This research study seeks to understand interested parties’ perspectives on Cameroon's existing land tenure systems, the 1974 land law, and ongoing efforts to reform this land law. It identifies both concerns and specific recommendations from these parties on the formulation and implementation of future reforms. In the decades following the achievement of independence from European colonizers, most governments in sub-Saharan Africa (SSA) have adopted new national land tenure policies to meet their countries’ needs and aspirations. Policy termination is a tool to ensure that antiquated or underperforming policies are updated or replaced. Understanding how terminating a policy might be received by core wildlife constituencies, such as hunters, is a critical insight to provide agencies and managers with the tools to make wildlife policy changes a more seamless process. Research on decentralization has emphasized that the distribution of power between the national and local levels has different effects on various outcomes. This dissertation aims to contribute to this discussion by shedding light on the three types of decentralization (political, fiscal, and administrative) and their effect on two main outcomes: the production of technological and intellectual innovation and COVID-19 management. I argue that decentralization – including its three types – works differently under different conditions, resulting in different outcomes. Under financial capitalism, ordinary people are increasingly becoming 'unwilling gamblers' of a risky and unstable system. This paper explores the social and institutional change behind the neoliberal movement and considers how the politics and policies of neoliberalism have contributed to a certain environment of financial instability. Looking at the changing nature of the economy, the rapid expansion of the financial sector, and the persisting issue of moral hazard underlying risky and speculative behaviors among other items, reveals a financial system in which recessions and crises can be considered a natural, although not inevitable, effect.

To illustrate the logic and grammar of coercion, this analysis relies on decision-theory methods, such as game theory, that examine the strategic decision-making process in interactions with adversaries and partners. The intent here is not to offer predictive models of rational-actor behavior. Rather, the intent is to use game-theory and similar approaches to understand how coercion works better.
