My dissertation is a collection of three essays that assess the nature of government attention in young democracies. Theories of the policy process focus on policy dynamics in Western democracies with little application to non-Western democracies. This dissertation bridges this gap by studying policy dynamics in the neopatrimonial democracies of Ghana and South Africa. The dissertation sheds light on how the unique features of young democracies (centralization, clientelism, and powerful executives) shape government attention, responsiveness to public opinion, and the importance of elections in policy change. This paper presents a conceptual prototype of an efficient urban farming community that can be scaled for a single apartment building or an entire community across all global geoeconomics regions, including densely populated cities and rural, developing towns and communities. In 1989, American federal arts policy changed suddenly and drastically when the National Endowment for the Arts (NEA) gained unprecedented attention in Congress for controversial grant awards that supported two visual artists. Prior to this, federal arts policy was an insulated subsystem run by experts applying high art aesthetic standards to grantmaking. Informed by punctuated-equilibrium theory (PET), this investigation of congressional rhetoric shows that Republican policy entrepreneurs during this time effectively set a new, more negative tone about federal arts policy by harnessing conservative culture wars messages. This study explores the complicated relationship between security considerations and the European integration process. The research uncovers specific security factors that have shaped the EU integration process. Applying policy alignment and collective efforts for governance, this study offers a methodological improvement to the conventional status quo satisfaction concept within power transition theory.

Findings indicate that external militarized actions targeting European nations only occasionally disrupted integration in the short term. Instead, inner coordination among member states vis-à-vis external actors, promoted integration. Making Livable Worlds: Afro-Puerto Rican Women Building Environmental Justice, by Hilda Lloréns, highlights Black Puerto Rican women’s efforts to create equitable futures for their communities in the face of capitalism, racism, colonization, and ecological collapse. This review covers key concepts in Making Livable Worlds, including matriarchal dispossession, decolonizing ethnography, the myth of a homogenous Puerto Rico, and myths of inherent economic self-interest. Analyses of these concepts through an absence lens are suggested to enrich formal and informal feminist learning spaces.

In this thesis, I track political rhetoric surrounding poverty and welfare from 1950-2005. I first provide thorough context on the history of welfare policy in the United States and the way these issues were framed by politicians leading up to the period my data covers. My analysis centers on 108 political party platforms from the national Republican and Democratic parties and from state parties in North and South Carolina, ranging from 1950 to 2005 (31 of which I located in archives and manually digitized for the first time ever). Indonesia and Egypt are the two countries with the highest prevalence rates of Female Genital Mutilation / Cutting (FGM/C) in the world. Several policies have been issued in order to reduce the number of cases of female circumcision, but they have not shown significant results. Therefore, the authors want to explain why the implementation of the anti-FGM/C policy has not succeeded in reducing the number of female circumcisions in Indonesia and Egypt. Through a theoretical perspective based on rational design theory, this paper examines the rationality of TEMM's design and how it has addressed the enforcement problems and asymmetry of control among the three countries. This study examines the effects of China's zero-covid policy on its economy and investigates whether the policy reflects a broader shift in the country's development paradigm. Employing a mixed-methods approach, we analyze key macroeconomic indicators, conduct case studies of strict lockdowns, perform textual analysis of official documents, and apply the concept of fragmented authoritarianism to explore the relationship between central and local governments. The findings indicate that while the zero-covid policy has had negative economic repercussions, China's response does not signify a major departure from its pre-pandemic development paradigm. This article starts by pointing out that existing proposals to confront the failures of democracy tend to be limited to tackling the symptoms of the current dysfunctional system rather than offering meaningful alternatives to transform the system. It then suggests that a total reset is required and offers an innovative theoretical framework, to conceptualize the new political project, that can transcend the existing impasses.
