Francis Lieber On The Sources Of Civil Liberty, Steven Alan Samson

Francis Lieber (1798-1872), one of the first university-trained German scholars to migrate to America, served as a bridge between the intellectual and political cultures of Germany, England, and America. While cultivating an astonishing range of activities and interests, Lieber helped lay the foundation of academic political science in America and promoted its practical application to public affairs. His theory of institutional liberty, which attributes the rise of civil liberty to the development of an increasingly integrated complex of self-governing institutions, may be his most original contribution to the political science literature.

The assassination of Israeli's prime minister, Yitzhak Rabin, moments after speaking of his hopes for peace at a large public rally in Tel Aviv gives his death the added poignancy of the image of an old soldier giving up his life in the pursuit of peace. But the assassin's bullets were also aimed at the heart of an entire nation.

The skier Miura challenges the inhospitable mountains in a pilgrimage of self-discovery. The ultimate challenge is what brings personality and spirit into the contest, where the artful words are peeled away so that a man may know the instant of exposure called insight. Lieber argued that external liberty is an outgrowth of internal freedom. Real freedom is “perpetual, individual, and relates to the whole being.” Liberty is “granted, guaranteed, and, therefore, generally of a public character.” It is the political expression of this preexisting moral condition of the people. It is a practical result of flourishing institutions of self-government.

If Francis Lieber (1798-1872) had been a tinkerer, like Thomas Alva Edison or George Westinghouse, he might be remembered today for patenting a great variety of inventions. Yet he was an innovator in several fields. His active concerns as a political economist, scholar, and writer ranged through the industrial as well as the liberal arts. Lieber was an early advocate of an international copyright. He urged Congress to establish an office of statistics to aid scientific research. Later he took a lead in military and legal reform, drafting the first formal code of military conduct, which predated and influenced both …
