This thesis studies the radioactive contamination of Kazakhstan's environment, concentrating on the period between February 1989 and January 1993. For each type of nuclear degradation in Kazakhstan the thesis asks the questions: what is its cause and extent, what are its consequences for humans, and what are the human responses. The main causes of Kazakhstan's nuclear devastation are atomic weapons' tests, uranium mining, manufacturing of uranium fuel, and the operation of a fast breeder reactor power generator unit. The 1968 Treaty on the Nonproliferation of Nuclear Weapons (NPT) came into force in 1970 and expires in 1995. In 1995 an extension conference has to be convened to decide whether the treaty continues in force indefinitely or will be extended for an additional period or periods.

The treaty, cosponsored by the us, the USSR, and the UK, has 155 signatories, but a few countries like Israel, India and Pakistan have refused to be bound by it. They have done so mainly on the formal grounds that the treaty is structurally discriminatory between nuclear and nonnuclear weapons states.

This thesis examines the motivations of Central American Unionists and the failure of their movement in the early years of the twentieth century. The existing literature attributes the failure of Central American unification during this era to U.S. policies meant to maintain a divided isthmus in order to economically and politically exploit the region. A closer analysis of the primary sources, however, reveals that union failed because of internal factors, and that Washington's actions generally favored efforts to rejoin the nations to reduce isthmian tensions. The paper attempts to determine why the stated policy of "swift and effective retribution" was not carried out. This paper concentrates on the discrepancies between the numerous statements advocating retaliation made by Reagan and his top officials and the failure of these officials to administer the necessary orders for such retaliatory policies. From 1917 to 1933, the United States did not recognize the Union of Soviet Socialist Republics. In 1920 the United States established conditions for recognition. First, the Soviet Union had to pay all debts owed to the United States government and its citizens by previous Russian and Soviet governments. In addition, all propaganda and subversive activities sponsored by the Soviet Union in the United States had to cease. During this period, the Division of Eastern European Affairs (DEEA) studied and collected data about the Soviet Union from its main "outpost" at the United States Mission in Riga, Latvia. The Soviet Union used its navy as an instrument to support its political agenda, particularly after 1967. This thesis examines 1785 Soviet port visits in the Mediterranean Sea to identify characteristics of the Soviet naval port visit program, particularly the significance of the country visited, the length of the visit, and the ships selected for the visit. The results indicate that certain Mediterranean countries were visited more than others, that the length of the visit can be associated with various Soviet political intentions, and that certain warships made significantly more visits than others.

In the late 1980s the former Soviet Union witnessed an increase in Russian nationalist extremist activity. Russian nationalist extremism was a backlash against a perceived decline in Russian status and a re-evaluation of such basic concepts as what it means to be Russian. Two manifestations of this backlash were russophobia and judophobia.

This thesis employs concepts used by American sociologists Seymour Martin Lipset and Earl Raab in their study of right-wing extremist groups in the United States to gain new insight into the nature of Russian nationalist extremism. In 1966, General Charles de Gaulle partially withdrew France from the integrated military structure of the North Atlantic Treaty organization (NATO). This action represented a climax in the ongoing evolution in French foreign policy. Both sides of the Atlantic failed to understand de Gaulle's actions because of the ambivalent relation between the concept of grandeur in world politics and France's loyalty to the Alliance. Consequently, the partial withdrawal was perceived as a drastic shift in policies exemplifying French "anti-Americanism" and lack of commitment to the Alliance and NATO.

This thesis considers the reasons the Department of Defense (DOD) developed its recommendation concerning the U.S. involvement in the Korean War. The United states initially committed its forces to restore the status quo antebellum. However, by 31 July 1950, the DOD recommended that a free, unified, and representative Korea should be the policy object of the war and that the occupation of all of Korea and the defeat of the North Korean armed forces north and south of the 38th Parallel should be the military objectives.

This thesis examines the purpose of U.S. military aid in the American Republics from 1951 through 1961 and proves that concern for internal security became dominant during that period. At first military aid supported hemispheric defense against communist aggression, which Washington orchestrated through mutual defense agreements, but by 1953 maintenance of internal security emerged as the major aim of aid to several Central American nations. In the election of 1960, Richard M. Nixon carried Virginia, the third consecutive victory for a Republican ticket in the strongly Democratic state. Senator Harry F. Byrd, Sr., the conservative Democratic power broker of Virginia, maintained what became known as a "golden silence," failing to endorse John F. Kennedy and privately working to ensure Nixon's victory. Byrd's stance angered many state Democrats, and by 1964 they broke the senator's power over the party, passing a resolution endorsing President Lyndon B. Johnson over Byrd's objections.

The Second American Party System developed in Virginia from the factions contesting the presidency between 1824 and 1840. Following its formation, Virginia voters adopted party allegiances and regularly supported their party in the various local, state and national elections. These voting patterns began to change with the elections of the compromise crisis, the period between the presidential elections of 1848 and 1852, when the "politics of slavery" dominated every contest. This thesis is an examination of British Crimean War diplomacy. Under analysis is the pre-war era (1844-1853) and the war years (1854-1856). Intense diplomatic negotiations were in progress during most of the period immediately preceding and during the Crimean War. A study of the weak state was conducted using the Honduras-U.S. relationship as a case study. Most existing literature, with the exception of Annette Baker Fox's The Power of Small States, does not analyze in detail a specific country's relationship with a powerful nation. This research examined the factors that helped a weak country maintain maneuverability in its domestic and foreign policies when under the influence of a strong power. To ascertain the answer, it analyzes the post-World War II administrations from Truman through Johnson. One mode of containment, cliency, a foreign policy relationship between a major power and a weaker state, is developed within the framework analyzing containment. In explaining the rise of Democratic rule in Virginia, political historians have overlooked the significance of the Republican split of 1895-1897. Drawn mainly from primary source materials, this thesis traces the rupture that divided the GOP leadership after the death of General William Mahone, one of the Commonwealth's most remarkable political figures.
