The current governing institutions that generate our electricity limit community representation, causing procedural injustice particularly to communities of color. This thesis is a contribution to the Energy Democracy literature, describing a community-based electricity model that includes two components: property and people. The threat of global climate change increasingly influences the actions of human society. As world leaders have negotiated adaptation strategies over the past couple of decades, a certain discourse has emerged that privileges Western conceptions of environmental degradation. I argue that this framing of climate change inhibits the successful implementation of adaptation strategies. This thesis focuses on a case study of the Maldives, an island nation deemed one of the most vulnerable locations to the impacts of rising sea levels. After the terrorist attacks of September 11, 2001, President Bush authorized the detention of certain non-citizens suspected of terrorism at the naval base in Guantanamo Bay, Cuba. Beginning in 2004, the Supreme Court considered whether these non-citizens were entitled to rights under the Constitution. In deciding that question, the Court compared the facts in the War on Terror cases with World War II cases that dealt with the rights of captured Nazis. Though the cases from World War II denied all protections to nonresident enemies, the Court in 2004 and 2008 determined that detentions in Guantanamo were unique. As such, …

Since the 2010s, China’s sports industry has undergone comprehensive reforms. This paper attempts to understand this change of direction from the central state’s perspective. By examining the dynamics of the basketball and soccer markets, it discovers that while the deregulation of basketball is a result of persistent bottom-up effort from the private sector, the recentralization of soccer is a state-led policy change. Notwithstanding the different nature and routes between these reforms, in both sectors, the state’s aim is to restore and strengthen its legitimacy within the society. This thesis looks beyond the sensationalized coverage of Islamic State and instead utilizes Islamic State materials as a window into the remote radicalization and recruitment process of susceptible English-speaking individuals in the West. This thesis considers Islamic State’s mode of operation in conjunction with the appeals made in its online materials to devise a framework for understanding how Islamic State materials interact with susceptible individuals. The framework lends insight into how the body tasked with creating counter-narratives within the U.S. State Department can more effectively disrupt the remote recruitment and radicalization process.

March 11, 2011 Earthquake in Japan and 2005 Hurricane Katrina both caused significant destruction and were both viewed as examples of government failures in natural disaster management. One year after the disasters, both countries enacted several policy reforms in response to their failures. However, while in the U.S, the central government's emergency power was strengthened, the DPJ (Democratic Party of Japan)'s government carried out reforms to strengthen the local governments. Theorists of international relations theorize securitization as a process in which state actors begin to use the language of security in considering the regulation and governance of a certain policy issue area. Hugo Chávez and Fidel Castro’s healthcare diplomacy under Mission Barrio Adentro, which trades Cuban doctors for oil, has failed to provide adequate medical services to the Venezuelan citizens. The left-wing Kurdistan Workers’ Party (PKK) began its violent insurgency campaign against the Turkish state in 1984, claiming that an independent Kurdistan should exist. However, the origins of this conflict can be traced back even further – to the inception of the Turkish Republic in 1923. This thesis begins by investigating the history of how the conflict between the Kurdish and Turkish political frameworks escalated, exploring the concept of “Turkishness” as an element of a homogeneous nation-state. This thesis provides a comprehensive history of Supreme Court Free Exercise Clause jurisprudence from 1879 until the present day. It describes how a jurisdictional approach to free exercise dominated the Court’s rulings from its first Free Exercise Clause case in 1879 until Sherbert v. Verner in 1963, and how Sherbert introduced an accommodationist precedent which was ineffectively, incompletely, and inconsistently defined by the Court. This thesis shows how proponents of accommodationism furthered a false narrative overstating the scope and consistency of Sherbert’s precedent following the Court’s repudiation of accommodationism and return to full jurisdictionalism with Employment Division v. This paper analyzes humanitarian assistance to complex humanitarian emergencies to understand why suboptimal outcomes result even when humanitarians have ethical principles and good intentions. It focuses on the International Committee of the Red Cross, the United Nations, and Médecins Sans Frontières to understand their core principles before looking at how these principles operationalize during emergencies. Challenges arise due to complex relationships with donors, local actors, and recipients, along with issues of marketization and competition. Beginning in October 2015, student protests erupted at many U.S. colleges and universities. This wave of demonstrations prompted an ongoing national debate over the following question: what caused this activism? Leveraging existing theoretical explanations, this paper attempts to answer this question through an empirical study of the 73 most prominent college protests from October 2015 to April 2016. I use an original data set with information collected from U.S. News and World Report to determine what factors at these 73 schools were most predictive of the protests.

This paper serves to further investigate factors influencing partisanship in Mexican politics with a focus on state spending and drug violence. With state spending, this paper builds on prior literature about political effects of federal social spending (Handelman 1997, Domínguez and Chappell 2004, Díaz-Cayeros 2009) to propose a similar theory regarding state social spending. The proposed panel data model for national elections between 2000 and 2012 finds that for diputados elections, a thousand-peso increase in state spending had a statistically significant influence on party voting – boosting PRI candidates (typically incumbents) by 0.66% and hurting both PAN and PRD candidates …

This paper examines the Galileo satellite navigation system as an example of European collaboration, and illustrates how the project has put Europe and European industry at the forefront of the space industry. It discusses the history of the program as well as its technical and financial aspects. The collaboration efforts are discussed highlighting the nature of the political, economic and technological forms of both intergovernmental and supranational cooperation. In addition to the Galileo system, the paper also includes a brief discussion on the Global System for Mobile Communications, one of the greatest successes of European technical collaboration.
