Purpose: In the context of modernization and development, a complex adaptive systems framework can help address the coupling of macro social constraint and opportunity with individual agency. Combining system dynamics and agent based modeling, we formalize a simulation approach of the Human Development (HD) perspective to explore the interactive effects of economics, culture, society and politics across multiple human scales.

Methods: Based on a system of asymmetric, coupled nonlinear equations, we first capture the core qualitative logic of HD theory, empirically validated from World Values Survey (WVS) data. Using a simple evolutionary game approach, second we fuse endogenously derived individual …

Political theorists of migration have largely operated within a conceptual scheme that treats the nation-state as the natural political unit for analysis at the expense of transnational, regional, and local analyses. Migration is discussed in the contexts of nation-building or in an international framework of autonomous, sovereign states. I show that this paradigm of “methodological nationalism” ignores transnational networks, associations, and organizations and global social and economic structures. This in turn, blinds political theorists to questions of agency and structure and to causal relations that entail moral responsibilities. In 2004 the American Political Science Association ("APSA") published research exploring whether the rising income inequality in the United States had an effect on political equality. Although the APSA found tremendous evidence of a correlation between income and political power, the APSA nonetheless concluded that the issue could not be conclusively determined without further analysis.

This study argues that governments with sustained GDP growth, open markets, low country risk, high levels and low standard deviation of government performance, and few or no occurrences of war, will see larger levels of foreign direct investment (FDI) over time. Scholarship on the determinants of FDI variously argues the influence of GDP growth, the openness of a country's economy, a government's level of political capacity, the level of country risk, and the negative effects of inter-, intra- and extrastate conflict. The Hudson's Bay Company (HBC), a mercantile venture that was founded by royal charter in 1670, conceived, constructed and ran Fort Vancouver as its economic center in the Pacific Northwest, a colonial outpost at the edge of the company's holdings in North America. Research into the history of the HBC revealed that the company was motivated by mercantile interests, and that Fort Vancouver operated under feudal land policies while steadily adopting a hierarchical structure.

Despite the remarkable contributions made by women to secure peace in Liberia, women's representation in politics is still low. The first female African President has been elected, as well as a few women to strategic government positions, but the vast majority of women remain invisible. The reliance on these few women in government is inadequate to produce the significant changes that will be required to bring equality for all women.

Is post-revolution Egypt demonstrably different from the ancien régime? Where and between whom is political competition currently taking place? In the aggregative conception, democracy requires the presence of substantive political choice, differentiated through 'robust' competition between intermediaries – most often political parties – that serve to effectively aggregate and articulate political preferences. This produces an observable and genuine link between public preferences and government policies. In 2012, the Mexican Consulate in Portland, Oregon, through the local Spanish press announced the guidelines for participating in the election of the president of Mexico held in July of that year. Despite the efforts made by the Mexican authorities to promote voting, 22 interviews with Mexicans living in Oregon determined that the migrant population lacks the necessary tools to exercise their vote from this state. Most respondents think that the Mexican state by not facilitating their participation by providing those required tools, forget the enormous economic contributions of migrants to the country. This paper examines segments from the very first Tamazight language TV news broadcast in the history of Libya in May 11, 2011. In the analysis, I focus on (a) Tamazight-Arabic code switching and (b) the profound influence of Arabic on the Tamazight spoken in this situation. Before the February 17 Revolution, such a broadcast was unthinkable, as the use of the language in such public contexts was outlawed during Gaddafi's rule. Prior research on a regional leader’s role in the deepening of regional integration assumes that economic power translates directly into political capabilities. Relative political capacity among states is central to the creation and deepening of regional integration since it is this capacity that smoothes out the transition from a closed to an open economy. Should a state have low levels of this capacity but desire openness, it will partner with regional leaders given the leaders’ higher relative political capacity. With the September 11th attacks on the World Trade Center buildings, the intersection of religious ideals in war has been at the forefront of the American discussion on war and conflict. The New York attacks were followed by the U.S. invasions of Afghanistan in October of 2001 in an attempt to destroy the religious government of the Taliban and capture the Islamic terrorist leader Osama bin Laden, and then followed by the 2003 invasion of Iraq, both in an attempt to fight terrorism and religious extremism. Controversy surrounds the alleged effects of foreign arms transfers on belligerency: do they precipitate international conflict, as some critics suggest, or do they promote stability by reinforcing deterrence, as others maintain? This paper examines the connection between arms transfers to the Third World and the occurrence of interstate conflict, including militarized disputes, from the end of World War II until the early 1990s. My analysis indicates that, in the aggregate, arms transfers almost uniformly contributed to subsequent instability within security complexes located in various regions of the Third World, but that the effects of American versus Russian arms supplies often …

Structural dimensions of the international system are key elements in power transition theory. Most theoretical applications to date have examined the distribution of power, and fluctuations in that distribution, as a precursor to global and regional warfare. Somewhat less attention has been paid to the coalitional structure of the international system in applied research. In The National Security Strategy of the United States of America, released one year after the 9/11 attacks, the Bush administration asserted that “we must adapt the concept of imminent threat to the capabilities and objectives of today’s adversaries.” The administration’s reconceptualization has triggered an intense debate within academic and policymaking circles about the legal and ethical distinction (if any) between anticipatory and precautionary self-defense, and thus preemptive and preventive warfare. Small arms are difficult to track and are not the stuff of military parades, but they are immensely destructive. This research note examines the relationship between economic development and gender equality. Drawing on the concept of the Kuznets curve, the authors hypothesize that the relationship between economic development and gender inequality is curvilinear (S shaped), with three distinct stages. In the first stage, economic development improves gender equality because it enables greater female labor-force participation. An independent income stream increases women's intrahousehold bargaining power. The opportunity to develop human capital confers greater political and social recognition. In the second stage, labor-force stratification and gender discrimination encourage divergent male/female income trajectories, which decrease the opportunity costs of female labor-force withdrawal …

An estimated twelve million people worldwide are stateless, or living without the legal bond of citizenship or nationality with any state, and consequently face barriers to employment, property ownership, education, health care, customary legal rights, and national and international protection. More than one-quarter of the world's stateless people live in Thailand. This feminist ethnography explores the impact of statelessness on the everyday lives of Burmese women political exiles living in Thailand through the paradigm of human security and its six indicators: food, economic, personal, political, health, and community security. Highly technical policy decisions present daunting challenges for democracy. In order to hold public officials accountable, citizens must be able to see how policy decisions stand to affect their interests. If they are unable to do so, they can find themselves exposed to bureaucratic domination through the discretionary power of bureaucrats, scientists, or policy experts. Can men and women have equal levels of voice and authority in deliberation or does deliberation exacerbate gender inequality? Does increasing women's descriptive representation in deliberation increase their voice and authority? We answer these questions and move beyond the debate by hypothesizing that the group's gender composition interacts with its decision rule to exacerbate or erase the inequalities. We test this hypothesis and various alternatives, using experimental data with many groups and links between individuals' attitudes and speech. We find a substantial gender gap in voice and authority, but as hypothesized, it disappears under unanimous rule and few women, or …

This article contrasts the national and local political knowledge of a random sample of 993 Philadelphians with the aim of enhancing the scholarly understanding of citizen competence. Empirical study of citizen competence extends back more than fifty years, but the survey data that have been brought to bear upon the topic are almost exclusively focused on national-level politics. Consequently, sweeping conclusions about the competence of the American public rest upon a narrow foundation. Programming decisions by international NGOs operating in the area of development are a function of both humanitarian and pragmatic concerns. Helping communities establish sustainable agricultural cooperatives to address problems of undernutrition, for example, motivates programs implemented by NGOs in the food security sector. But NGOs are strategic actors and must also be attentive to organizational imperatives in regard to funding.
