In July 2001, at the 37th of the former Organization of African Unity, African heads of states launched the New Partnership for Africa's Development (NEPAD), a combination of the Omega Plan from Abdoulaye Wade and The Millennium African Renaissance Partnership initiated by Thabo Mbeki, respectively presidents of Senegal and South Africa. This was an achievement of tasks given by their peers in Algiers in 1999. Previously to that, the Clinton administration initiated the African Growth and Opportunity Act passed in law in 1998. However, when crisis drives migration, certain limitations and opportunities are created, affecting their role in their homeland. The Zimbabwean diaspora provides an interesting case study for a diaspora from a state in crisis since nearly one-quarter of its population lives outside its borders. In a crisis characterized by political oppression, near economic collapse, and a breakdown of social institutions, one of the population's few options for survival has been migration. This dissertation studies NATO expansion as institutional adaptation. More specifically, it examines the interaction between NATO's functional and geographical enlargement. This study asserts that there is a close relationship between NATO's new functions and its enlargement. Over time, NATO evolved from a collective defense alliance to a comprehensive security organization. As NATO undertook new functions, its capabilities no longer matched the requirements of the new functions. The geographical enlargement, in fact, constitutes a vehicle for the fulfillment of the capability shortfall.

One of the most significant challenges to deterring attacks in cyberspace is the difficulty of identifying and attributing attacks to specific state or non-state actors. The lack of technical detection capability moves the problem into the legal realm; however, the lack of domestic and international cyberspace legislation makes the problem one of international cooperation. Past assessments have led to collective paralysis pending improved technical and legal advancements. Why do some countries like China thrive economically despite of corruption? The effect of corruption on economic efficiency is moderated by whether a society has an extensive informal social network such as the guanxi network in China. In societies with a thick, extensive informal social network, bribery- corruption relationship can be easily established and the risk of being reported is low. This relation-based trust makes the dissemination of corruption goods--the sale of government goods for private gains--more market-based. In the past, NATO has dealt with both objectives under different and changing conditions. Background: Localized mosquito larval habitat management and the use of larvicides have been proposed as important control tools in integrated malaria vector management programs. In order to optimize the utility of these tools, detailed knowledge of the spatial distribution patterns of mosquito larval habitats is crucial. However, the spatial and temporal changes of habitat distribution patterns under different climatic conditions are rarely quantified and their implications to larval control are unknown.

This dissertation has been spurred by the surprising turn of events that took place in Georgia and Ukraine in 2003 and 2004 respectively. Both countries were scheduled to have elections—parliamentary in Georgia and presidential in Ukraine. Though fraud, voter intimidation and opposition harassment were widely expected, few predicted the magnitude of popular response that swept away the regimes of Leonid Kuchma and Eduard Shevarnadze. The purpose of this research is to develop a theoretical framework for the analysis of politics in enterprise transformations using a dialectical analysis approach (Hegel, 1989; Heraclitus, 1979; Pinkard, 1988; Skinner, 1978a, 1978b) and conduct an evaluation of the framework validity. The framework is constructed using a dialectical analysis of concepts stemming from the work of Alford and Friedland (1992) and considers four theoretical perspectives: autocratic, bureaucratic, pluralistic, and cognitive. The framework is then validated by means of qualitative metrics and adherence to critical ideology.

The confluence of time and space--brought about by an emphasis on territorial expansion-had greatly aided Russia when difficulties had rendered the variable of time indispensable. Utilizing an heuristic model that incorporates aspects from several theoretical perspectives this dissertation examines the German Green Party debate on the use of military force from 1990-2002. From the absolute rejection of any use of force to evict Saddam Hussein during the Gulf War in 1991, the Greens evolved over the course of a decade to support the deployment of German forces to Afghanistan in the wake of the 9/11 terrorist attacks. Johnson pursued a policy of "bridge building" to Eastern Europe, finding agreement on small issues of economics and foreign relations in order to decrease tension between East and West. Johnson targeted Romania as the show case for bridge building because of its growing autonomy from the Soviet Union. Romania's policies of rapid industrialization and foreign policy independence offered potent possibilities. However, Johnson's bridge building faced many difficulties. Contractors compose part of the total force for U.S. warfare capability in Iraq.

Some augment U.S. warfare capability; others do not. Some of the contractors are controlled by the military; others are controlled by civilian (nonmilitary/political) government agencies. The problem: Who are the contractors and how has the nature of government oversight and control over contractors determined whether contractor contributions augment or diminish U.S. warfare capability in the Iraq War?

The general macroeconomic and political difficulties experienced by many Sub-Saharan African countries in the late 1980s has led to economic and political reforms to improve private investment performance. It has been estimated that Sub-Saharan African countries needed to boost private investment in gross domestic product some 25% in the 1990s to achieve sustainable growth and development (Pfefferman and Madarassy, 1989). However, private investment performance has fallen short of the estimated 25%, and remained stagnant between 12.4% and 14.1% per annum from 1993 to 2002.

More specifically, it examines how the membership conditionality of the North Atlantic Treaty Organization (NATO) and the European Union (EU) was adopted by candidate states. It uses the Czech and Slovak accessions to NATO and the EU to argue that, in order to understand the external phenomenon of conditionality, we need to study its effects within states. Critical to this process is national leadership. National leaders determine whether and how conditionality is implemented. Scant attention has focused on the systematic study of democratic failure. This dissertation partially corrects this oversight. Tracing the roots of antidemocratic sentiment across the centuries, it first argues that the advance of institutions, fueled by underlying shifts in values and innovation in political philosophy, was key to freeing democracy from its bondage as a most disparaged form of governance. Focusing on the measurable aspects of these institutions, the study focuses on describing patterns of behavior when democracies fail. Background: This study developed a multi-temporal analysis on the relationship between West Nile Virus (WNV) dissemination and environmental variables by using an integrated approach of remote sensing, GIS, and statistical techniques. WNV mosquito cases in seven months (April-October) of the six years (2002–2007) were collected in Indianapolis, USA. Epidemic curves were plotted to identify the temporal outbreaks of WNV. Spatial-temporal analysis and k-mean cluster analysis were further applied to determine the high-risk areas. Finally, the relationship between environmental variables and WNV outbreaks were examined by using Discriminant Analysis.
