This thesis investigates the decline of social capital in the United States and explores how community connection can be rebuilt outside of traditional government institutions. Motivated by the question of whether social capital can be rebuilt within bureaucratic structures, the research evaluates the role of alternative, agile models such as local volunteer organizations, mutual aid networks, third spaces, and NGOs. Using a comparative case study approach and qualitative analysis, I examine initiatives across different cultures that foster social trust and connection beyond the limitations of formal systems. In 20th century Pahlavi Iran, Reza Shah and Mohammad Reza Shah instrumentalized the ‘woman question’ — women’s political, economic, and professional roles in a changing society — to consolidate their power and promote a modern state. Reza Shah utilized top-down and coercive reforms, including veiling and education, to strengthen his power, weaken religious influence, and create a visible national identity. European right-wing populist (RWP) parties are increasingly touting their attention to women’s issues and representation, and this has coincided with stronger electoral performances. Thus, the following puzzles emerge: how have RWP parties harnessed gender frames, issue salience, and women’s representation as part of a mainstreaming process, and through what mechanisms are these strategies resonating with voters? I address these questions by comparing France’s Rassemblement National (RN) and Italy’s Fratelli d’Italia (FdI), tracing their developments from the mid-twentieth century to the present day. Cults are typically associated with fringe religious or spiritual movements rather than political causes. Yet as American politics increasingly supplants religion as a central source of identity and belonging, our political culture has taken on more cult-like characteristics. This thesis develops a framework for identifying political cults by synthesizing scholarly work on ideological totalism, psychological manipulation, and group dynamics. It then applies this framework to assess the rise of anti-Israel protests on U.S. college campuses in the wake of the October 7th terrorist attack. This study investigates the low political participation of Latinos in the United States, focusing on the strategies used by political parties, campaigns and non-partisan organization to increase voter turnout, as well as the mechanisms through which these strategies affect voting behavior. Current theories of political mobilization provide a solid foundation; however, it is crucial to understand the mechanisms that drive mobilization within the Latino electorate. These challenges have been further compounded by the COVID-19 pandemic, which disrupted K-12 education nationwide. As students were sent home and families navigated prolonged school closures, the federal government responded with unprecedented funding to public schools, aimed at reengaging students safely, addressing academic losses, and mitigating socio-emotional impacts. The consequences of weaponizing deportations reshape human security in countries receiving high levels of forcibly returned migrants. Through a comparative case study, this thesis examines how different forms of organized crime — cartels in México and gangs in El Salvador — interact with and capitalize on returnee populations. While the origins and manifestations of organized crime differ between México and El Salvador, both demonstrate clear linkages between forced return migration from destination countries and declining human security in countries of origin through three key mechanisms: imported criminal structures, targeted recruitment of vulnerable returnees, and trickle-down effects on local communities.

Government agencies exhibit the second-highest fraud rate of any industry, and corruption levels have only worsened over the last decade, contributing to declining public trust in national leadership. Current fraud detection efforts generally catch late-stage, large-scale fraud, highlighting the need for earlier-detection mechanisms. Across U.S. colleges, speech climates are poor. Self-censorship and discomfort expressing views are common. At the same time, we find wide variation in speech climates across different institutions. This study is the first to identify factors that predict variation in speech climates. Drawing on data from multiple sources, including a survey of 58,807 undergraduates across 257 colleges and universities from the Foundation from Individual Rights and Expression (FIRE), this study constructs a first-of-its-kind dataset to test three core theories of self-censorship found in the literature—student-centric theories, faculty-centric theories, and administrator-centric theories. During and for some period after the COVID-19 pandemic, there was considerable international recognition of the phenomenon dubbed “wolf warrior” diplomacy, where Chinese diplomats acted in an unusually unprofessional manner, often leveraging ad hominem attacks, violent rhetoric, and occasionally physical aggression to communicate specific points. In this paper, I question the fundamental assumptions that we make of “wolf warriors” – that they are young, early-career professionals that acted only during and after the height of the COVID-19 pandemic – and find instead that “wolf warriors” are often mid-career professionals. Procedural Reform And One-Sided Litigation: Evaluating The Impact Of California’S Fair Debt Buying Practices Act, Kaitlyn Seever

This study evaluates whether California’s Fair Debt Buying Practices Act (CFDBPA), effective January 2014, improved litigation outcomes in consumer debt lawsuits. The CFDBPA sought to curb abusive practices by imposing heightened documentation requirements on debt buyers. Using a dataset of 535,766 limited-jurisdiction debt collection cases filed in Los Angeles County between 2012 and 2022, a constrained difference-in-differences event study design compares outcomes between secondary and non-secondary debt buyers before and after the law’s implementation.

The analysis finds modest changes: dismissals for secondary buyers increased slightly relative to non-secondary buyers, but default judgment rates remained high. Defendant response rates declined for …
