The thesis focuses on Germany's Mexican policies from 1911 to 1917, with particular attention given to the connection of these policies to political relations between the United States and Germany and between the United States and Mexico. The paper also attempts to place German activities in Mexico within the context of Germany's desire to promote its political and economic interests on a worldwide scale. Although some unpublished sources were consulted, the account relies mostly on published documents, memoirs, and secondary sources for its factual basis.

This research sought to determine the impact of the Older Americans Act of 1965 and its subsequent amendments on the aged population in Portland-Multnomah County from 1965 to 1977. After a comparative analysis of aged services prior to the Act of 1965, and the elderly services subsequent to the Act, the conclusions revealed that there was a significant impact made upon the lives of seniors in Portland-Multnomah County area.

The purpose of this thesis is to illustrate the situation of the Kurdish minority in Turkey within the theoretical parameters of political integration. The problem: are the Kurds in Turkey politically integrated? Within the definition of political development generally, and of political integration specifically, are found problem areas inherent to a modernizing polity. These problem areas of identity, legitimacy, penetration, participation~ and distribution are the basis of analysis in determining the extent of political integration for the Kurds in Turkey. In order to assess political activity levels of Portland social workers, thirty Master of Social Work (M.S.W.) social workers were interviewed according to a structured questionnaire. The members of the sample were selected from National Association of Social Workers, Oregon Chapter membership and from selected public social service agencies.

The results showed, in comparison to previous research findings of Lester Milbrath and Julian Woodward, that Portland social workers are more politically active and knowledgeable than hypothesized. This thesis is a study of national security decision making in the Ford Administration. The subject for study is the Kissinger- Schlesinger controversy in the Ford Administration. In late Spring of 1969, shortly before the Oregon Legislative Session adjourned, House Bill No. 1302 as amended passed the last legislative hurdle and was signed by the Governor. The new statute recognized steelhead trout as a game fish and provided for an incidental catch of these fish by the commercial fishery.

HB 1302 was a turning point in a century of conflict over anadromous fish of the Columbia River. The bill served as an armistice in a long sports-commercial steelhead conflict by providing some protection for these fish from commercial fishing. However the bill held off a major shift …

The thesis examines the role of partisanship in two sessions of the Oregon Legislature. Both the Oregon Senate and the Oregon House of Representatives were examined for the 56th (1971) and the 57th (1973) session. Indicies of partisanship, or party cohesion were developed for both parties in both houses during both sessions. Each legislator was also assigned an index of partisanship. The indicies of partisanship for the parties were the average percentage of the members of the two parties voting together on those issues which underwent "party votes." This study compiles a series of cases and controversies in American education, from the popularization of public education in the mid-1800's to the present, and then reviews them to determine scholarly political aspects, common themes, and trends. It then applies the identified themes to a model of “the school as a responsive political system” fashioned after David Easton's "Dynamic Response Model of a Political System” to demonstrate the operative nature of the themes.

An Analysis Of The Effects Of Background Variables On Attitudes And Policy At The Bonneville Power Administration, Philip George Millam

The question is asked whether or not background, education, and training of middle and upper level bureaucratic personnel affects policy outcomes. The Bonneville Power Administration (BPA) serves as the agency examined. A written questionnaire sent to a random sample of BPA executives sought data on background variables with the intent of making comparisons. Most BPA executives are found to share very similar education and training backgrounds – namely, engineering studies at Northwest state universities. Also, attitudes measured are found to be more similar than different on most issues for the agency as a whole. This phenomenon is explained in terms …

The author's special interest was local participation in the central Government activity. Examined were such important factors as: the attitudes of the political parties in Japan on foreign policy questions, the rapid rise of the Japanese economy and the implications this has had on Japan's relations with other countries, and the question of Japan's possible remilitarization, both in conventional and nuclear terms. Modern Nigeria is a creation of the British who because of economic interest, ignored the existing political, racial, historical, religious and language differences. The task of developing a concept of nationalism from among such diverse elements who inhabit Nigeria and speak about 280 tribal languages was immense if not impossible. The traditionalists did their best in opposing the British who took away their privileges and traditional rights, but their policy did not countenance nationalism. A Regional Approach: City-County Consolidation As A Method Of Local Governmental Reorganization, Anthony Gene White

City-county consolidated governments are examined to isolate factors important to the success of the consolidation process, and are measured against objective and subjective criteria for the operation of such governments. Data are obtained through survey techniques and statistical analysis of demographic information. Results indicate that such success-oriented consolidation factors inherent in city-county governments do exist and can be interrelated in a mathematical model. Consolidated governments appear to improve their ability to handle urban problems, and officials of consolidated governments are more confident of their ability to handle these problems than are officials of other metropolitan governments reorganized in different manners.

The Council of Governments is a significant new approach to metropolitan cooperation. Of the approximately 150 councils (as of January, 1970), all but 14 have been established since 1965. Councils across the country are characterized by great variety in organization and representation. This paper examines this complexity, particularly in terms of membership, representation and voting.

The first chapter is primarily a short history of the council movement and the forces which have helped to shape its development. The second examines the variety of council functions, organizational structures and financial arrangements.

During the latter part of the nineteenth century, European powers acquired large territorial areas in Africa. These territories ignored the boundaries of old African tribal kingdoms and the African modes of life, because the new countries were to serve as 'common market' areas supplying Europe with the wealth of the tropics. Nigeria is an example of the new superstructure which in operation fails to become a homogeneous entity after the assumption of political power by the Africans. This paper is an examination of conflicting views regarding American defense policy which surfaced in a debate during the winter and spring of 1950-51 between the Truman Administration and its supporters and a group of conservative Republicans. The research problem involved unraveling the debate's manifold issues, determining its outcome, and analyzing the impact of that outcome on the future of American foreign policy, particularly in Asia.

The purpose of this paper is to examine the present political situation in Greece and the events that took place from the time that Papandreou's Center Union Party came to power in 1964 to the military coup d'etat in 1967.
