differ according to each of the three polity types. The article then explores how the EU ensures coherence through institutional reform, and subsequently looks in detail at two illustrative policy fields: aid sanctions and civilian crisis-management. The investigation concludes that the organisation of EU foreign policies combines elements from different polity types.

This article explores the attainments of China and India on measures of basic human development as ingredients of a long-term economic development strategy. It proposes that major differences in ideology and state capacity explain in part why India has fallen behind China. The analysis suggests that these relatively hidden political factors play an important role in transforming and advancing human development not only within India and China but also in other developing and emerging economies. The findings also support the notion that public investments in the capabilities of women and children have significant social and economic payoffs in both the …

Politics in Singapore is generally marked by incremental change. When Singapore eventually becomes a two-party or multi-party democracy, the 2011 general election is likely to be regarded as the starting point of the epochal political transition. It was a boisterous year politically where political excitement and consciousness went up several notches due to the 7 May general elections and the 27 August presidential elections, both of which produced keenly contested hustings and outcomes. The aftermath of the general elections also saw the retirement of former Prime Ministers Lee Kuan Yew and Goh Chok Tong from the Cabinet.

The present contribution offers a defence of open borders. It presents a critique of the idea that the state has a justified claim to regulate themovement of people because they reflect the collective endeavours of the members of the state to pursue a shared project of self-rule or self-determination. Itargues that this view rests on an indefensible understanding of the nature of thestate, which should be viewed less as a collective endeavour than as a productof conflicts among political elites. This study focuses on the uses of Twitter during the elections, examining whether the messages posted online are reflective of the climate of public opinion. Using Twitter data obtained during the official campaign period of the 2011 Singapore General Election, we test the predictive power of tweets in forecasting the election results. In line with some previous studies, we find that during the elections the Twitter sphere represents a rich source of data for gauging public opinion and that the frequency of tweets mentioning names of political parties, political candidates and contested constituencies could be used to make predictions about …

This article examines why global corporate social responsibility (CSR) frameworks havegained popularity in the past decade, despite their uncertain costs and benefits, and how theyaffect adherents’ behavior. We focus on the two largest global frameworks—the United NationsGlobal Compact and the Global Reporting Initiative—to examine patterns of CSR adoption bygovernments and corporations. Drawing on institutional and political-economy theories, wedevelop a new analytic framework that focuses on four key environmental factors—globalinstitutional pressure, local receptivity, foreign economic penetration, and national economicsystem.
