I have referred to a key problem of how to make individual and group concerns known to the decision makers without ignoring the weakly organized and unorganized-and without putting both the legislators and administrators in the position of merely ratifying bargaining negotiated between these interest groups. Reconstruction has variously been termed "repressive. . . uncivilized" and "a sordid time" as well as "a noble experiment." Reflected in those judgments of the era is the dispute over the effects of Reconstruction. To be more correct, one might say that there has been much conjecture in determining what, in fact, Reconstruction was. Questioned also has been the role of the black man during the period; much of what he did, or was responsible for, has, like Reconstruction itself, been subject to many and varied accounts and evaluations. IUSTITIA

The purpose of this discussion is to demonstrate how the initiative power may be employed by citizens wishing to pass a law independent of the state legislature. Although the initiative power is granted in many state constitutions, in the past it has been used sparingly. However during these days of political activism the initiative power has been given new vitality. For example, in the area of environmental law it has been employed by citizens groups in such states as California, Illinois, and Wisconsin to reserve greater individual rights against environmental polluters.

Job Satisfaction Of Police Officers In Second Class Cities In Kentucky, Joan Robertson

The purpose of this study is to attempt to find out how the police officers in the second-class cities in Kentucky view their work. Questions asked concern relationships with the public, their supervisors, and co-workers; opinions of recent court rulings affecting their work; and their sentiments about salaries and plans to continue in police work. After assessing the job satisfaction of the officers, the results were correlated with other studies and recommendations are made directed toward increasing the officers' motivation and effectiveness in performing their duties.

Utopian Communalism: A Comparison Of 19th And 20th Century Phenomena In The United States, Truman David Wood

Journal of the Minnesota Academy of Science

The utopian communal phenomenon has been present in the nineteenth and twentieth centuries. The longevity of various religious and secular utopian communal experiments is examined in terms of four organizational factors and the twentieth century communes are considered in terms of four ideals. The main stream of American society has assimilated nothing from these utopian communal experiments.
