This dissertation consists of three empirical studies that address questions regarding state welfare policy making in the post-welfare reform era. The first empirical study pays close attention to the Temporary Assistance for Needy Families (TANF) as a federal block grant program, which is a big departure from most previous TANF studies, to ask why American states differ in their decisions to allocate federal block grants across specific programs. Drawing on research on fiscal federalism and state and cross-national welfare politics, the study uses cross-sectional time-series data covering 50 states over the fiscal years 2004-2016 to examine factors that have an …

U.S. counterterrorism policy appears to be influenced by different perspectives, as evidenced by conflicting statements by U.S. presidents regarding the causes of terrorism. Academic theories are not always applied by U.S. government employees who develop, influence, and implement counterterrorism policy. The purpose of this qualitative phenomenological study was to understand U.S. government policymakers' perspectives on the causes of terrorism, the influences on these views, and the impact on U.S. counterterrorism policy. Six theories regarding the causes of terrorism provided the theoretical framework. Additional theories related to individual and organizational impact on decision-making provided a broader conceptual framework. Data were collected …

State prison systems, particularly in the Southern US, have been overpopulated for decades with unlikely support for building new prisons which has led to overcrowding. Policy makers, however, have adopted mandatory minimum policies that include harsher sanctions for habitual offenders which exacerbated the problem of overcrowding, yet little is understood about how sentencing reform is associated with overpopulation. Using Clear and Schrantz conceptualization of prison population change, the purpose of this quantitative descriptive study was to understand how one prison system in a southern state was impacted over a 10-year period by the implementation of mandatory minimum sentencing requirements. This study tells the deep, rich story of Evelyn T. Butts, a grassroots civil rights champion in Norfolk, Virginia, whose bridge leadership style can teach and inspire new generations about political, community, and social change. Butts used neighbor-to-neighbor skills to keep her community connected with the national civil rights movement, which had heavily relied on grassroots leaders—especially women—for much of its success in overthrowing America’s Jim Crow system of segregation and suppression. She is best-known for her 1963 lawsuit that resulted in the U.S. Supreme Court’s 1966 decision to ban poll taxes for state and local elections, a democratizing event …

Individual Bodies, Informed Consent, And Self-Determination: A Rhetorical Analysis Of The Vaccine Refusal Movement, Gretta Richardson

This project sought to explore the narratives and rhetorical themes that permeate the anti-vaccination movement. Mass media has portrayed vaccine refusal groups as stupid, as conspiracy theorists, and as radically selfish. However, the data I analyzed from vaccine refusal nonprofits and advocacy groups supports that although these themes may appear to be radical, in reality, each is congruent with already present societal frameworks, particularly neoliberal social discourse and a preoccupation with the individualistic and self-determined health care rather than utilitarian or collective action.

In 1963, President John F. Kennedy’s Commission on the Status of Women found that the lack of income security during pregnancy and childbearing “one of the major remaining gaps in the protection of workers against losses of income,” (American Women 1963, p. 27). Despite popular support for such a policy, the United States remains one of only three countries that does not have a such a policy (OECD, 2017). This dissertation aims to reclassify municipal structures of the U.S. municipalities and investigates the effect of municipal structures on government fiscal management outcomes, including fiscal conditions and fiscal slack balances. This dissertation is comprised of four chapters. The first chapter briefly introduces, and each of the remaining three is an independent research article. The second chapter investigates seven essential structural characteristics of the U.S. municipalities and constructs a municipal structure political-administrative index. It then examines the determinants of municipal structures on a political-administrative dimension. This thesis aims to unpack the impact the legalization of street vending and the subsequent regulation had on sidewalk vendors. Although legalization occurred state-wide through Senate Bill 946 in September of 2017, the rules and regulations for vending were passed at a city-level, and I am focusing on the City of Los Angeles specifically. This thesis investigates how and why U.S. policies and agencies are ill-equipped to respond to narco-terrorism and offers some policy recommendations for remedying that. Narco-terrorism is the merging of terrorism and drug trafficking. Terrorist organizations and narcotics traffickers each have much to offer the other; there is potential for symbiosis in the form of cooperation and even hybridization. Examination of the dynamics between terrorist organizations and drug traffickers, combined with an evaluation of the US responses to narcoterrorism in Colombia and Afghanistan, makes it clear that current US policy responses fail to recognize narcoterrorism as a unique challenge, and instead …

History has been used—and abused—for centuries. Yet the more familiar notion of ‘history's lessons’—a notion which tends to make most historians uncomfortable, and which surely demands thoroughgoing skepticism—is far from exhaustive of history's uses in the practice and study of international relations. One important and timely subject is the more constitutive role of history in international deliberations over the creation, fragmentation and transformation of nation-states. Previous studies have lauded Ghana's commitment to sustainable development, but corruption and violence may affect sustainable development policies and initiatives related to poverty reduction, agricultural practices, environmental protection, and human development. The purpose of this holistic, qualitative case study was to identify and describe good governance practices in Ghana and threats to sustainable development. A Marxist conceptual lens guided the thematic analysis of data collected from artifact documents, field notes, and interviews of 20 key informants from various professions and diverse perspectives who were directly involved in the governance of Ghana or implementation of policies. Nongovernmental organizations (NGOs) and the state contribute considerably to the unique state of Caribbean politics, yet their relationship is turbulent which prevents effective policymaking. Specifically, the problem this study addressed is the turbulent relationship between NGOs and the state in Trinidad and Tobago from a postinternational framework. The purpose of this research was to provide an explanation of the NGO-state relationship through the postinternational concepts of turbulence and distant proximities. The implementation of identity politics policies conceived at a supranational level appears to motivate the coordination of populist movements, the radicalization of their discourses, and an increasing resentment towards minority groups. I investigate the reaction of populist sovereignist political movements, among recently admitted EU member states, to the implementation of European Union policies that involve the positive discrimination of minority groups and mandated refugee relocations. The implementation of such policies seems to have contributed to the resentment toward policy-favored minorities, the increase of anti-immigration values, the success of extremist political expressions, and the mistrust of political institutions and traditional parties. …

This dissertation investigates the effectiveness of anti-corruption policies implemented across the United States that significantly reduce public sector corruption. In addition to the normative desire to combat corruption, it documents, the economic impact that corruption has on each state's per capita gross domestic product. To investigate public sector corruption articles between the years 2010 – 2015were reviewed for news stories that report on public sector corruption at the state level and below. The practical implications of this dissertation, if incorporated into a state level anti-corruption policy, could be used to reduce public sector corruption and increase that states' economic health. …

Both Democrats and Republicans have taken strong positions on wealth redistribution. But is there variance within the parties? I hypothesize that while moderate non-donors and moderate donors will favor increases in federal spending for such policies at similar rates, both liberal and conservative donors will be less likely to favor spending due to attachment to their personal wealth. This paper analyzes the differences in support for increasing the budgets of five wealth redistributive policies while controlling for political donations: public schools, welfare, aid to the poor, childcare, and Social Security. El propósito de este artículo es analizar cómo los activistas del movimiento español de protesta 15M conceptualizan las prácticas organizativas en relación con los objetivos del movimiento. Ubicamos el concepto “organización parcial” en el contexto de la política de prefiguración. The Administrative Procedure Act (APA) is supposed to make the rulemaking process at the administrative level democratic. This study will look at two examples of federal regulatory agencies – Food and Drug Administration (FDA) and the Federal Communications Commission (FCC). The topics are food labeling, and net neutrality respectively. The APA highlights the process of notice and comment rulemaking. The APA is evaluated in the literature review for effectiveness and shortcomings. On October 1, 2017, Las Vegas joined a growing list of cities in the United States home to a mass shooting, including Blacksburg, Virginia; Newtown, Connecticut; San Bernardino, California; Orlando, Florida; Columbine, Colorado; Fort Hood, Texas; Parkland and Jacksonville, Florida and other locations.
