Rare earth elements (REE) contain unique chemical and physical properties such as lanthanum, are found in small concentrations, need extensive precise processes to separate, and are critical components of modern technologies such as laser guidance systems, personal electronics such as IPhones, satellites, and military weapons systems as varied as Virginia-class fast attack submarines, DDG- 51 Aegis destroyers, the F-35 Joint Strike Fighter, and precision guided munitions. The U.S. has some rare earth resources, but is heavily dependent on access to them from countries as varied as Afghanistan, Bolivia, and China. Losing access to these resources would have significant adverse economic, …

How To Enhance Interdisciplinary Competence—Interdisciplinary Problem-Based Learning Versus Interdisciplinary Project-Based Learning, Mirjam Brassler, Jan Dettmers
Interdisciplinary Journal of Problem-Based Learning
Interdisciplinary competence is important in academia for both employability and sustainable development. However, to date, there are no specific interdisciplinary education models and, naturally, no empirical studies to assess them. Since problem-based learning (PBL) and project-based learning (PjBL) are learning approaches that emphasize students’ collaboration, both pedagogies seem suitable to enhance students’ interdisciplinary competence. Based on the principle of constructive alignment and four instructional principles on interdisciplinary learning, this paper proposes that students profit more from interdisciplinary PBL (iPBL) than interdisciplinary PjBL (iPjBL). The National Defense Authorization Act of 2000 saw Congress require the Department of Defense (DOD) to prepare an annual report on Chinese military power. This report contains classified and unclassified editions. Documenting Chinese military developments, strategy, and trends are critical parts of these reports. Beijing’s military activities in the East China Sea (ECS) are important report components. This work explains the importance of these and other DOD reports for those studying ECS developments, examines how DOD has documented Beijing’s military activities within these publicly accessible reports, and describes how members of Congress have reacted to ECS developments during the Obama …

Those studying and analyzing Western Pacific strategic trends and develop- ments have access to multiple unclassified analyses of security trends in this region covering these waters and adjacent countries. These information resources are produced by military and government agencies from multiple countries, multinational public policy research institutions, popular and scholarly journals, and Internet resources featuring text, data, webcasts, and imagery. One of these resources is the U.S.–China Economic and Security Review Commission established in the 2001 National Defense Authorization Act. In his article "Burroughs as a Political Writer?" Alexander Greiffenstern discusses political elements in William S. Burroughs's work. Greiffenstern looks at Burroughs's text "The Coming of the Purple Better One" written for Esquire about the Democratic National Convention in Chicago 1968. By writing a surprisingly personal text, Burroughs might have captured something about the significance of the convention that many later historical accounts miss. In the end, Burroughs leaves the critical reader no other choice than to attempt a historical and political analysis.

State judiciaries are foundational institutions of governance in the United States. They are coequal, policy-making branches of government whose members, along with the legislative and executive branches, are constitutionally authorized and empowered in all fifty American states. Extant research on judicial selection in the American states provides neither a comprehensive theory of why states choose their particular judicial selection method nor a comprehensive empirical assessment of this important question. Understanding The Formation Of American Mental Health Policy Preferences, 1952-1981, Andrew D. Tuholski

In the United States, the emergence of an outpatient-centered, drug-based model of mental health care was physically feasible from the 1950s onward, with the introduction of thorazine and other first-generation antipsychotics. However, it was not until 1981, with President Reagan’s veto of the Mental Health Systems Act, that American mental health policy tipped over definitively into the outpatient-centered, drug-based model. In this quantitative study of the formation of policy preference, the delay between the feasibility of the outpatient-centered, drug-based model and its adoption was explored through five research questions answered through corpus analysis and time series statistics: How do shifts …

Many cite improved seed technologies as vital to addressing the challenge of food insecurity, especially when faced with combined stresses of global climate change, population growth, and natural resource depletion (Anthony and Ferroni 2012; Lipton 2007). Experts have acknowledged the limits to growth that the processes of climate change, population expansion, and resource depletion will place on agricultural producers in the 21st century (FAO 2012). In response, scientists are employing biotechnology to create new improved seed varieties. However, developing improved seed technology (IST) involves complex and controversial issues that span across disciplines in the biological and social sciences (see Box 1). Natural disasters or environmental shocks have the potential to disrupt local agricultural systems as well as distant agricultural systems through cascading effects. In this work we selected two distinct environmental shocks and traced their cascading effects on land use change. Quantifying cascading effects is a salient issue because climate change forecasts indicate an increase in frequency and intensity of global environmental shocks. This study incorporated the concept of telecoupled systems involving interrelating ecological, economic and political/social components. The literature on transitional justice and international human rights norms has been useful for explaining norm internalization for transitioning states. And yet, the literature could not account for the variations to state behavior after norms were implemented via domestic transitional justice policies of truth-seeking, prosecutions, and reparations. The politics of town meetings proposes that town hall meetings are institutions of representative democracy that present an opportunity for constituents to hold their elected representatives accountable in a public setting. Constituent relations-in-interaction glosses a complex set of interactional practices and procedures through which ensembles of participants bring town hall meetings, as structures of social interaction, into being. This study uses conversation analysis, the study of talk-in-interaction, to show that the politics of town hall meetings orients to three types of accountability: Interactional accountability, political accountability, and public accountability. This research is planned to explore how a regional state could improve its security during the time of its patron’s strategic retrenchment. It introduces a theory of a regional state’s security-promoting behaviors during the time of its patron’s retrenchment. According to this theory, it is hypothesized that there is covariation between the level of a regional state’s security concern and the scope of its domestic drives to increase societal contribution to autonomous defense posture. In the last 40 years, states around the globe have increased the role of markets in their financial systems. Using newly collected information on the educational backgrounds of Central Bankers, I demonstrate that the beliefs of state officials about the proper role of markets in the financial system influence the extent to which state's liberalize their financial systems. By tracing the liberalization experiences in both France and China through secondary sources, I show that bureaucrats within the state suggest reforms that conform to their neoliberal training when political leaders turn to them for solutions to what are perceived as technical …

My dissertation takes a mixed-methods approach to investigating the possibility of a lasting Obama Effect on the political attitudes and behaviors of Obama supporters from 2008. Defining the Obama Effect as the extraordinary enthusiasm surrounding Barack Obama’s 2008 campaign, I argue that a short term Obama Effect was clearly present in 2008 based on Obama’s electoral success, fundraising prowess, and ability to inspire volunteerism, as well as on the historic nature of his candidacy. But I ask, was it a lasting effect? My quantitative analyses—built upon panel survey data from the American National Election Studies—suggest little evidence of a lasting …
