The Impact Of Rapid Economic Development On Democratization In The Third World Countries, Byoung-Lo Kim

All-Inclusive List of Electronic Theses and Dissertations

The purpose of this study is to examine the relationship of rapid economic development and democratization in the Third World. Studying societal development of the Third World, developrnentalists have explained how those countries have been democratized through economic development, while dependency theorists have showed the opposite trend. After we review the theoretical background in this area, we hypothesize that there is an inverse relationship between rate of economic development and democratization. Time periods studies are limited to 1970- 1982 for economic development, and to 1974-1985 for democratization. Thirty-six Third World countries are used for this study. 1985 marked year seven for de facto new federalism, the fiscal decentralization process nudged along by strong public support for the Reagan administration's conservative policies and growing fiscal stringency at the federal level. New federalism is most dramatically illustrated by the national government retreat along the entire state-local aid front — a kind of "sorting out" — as an increasing share of the federal budget goes to strictly national government programs. The mounting public concern about massive federal deficits will quicken the federal pullback on the state-local aid front. The only question is whether it will be a ragged retreat …

Urban Distress, Educational Equity, And Local Governance: State Level Policy Implication Of Proposition 2 1/2 In Massachusetts, Edward P. Morgan

McCormack Graduate School General Publications (active until 2013)

This report examines the impact of Proposition 2-1/2 on different types of communities and the implications of this impact for state aid and state-level policies. The effects of 2-1/2, especially first-year effects in public education, are evaluated from the perspective of four general policy objectives or values: equity, efficiency, accountability, and local autonomy. The primary concern of this report is for various considerations of equity and inequality.

Policy Traditions In American State Politics, Robert L. Savage

The Journal of Sociology & Social Welfare

An examination of the states across a wide range of policy innovations during three historical periods reveals policy traditions having distinctive geographic limits roughly conforming to major regions commonly recognized in American politics. Only two of these traditions, the "Southern Parochial" and the "Northeastern Bureaucratic," persist across time and even these have been weakened. This provides some evidence that while multilinear evolution along regional lines will continue to contribute to differences in policy values among the American states in the foreseeable future, sociocultural integration is the stronger dynamic in American political development, especially since about 1930.
