The US Army War College Quarterly: Parameters

This article argues that China’s intervention in a Korean conflict will hinge more on North Korea’s ability to hold territory than on bilateral ties. Rather than treat Chinese intervention as a yes-or-no proposition, this study models three scenarios—full intervention, sustained support, and limited support—based on North Korean resilience. Using Chinese-language sources and scenario-based analysis, it assesses how each model would shape key functional areas such as ISR, cyber, materiel, and force posture. The findings offer US defense planners a framework for anticipating variable People’s Liberation Army involvement in a future Korea contingency.

The Pentagon needs to embrace a new methodology called mission-based planning to size and shape the defense enterprise properly. This article critiques several proposals for reestablishing the long-standing two major theater war construct in the face of ongoing shifts in the strategic environment, including the nation’s $36 trillion debt and prospects of annual interest payments beyond $1 trillion. It presents a mission priority alternative focused on strategic prioritization based on the authors’ four decades of experience in strategy/force planning at the service, the department, and the Office of the Secretary of Defense levels. This article argues that the current National Security Strategy lacks the necessary coherence and fidelity to mobilize collective action against the emerging Russia-China axis. It merges multiple theoretical concepts to assert that the “rules-based order” theme is insufficient for mobilizing public support. Using textual analysis of the strategy compared with publicly available polling to determine levels of popular resonance, the authors find that the “rules-based order emphasis” does not resonate. This study’s conclusions will assist practitioners as they develop an updated National Security Strategy in the new presidential administration.

A Tragedy Of Incommensurability: Indigenous Rights And The Limits Of Human Rights Law, Zeina Ali

This thesis explores the tragedy of incommensurability between indigenous rights and international human rights law. Despite the emergence of frameworks like the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), indigenous calls for sovereignty remain fundamentally unintelligible within a liberal order structured to preserve settler-state legitimacy. Tracing the historical and theoretical evolution of indigenous advocacy, this study critiques the strategic shift from demands for self-determination to claims of cultural rights. It argues that this shift offers no real alternative: self-determination and cultural rights are functionally equivalent, as both are ultimately filtered through legal and political frameworks that cannot …

This qualitative embedded single-case study explored how a rural-serving regional public university (RPU) contributed to the political well-being of its politically polarized service region ahead of the 2024 presidential election. Guided by the stewardship of political place theoretical framework, which integrates rural consciousness, the Community Capitals Framework, and the stewardship of place framework for RPUs’ public engagement, the study utilized policy discourse analysis to examine regional residents' and internal constituents' perceptions regarding WPU’s role in promoting regional political well-being. Data collection included semi-structured interviews, direct observations of campus civic engagement events, and institutional document reviews.

This bibliography includes literature on how LGBTQIA+ movements across East Asia have evolved through local histories, politics, and cultural understandings of sexuality. While many societies had pre-existing, non-Western concepts of same-sex relations, post-1990s democratization and global human rights discourse reshaped activism in distinct ways. Movements in places like the People’s Republic of China, the Republic of China (Taiwan), South Korea, Japan, and Hong Kong engage with nationalism, decolonial perspectives, and social norms to construct unique approaches to queer rights. The guide highlights the need to understand LGBTQIA+ activism through each society’s specific historical and political context.

Increasing global interest in nuclear energy and peaceful uses of nuclear technology has led to facilities in emerging countries with nuclear materials and radioactive sources that could be stolen, sabotaged, or otherwise accessed by criminals. In this paper, we created a framework to assess the motivations and capabilities of criminal networks and measure the threats they may pose to different stages of the nuclear fuel cycle in emerging nuclear states. We applied the framework to a unique dataset, capturing characteristics of criminal organizations active in Southeast Asia, which allowed us to assess which criminal organizations are most likely to pose …

This capstone analyzes five memoirs by LGBTQ+ migrants—Jose Antonio Vargas, Edafe Okporo, Staceyann Chin, Danny Ramadan, and Samra Habib—to explore how governments weaponize gender and sexual orientation to construct national identity and exert control over both citizens and migrants. Their diverse migration experiences highlight how “gender border control” operates across families, communities, and national government systems, reinforcing heteronormative structures that regulate queer identities. My analysis of their memoirs reveals how both formal tools, such as immigration policies, and informal tools, such as social exclusion, make individuals outside heteronormative identity categories susceptible to state and societal violence. U.S. history is awash with contentious episodes involving a legion of governmental and non-governmental actors operating through an array of means and arenas to destroy the political opposition. Yet, there has been little systematic examination in the repression literature of how and why repressive efforts proliferate so far beyond the police, military, and intelligence agencies tasked and equipped to preserve the existing order. Following the overturn of Roe V. Wade, many U.S. state legislatures failed to implement abortion rights that satisfy the general population. When the public disapproves of legislative law, some U.S. states allow citizens and activists the right to pursue a ballot initiative. With enough voter signatures, these ballots can turn into new laws. However, with ballot initiatives being a multi-step, lengthy process, what ultimately pushes activists to pursue this path? “La Vida Es Un Carnaval” is a community engagement project and thesis that explores how identity and nostalgic resilience show up through dance/movement therapy with Cuban immigrants living in the United States, specifically Massachusetts. This project brought together six Cuban-born participants, ages 26 to 67, each with their own unique migration stories; from the Rafter Balsero Crisis of 1994, to the “Wet-Foot/Dry-Foot” policy, and family reunification. Through a mix of in-person and online sessions, participants explored their experiences using intermodal activities including dance/movement therapy techniques, conversation, journaling, artwork, and music. Monitoring Academic Freedom: Reflections For Advocates, Andrea Boggio

This paper reflects on the challenges and opportunities of academic freedom monitoring from an advocacy perspective. Based on the review of two existing academic freedom indexes and the author’s experience building scientific freedom indicators, the paper discusses three challenges: conceptual, methodological, and political. The conceptual challenges are of four kinds: undertheorization, complexity, necessity of specification, and variation. The paper concludes by identifying three strategies (theory-building, interoperability, and cosmopolitanism) to strengthen monitoring and make it a more effective advocacy tool.

This study looks at the potential impacts of social media advocacy on mobilizing the pubic. Drawing from the Pew Research Center’s 2018 American Trends Panel, I look at Americans’ views of technology, political involvement, and their perceptions of social media and online engagement. I found that younger respondents view social media as more important to their political engagements. I find a significant relationship between census region and perceived importance of social media on issue involvement, as well. Respondents from the southern United States who consider themselves to be "very liberal" report a greater influence of social media on their involvement …

As traditional sources of epistemic authority face declining trust, alternative narratives have gained prominence - often leveraging the emotional and cultural resonance of seemingly simple terms. In the 2024 election cycle, the term “weird” emerged as a potent meme in American political discourse. Using a memetic perspective that incorporates elements of framing theory and Social Judgment Theory, this thesis investigates the use and reaction to “weird” and its role in shaping perception of Donald Trump, his political allies, his followers, and his opposition during and immediately after the 2024 Presidential election. Are federal lawsuits resolved differently based on the race or gender of the judges assigned to hear them? Recent empirical research posits that women and judges of color decide cases more liberally, at least in some identity-salient areas of law. However, these studies analyze small numbers of cases and judges, and use research designs that limit their causal interpretations. Using an original dataset of all civil rights cases filed in 20 federal district courts over multiple decades and a strong causal identification strategy, we find that assignment of cases to judges of color or women has no statistically significant effect …
