Policy-Making Under Evo Morales: Explaining Ethnopopulist Redistributive Measures In Bolivia, Luis Ferreira

The Evo Morales administration has radically transformed the Bolivian state since his election in 2005. As a result of Morales' indigenous identity and overt ethnic tensions in this state, there is a perception that this factor plays a decisive role in Bolivia's policymaking. However, as the 'renegotiation' of the hydrocarbon industry in 2006 demonstrates, ethnopopulism and political survival provide the most comprehensive approach to predicting the policies of the current Bolivian government.

On July 29, 2010, President Barack Obama took to the air on "The View" to talk politics, policy, and family. Pundits billed the visit as the first time a sitting U.S. president appeared in a daytime television program. The telecast drew about 6.7 million viewers, the highest rating ever for the show, and garnered the largest number of women viewers in 17 months. The Center for Women in Politics and Public Policy at the University of Massachusetts Boston released this fact sheet just prior to the November 2012 general election. Currently, just less than one quarter (24.5%) of Massachusetts legislators are female, putting Massachusetts behind all other New England states when it comes to the election of women to state legislative office. Vermont has the highest percentage (38.9%) of women in its legislature in the New England region.

In this study, we examine the linkage between presidential policy proposal messages and legislative success. Employing a dataset on presidential legislative proposals that covers the years 1949-2010, we find that politics matters less than policy. Purely political messages that reference the electoral logic of mandates or appeal to a sense of bipartisanship appear to have no impact on presidential legislative success, nor does policy signaling, though highlighting the role of agency-based policy experts in crafting legislation does. From these results, we conclude that although the way presidents communicate their messages to Congress represents an important component of presidential-legislative relations, it …

Presidential policy czars have been an important and powerful component of President Barack Obama’s approach to management and leadership in the first part of his time in office. By using czars, the President has been able to demonstrate the importance of policy issues, both to his own agenda and to the broader political system. In this chapter, we find that performance outcomes for these czars have been a mixed bag, with as many stories of success to report as tales of frustration and failure. As such, we posit that the cost of czars, in political and organizational terms, has outweighed …

In 2003, the Project expanded to include all New England states. CWPPP remains the only research center in the United States that regularly tracks women’s political representation at the local level.

This project examines the congressional politics associated with legislation on skilled foreign workers, specifically the H-1B visa which was created by the Immigration Act of 1990. It attempts to explain why legislative policies were successful on a small scale between 1998 and 2004 and completely unsuccessful after 2004.

Specifically, this study is a longitudinal qualitative analysis that uses Krehbiel's pivotal politics model (1998), Cox and McCubbins' party politics models (2005; 2007), Sinclair's (2007) unorthodox lawmaking theory, and Gilmour's (1995) strategic disagreement model to explain four key periods of H-1B legislation: (1) the passage of the Immigration Act of 1990; (2) …

Incarceration represents the ultimate use of coercive power, and in the state of Georgia, that power is being disproportionately levied upon people of color, particularly African Americans.1 According to 2011 statistics from the Georgia Department of Corrections, the total prison population statewide was approximately 53,341 inmates. The majority of that number were Blacks (33,069 inmates), followed by Whites (17,752 inmates), Hispanics (2,306 inmates) and other ethnic groups.

Nathan Deal’s successful 2010 campaign to become Georgia’s 82nd governor included a promise to enact an Arizona-style immigration enforcement law in Georgia, a promise he kept when he signed HB 87 into law in May 2011. To be sure, the high saliency of immigration law enforcement and policy reform in Georgia has much to do with rapid growth of the state’s Hispanic population in recent years.

Abstract

Amidst the worst disaster to impact a major U.S. city in one hundred years, New Orleans’ main trauma and safety net medical center, the Reverend Avery C. Alexander Charity Hospital, was permanently closed. Charity’s administrative operator, Louisiana State University (LSU), ordered an end to its attempted reopening by its workers and U.S. military personnel in the weeks following the August 29, 2005 storm. Drawing upon rigorous review of literature and an exhaustive analysis of primary and secondary data, this case study found that Charity Hospital was closed as a result of disaster capitalism. The purpose of my research is to determine what factors affect the outcome of the Vocational Rehabilitation and Employment program. Previous literature examines individuals from each state in various stages of the program to determine which factors cause their individual outcome. Although previous research covered a broad spectrum of factors there still remains a lack of significant evidence to determine the observed outcome. I added state expenditures to the previous data to attempt to determine whether or not there is a correlation between funding and the completion of the program. Like many other controversial social issues, same-sex marriage has followed the ebb and flow of the political stream for almost 30 years in the United States. What pulled this policy issue out of the policy stream and placed it front and center in the public's mind were the actions of a handful of local officials who, in the winter of 2004, acted against the status quo and instituted public policies in favor of same-sex marriage. Using the theory on Representative Bureaucracy, this study considers the minority representative role, which suggests that administrators who are minorities are more inclined to represent minority interests. This study examined whether officers perceive themselves as advocates based on shared demographics and whether they develop attitudes toward reducing youth violence. Considerably more researchers conduct studies in adult prisons than juvenile correctional facilities, which focus on rehabilitation for youth. Therefore, this study further examines youth correctional staff attitudes toward inmates. The way correctional officers' treat minors may impact the amount of violence in juvenile detention facilities.

This thesis seeks to explain state behavior and underpinning influences paramount to the political development of the Mérida Initiative. To accomplish this task, it crafts distinct, yet complimentary narratives that illustrate how and why the formulation of this policy unfolded. Utilizing historical, archival and empirical evidence, this thesis maps out the manners in which the national governments, organizational hierarchies, and bureaucratic entities involved with Mérida's origins reacted to the changing landscape throughout the policy's development.

The Bankruptcy Abuse Prevention and Consumer Protection Act of 2005 was enacted amid much controversy and was considered by many observers to mark a major change in the direction of U.S. bankruptcy policy. The dissertation uses the law's passage as a vehicle to develop an explicit model of the integrated role of Congress, issue networks, and the courts in making policy. Following Baumgartner and Jones (1993), Sabatier (1988), and others, the dissertation tracks bankruptcy policymaking and implementation over a seventy-five year period to demonstrate that policy is made in three distinct venues: Congress; a policy community made up of lawyers, …

State and local governments play an important role in financing and delivering public services in the United States. In 2008, state and local governments collected 57 percent of total federal, state, and local revenue (Urban Institute and Brookings Institution, Tax Policy Center, 2009). The decentralization of fiscal responsibility has enabled a high degree of variation in state and local tax structures to emerge. This dissertation presents two empirical studies that extend the positive literature on state and local tax policy.
