A Code Of Conduct For Indonesia: Problems And Perspectives, Riccardo Pelizzo, Bernice Ang

The purpose of the present paper is fairly straightforward. We want to show that institutional reforms, such as the adoption of a conduct code, represent a necessary albeit insufficient condition to curb corruption and promote good governance. As several scholars have pointed out the success of institutional reform in general and the success of codes of conduct in particular depends, among other things, on ideational conditions. With regard to codes of conduct, parliamentary ethics experts believe in fact that the success of a code of conduct depends on whether the individuals who are supposed to be regulated by the disposition …

While the theoretical case for Land Value Taxation is regarded as being very persuasive, most people looking closely at the idea form the view that the practical difficulties of introducing it into an established modern economy are compelling. Nevertheless, in Europe and America the ideas put forward by George continue to influence many people discussing issues around land use planning, urban development and methods of funding infrastructure and local government.

There has been an abundance of written work on the historic fight for black political equality in southern urban areas. However, almost no scholarly work exists on the fight for black political equality in the rapidly expanding southern suburbs. This article analyzes the rise of the black population and its fight for political representation on the local governing board in Henrico County, a large suburb of Richmond, Virginia. The article details the increase in the black population in Henrico County from 1950 to 2000 and provides a descriptive analysis how black plaintiffs used the Voting Rights Act in a redistricting …

Restorative justice has been a central tradition of justice in most, perhaps all societies prior to the emergence of the modern, central state power with its bureaucratic-professional systems and its emphasis on retribution, deterrence, and, sometimes, re- habilitation. Its revival as a new social movement in modern states offers a new paradigm for addressing the key questions in social work and social welfare of the relation of formal to informal systems of care and control, and of empowerment to coercion. The Effects Of Ballot Position On Election Outcomes, Jonathan G.S. Koppell, Jennifer A. Steen

This article presents evidence of name-order effects in balloting from a study of the 1998 Democratic primary in New York City, in which the order of candidates' names was rotated by precinct. In 71 of 79 individual nominating contests, candidates received a greater proportion of the vote when listed first than when listed in any other position. In seven of those 71 contests, the advantage to first position exceeded the winner's margin of victory, suggesting that ballot position would have determined the election outcomes if one candidate had held the top spot in all precincts.

Almost everyone is against people-smuggling. The refugee advocate excoriating the government for its mistreatment of asylum seekers, no less than the departmental official bemoaning the numbers of boat people landing on Australian shores, feels well-justified in insisting that, somehow, something must be done to put an end to this 'evil trade'. On the scale of virtue, the people smuggler appears barely a notch above (and for many, several notches below) the drug dealer, the child molester, or the gangster.

The Bush administration's decision to abandon the Kyoto Protocol can be explained by prospect theory. The change in federal climate policy between the Clinton and Bush administrations was due to the difference in domain that each president operated under. President Clinton operated under a domain of losses as he associated continued fossil fuel use with future socio-economic and environmental damages from climate change. This domain of losses increased President Clinton's risk tolerances and explains his pursuit of the Kyoto Protocol, an international agreement to limit greenhouse gas emissions.
