State Weakness In Post-Communist Romania And The Legacy Of Communism, Marian Negoita
Journal of Global Initiatives: Policy, Pedagogy, Perspective
This paper examines the, effect of communist regimes on postcommunist state weakness through a detailed case study of the Romanian political system. The central claim is that the totalitarian, NeoStalinist communist Romanian regime was responsible for the postcommunist state weakness. Through such measures as cadre rotation, the "blending" of state and Party structures, and planning, the Romanian state apparatus was transformed into a servile conveyor belt for Nicolae Ceausescu's orders and ensured the hollowing-out of the state. This proved a major factor during the post-communist transformation, paving the way to post-communist patronage networks linking politicians, enterprise managers, and the state.

It has been a long-standing topic of discussion within the field of political science on the extent to which the establishment of democratic regime characteristics influences the development of human rights. While there is considerable research in the areas of democracy and human rights, what the literature lacks is research towards the growth of democratic regime characteristics being causal to the development of human rights practices. This analysis shows that a transition in democratic regime characteristics is directly linked to the development of human rights. In recent years, the number of H-1B Visa (Temporary Work Visa) issued has increased tremendously. Various lobbying groups are devoted to persuading Congress to revise immigration laws and to increase the work visa issuance cap. The purpose of my study is to find out the how the H-1B Visa policy is effected by analyzing the lobbying expenditures of different economic sectors. Although there are abundant studies on the factors that affect immigration policies, there are few studies that concentrate specifically on the H-1B Visa. The purpose of my research is to determine what factors affect the outcome of the Vocational Rehabilitation and Employment program. Previous literature examines individuals from each state in various stages of the program to determine which factors cause their individual outcome. Although previous research covered a broad spectrum of factors there still remains a lack of significant evidence to determine the observed outcome. I added state expenditures to the previous data to attempt to determine whether or not there is a correlation between funding and the completion of the program. Poverty rates on Indian reservations are far higher than the national average. Since Tribal Governments have at least some control over these reservations, to what extent are they to blame for these higher than average poverty rates? I look at each reservation and their type of government, constitution, policies and demographics to analyze the causes of their poverty as it relates to tribal government. There are many other pieces of research that are similar to this, but none looking specifically at the overall effects the government has on its community. Since the eligible voting age was changed in 1972 to include 18-21 year-olds, turnout has been historically low for the youngest group of American voters. But, the 2008 election got young people to swarm the polls, resulting in one of the highest turnout rates, among the youngest age cohort, in history. The Obama campaign was the first to successfully use social networking sites, like Facebook and Twitter, to help mobilize and persuade young voters. Despite the vast amount of literature on events of the Sandinista Revolution and Sandinista political aspirations, minimal research has been done on the perspectives of fighters in the counterrevolutionary forces. This study therefore examines the motivations of the Contra army, their respect for human rights considerations, and their perceptions of the United States’ involvement in the Contra War through qualitative interviews with former Contra soldiers and commanders. An analysis of the responses reveals a diversity of motivations among the Contra, ranging from a desire for indigenous autonomy to a struggle for political representation to a reaction to personal attacks. Disrupting, dismantling, and ultimately defeating al-Qaeda based and inspired terrorism is a declared policy of the U.S. Government. Three key strategic objectives have been identified for accomplishing this: attacking al-Qaeda’s terror network, undermining radicalization and recruitment, and hardening homeland defense. The present monograph proposes a distinct "jihad-realist" approach for undermining radicalization and recruitment to al-Qaeda. First, a brief discussion of six means for ending terrorist organizations is provided. Second, the premises of a jihad-realist approach are described. Third, a jihad-realist shari’a case against al-Qaeda’s terrorism is presented. In conclusion, key assertions are summarized, and several specific policy recommendations offered for …

Recently, there has been heated debate as to whether or not assistance from the International Monetary Fund has proven to be a great humanitarian effort or a scheme by Western governments to keep emerging Latin American countries in debt. The IMF partners with numerous governments in order to create a collective monetary community from which all may benefit in times of need. Indigenous Australian health is distinguished by a median age of death in the order of 20 years less than that of the non-indigenous population (Australian Bureau of Statistics, 2009). This makes Australia unique among comparable post-colonial societies in failing to make substantive reductions to the indigenous/non-indigenous health differential. Relatively poor indigenous housing, educational attainment, labour market participation and access to traditional resources for economic purposes contribute to the differen- tial. Over the next decades, green infrastructure initiatives such as tree planting campaigns, and ecological restoration will dramatically change the species composition, species distribution and structure of urban forests across the United States. These impending changes are accompanied by a demand for urban public spaces where people can engage in practices such as gleaning, gardening, and livestock production. This article analyzes the institutional framework that undergirds efforts in Seattle, Washington to normalize the production and use of edible landscapes. The distinctive aspect of phenomenological theories of crime is that they are based upon a stated epistemology: how things are known and a specific ontology—the nature of social reality. This specificity aligns itself with neo-Kantian concern with forms of knowing, interpretation, and meaning, as well as with 20th-century concern with perception, cognition, and the framing of events. While there are influences of phenomenological thinking on varieties of theorizing, such as symbolic interactionism, critical theory, queer theory, and gender-based theories of crime, these ideas are refractions and are inconsistent in their reference to and understanding of the foundational phenomenological works. This thesis examines the phenomenon of civil war and state failure in sub-Saharan Africa (SSA) from a social contract perspective. Its main hypothesis is that authoritarianism will lead to state failure in the context of SSA. In this regard, SSA states are political communities that have not done enough to promote and develop a social contract that is compatible with the region's sociopolitical and structural peculiarities. After the 2010 elections, the number of women holding elective office in Massachusetts plummeted to 1998 levels, with women comprising only 24 percent of all officeholders and 20 percent of local elected officials.
The figures for women of color who were officeholders were even starker: They held only 2 percent of elected offices, despite people of color comprising more than 20 percent of the state’s population. Women of color who are current officeholders in Massachusetts are typically the “first and only.” In the state senate, there is one woman of color, Sonia Chang-Diaz. The Korea War has left deep scars on the psyches of Koreans in Korea and throughout the world. Among many ordeals that Korean citizens had to suffer during and after the war, the separation of the family was one of the most tragic continuing results of the war. Countless individuals were forcibly severed from their family members in North Korea and most haven’t seen their separated relatives for over six decades. The purpose of this paper is to examine how learning can help the Occupy movement in Washington DC. It explores three questions. What are the learning needs of the movement? What educational content can help meet those needs? And how can education be practiced in a way that most effectively addresses the learning needs within the real world circumstances of the movement? The Muslim-majority countries long had been considered to be free of HIV/AIDS epidemic because of their strict religious and moral codes. However, the HIV prevalence rates are increasing in some Islamic states, and even more or so rapidly in a several cases that it is no longer valid to assume the Islamic religion protects its followers from the risks of contracting HIV. Retributivists thus face a difficult challenge. Either we must go against the social grain, and perhaps our own intuitions, by insisting that a criminal offense carry the same penalty or punishment no matter how many previous convictions an offender has accrued; or we must find a way to justify the recidivist premium. I shall take the second route here by arguing that recidivism itself is a kind of criminal offense. In developing this argument, I shall rely on Youngjae Lee's insightful analysis of "recidivism as omission." I shall complement his analysis, however, by grounding it in a conception of criminal …

The growing number of voluntary standards for governing transnational arenas is presenting standards organizations with a problem. While claiming that they are pursuing shared, overarching objectives, at the same time, they are promoting their own respective standards that are increasingly similar. By developing the notion of ‘standards markets,’ this paper examines this tension and studies how different social movement and industry-driven standards organizations compete as well as collaborate over governance in transnational arenas. Based on an in-depth case study of sustainability standards in the global coffee industry, we find that the ongoing co-existence of multiple standards is being promoted by …

This thesis attempts to solve the question of why, despite the efforts of many social activists, there is not a unified social movement in Ciudad Juárez, México. My hypothesis is that social activists who are able to distinguish between a collective project and a personal project are more likely to create a successful social movement than those who tie their public identity with their personal identity. With disasters increasing in frequency and costs each year, this study seeks to explore ways greater public participation can assist emergency managers in their mission to keep communities safe. Specifically this study examines the policy process and administrative functions of emergency management to illuminated the benefits and hindrances involved in greater participation. This study conducted a qualitative analysis of governmental documents, disaster case studies, international research, as well as political science and administrative doctrines, to arrive at its conclusions. State and local governments play an important role in financing and delivering public services in the United States. In 2008, state and local governments collected 57 percent of total federal, state, and local revenue (Urban Institute and Brookings Institution, Tax Policy Center, 2009). The decentralization of fiscal responsibility has enabled a high degree of variation in state and local tax structures to emerge. This dissertation presents two empirical studies that extend the positive literature on state and local tax policy.
The extant literature contains evidence of a direct relationship between voter ideology and state and local tax progressivity. However, the …
