“The Other War” describes how the patrols, supply convoys, checkpoints, raids, and arrests, which make up the daily routines of U.S. soldiers in Iraq, sometimes involve degrading and abusive treatment of Iraqi civilians. Through interviews with some of those soldiers, the article portrays the everyday tragedy of the Iraq war and demonstrates how the very policies used to “secure” the country are creating greater insecurity and sparking Iraqi resentment of the occupation. American GIs who liberated Dachau from the Nazis in April 1945 exist in our collective memory as iconic representations of the American soldier-hero: competent and capable, disciplined, principled and fundamentally good. From their collective example, we expect American soldiers to reveal, report, and excoriate war crimes. This makes it difficult to acknowledge that Americans may also commit war crimes—and on a regular basis.

The debate over humanitarian intervention has tended to focus on the conditions under which the resort to armed intervention is permissible while paying less attention to which actors are best suited to engage in such a complicated and demanding undertaking. The purpose of this paper is to explore characteristics that affect the ability of potential agents of humanitarian intervention to effectively undertake this operationally and politically demanding task. In October 1999 “the second Chechen war” broke out. In December the Russian federal army started an operation to take control of Grozny. During the confrontation between the Federal forces and the Chechen separatists, serious human rights violations occurred. Several cases concerning violations of fundamental rights, in and around the city, have been brought before the European Court of Human Rights against Russia. The lawsuits concerned in particular physical integrity issues. The concept of national interests has always been a key for studies of foreign policy. Japan's foreign aid, known as Official Development Assistance (ODA), is the single most significant political and diplomatic tool in the arena of Japanese foreign policy due to Japan's war-renouncing Article 9. However, the argument of the relationship between Japan's ODA policy and national interests is unclear. This norm of"noninterference" is considered both a hallmark of intraregional diplomacy in Southeast Asia and ASEAN's most venerated nonn. However, recent developments regarding the relationship between Myanmar and the rest of the regional grouping suggest that this principle may not currently be as sacrosanct as it has been in the past. Since the goal of a just war is to restore a political condition of peace and justice, and since allowing a just war is always a mournful concession to the reality of injustice, a country that wins a war has post-bellum obligations to advance the common good within the losing nation and among the community of nations. Since the signing of the Cotonou Agreement in 2000, the European Union (EU) has suspended development aid towards a number of African Caribbean and Pacific (ACP) countries in response to breaches of Human Rights and democratic principles by activating the so-called Human Rights clause (article 96). The present article analyses the use by the EU of aid suspensions as political tools and their efficacy in achieving the desired policy goals, in an attempt to identify and explain the determinants leading to the success of these measures. This paper aims to examine the influence of private corporations in the tripartite structure of the International Telecommunications Union (ITU): Telecommunications Standardization, Radiocommunication, and Telecommunications Development. The paper finds that, in the standardization sector, power has been effectively transferred from nation states to the private corporate sector since the approval process now enables standards to be approved by members of the study group that developed them, which is essentially the private sector. In the radiocommunication sector, the private sector continues to conduct much of the requisite technical work, but national governments are ultimately the decision makers and, further, it is …

In this article, I intend to describe the history of terrorism, provide an explanation of some aspects of criminological theories related to the study of terrorism, and briefly articulate the link between criminology, terrorism, and homeland security. While criminology has made significant contributions in the understanding of crime in general, the literature on terrorism and homeland security by criminologists is still emerging. Arguably, this treatise calls for this void to be filled by criminologists, because terrorism and homeland security appropriately belong within the perimeters of criminology. Voting Rights Act (VRA) is one of the most important—if not the most important—public policies developed over the last half century to increase access to the U.S. political system for people of color. The VRA also provides an important context for understanding the ascension of nonwhite groups into the elected leadership of the nation (Browning, Marshall, and Tabb 1984; Davidson and Grofman 1994; Menifield 2001; Mc-Clain and Stewart 2002; Segura and Bowler 2005; Bositis 2006). The present study analyses the use of the political instruments for the protection of Human Rights, democracy and the rule of law under the Partnership Agreement between the European Union (EU) and the African-Caribbean–Pacific (ACP) countries embedded in the Cotonou Agreement: the consultations under article 96, intensified and regular political dialogue. It briefly outlines the legal provisions of the revised treaty, reviews recent practice, and looks into the involvement of civil society and parliamentary bodies in the political dialogue.

This paper presents the results of indirect assessments of the personalities of Arizona senator John McCain and former New York mayor Rudy Giuliani, contenders for the Republican Party nomination in the 2008 U.S. presidential election, from the conceptual perspective of personologist Theodore Millon.

Information concerning Sen. McCain and Mayor Giuliani was collected from biographical sources and published reports and synthesized into personality profiles using the second edition of the Millon Inventory of Diagnostic Criteria (MIDC), which yields 34 normal and maladaptive personality classifications congruent with Axis II of DSM–IV.

The personality profile yielded by the MIDC was analyzed on …

The Bush administration’s active support for the Israeli government is counterproductive in its refusal to recognize a Palestinian unity government which includes Hamas. A great majority of American Jews have called for Israel to withdraw from the territories occupied in 1967 and support the creation of a Palestinian state. A hard-line minority of politicians in the United States, along with their affiliated media networks and think-tanks, have continued to dominate the main Jewish lobbying group, the American-Israel Public Affairs Committee (AIPAC).

George Soros’ article, “On Israel, America and AIPAC” serves as a sobering reminder that the human rights revolution is constantly being scuttled by geopolitics that not only sideline human rights, but more devastatingly undermine their premises. I happen to agree with him that the American Israel Public Affairs Committee (AIPAC) is a major obstacle to the U.S. normalizing relations with any country in the Middle East, including and especially Israel.
