The announcement of the three-year Long-Term Refinancing Operations (LTROs) by the European Central Bank (ECB) on December 8, 2011, signaled the beginning of the largest ECB market liquidity programs to date. Continued and increasing liquidity-related pressures in the form of ballooning financial market credit default swap (CDS) spreads, Euro-area volatility, and interbank lending rates prompted a much more forceful ECB response than what had been done previously. The LTROs, using a repurchase (repo) agreement auction mechanism, allowed any Eurozone financial institution to tap essentially unlimited funding at a fixed rate of just 1%. We have used value sensitive design as a method to develop an agent-based model of values in humanitarian logistics for refugees. Schwartz’s theory of universal values is implemented in the model in such a way that agents can make value trade-offs, which are operationalized into a measure of refugee wellbeing and a measure of public opinion about how the refugee logistics is being handled. By trying out different ‘value scenarios’, stakeholders who are responsible for, or involved in refugee logistics can have insights into the effects of various value choices. This study explores the role of municipal governance in municipal-level stabilization of inner suburbs in St. Louis County, Missouri. The data, from 1970 to 2015, include a robust collection of official government archives collected from five municipalities in St. Louis County, historical documents, city-state-national statistical data, and related materials. Interviews of 25 stakeholders were conducted and data were analyzed based on the community power structure framework.

The Patient Protection and Affordable Care Act (ACA) cemented itself as one of the most controversial pieces of legislation of the decade. Public opinion polls find Americans are often evenly split in support of the ACA. This dissertation explores the roles of self-interest, group identity, and racial resentment on attitudes toward the ACA and healthcare reform. The dissertation centers our attention on variation by race and the impact racial tensions beyond the Black-White paradigm on these attitudes. This dissertation examines the ways in which cultural value predispositions impact decision-making associated with hydraulic fracturing (fracking) among both local policy elites and the general public in Arkansas and Oregon. First, I examine the mediating role of (dis)trust in information provided by three groups associated with the fracking debate – the energy industry, environmental groups, and the government – in shaping benefit-risk perceptions associated with fracking, and compare this process between a sample of local policy elites and the general public in Arkansas and Oregon. Global governance refers to global cooperation through existing and developing structures, groups, and initiatives, yet little academic research focuses on the role of international nongovernmental organizations in promoting global governance. Using Benet’s polarities of democracy as theoretical foundation, the purpose of this qualitative, critical case study was to explore why and how INGOs address the gap in global governance institutions in terms of humanitarian support. Data collection involved open-ended interviews with 12 members of an international, nonprofit service organization providing humanitarian support to a global community. This thesis explores how local government support for arts and culture varies across 24 American cities. It has proven to be challenging for researchers to accurately measure municipal arts support. Research on cultural policy has also often focused on the federal level, despite total city expenditures far exceeding national or state government support. This ethnography examines grassroots political responses to the economic crisis that began in 2008, foremost in the US Midwest, which arguably laid the groundwork both for the election of President Donald Trump and presidential candidacy of Senator Bernie Sanders. President Obama launched his $787 billion stimulus plan in Elkhart, Indiana, in early 2009. At the height of the crisis, unemployment skyrocketed from four to 20 percent in Elkhart, and it became central to struggles over the political direction of the US. From 2017 to 2020, the Trump administration cut United States refugee admissions tenfold. These reforms come unprecedented to the 40-year-old resettlement program (USRAP). By critically reviewing literature on this topic as well as conducting eight original interviews with five national nonprofits contracted by the Department of State to do refugee resettlement casework, this study sought to identify the implications of the Trump administration’s reforms to the program. Women are underrepresented in mayor’s offices and on city councils across Latin America. In this paper, I examine gender-based differences in individual opinions toward running for office in Argentina and Uruguay, as well as conduct a twenty-six country analysis on factors related to female representation in municipal government. Based on these analyses, I make three main conclusions about female local representation in Latin America. The first conclusion is that women in Latin America are significantly less likely to want to run or feel qualified to run for office. The SCS is a revolutionary accountability system that is touted to ascertain a person’s trustworthiness of a person.
