Political Socialization Through Education As A Form Of State Building, Aldo Lopez

The objective of this study is to observe the effect of political socialization through education as a tool for state building in three case studies. A background into the topics of political socialization and civic education is made. Civic education theory is applied to the state building experiences of Croatia, Slovenia and Bosnia and Herzegovina. After a qualitative review of the data available, findings are presented and discussed. Further commentary of the impact of such studies within the field of political socialization is also discussed.

Stakeholder, Organizational And Environmental Influences On Nursing Home Regulatory Enforcement : A New Perspective, Tamika R. Black

This dissertation proposes a conceptual framework that integrates stakeholder and compliance theory and employs a multi-method approach to examine the influence of stakeholders, bureaucratic discretion and external environment on nursing home inspections and enforcement. Negative binomial regression analysis was conducted on a population of 655 nursing homes in New York to identify determinants of variation in compliance and enforcement (as measured by deficiency citations). As hypothesized, organizational characteristics (i.e., nursing home bed capacity, sponsorship, occupancy rates and Medicaid revenue) were significant predictors of regulatory compliance and quality of care. From June 27 to 28, 2011, the Federal Office for the Environment of Switzerland, the Global Environmental Governance Project of the Center for Governance and Sustainability at the University of Massachusetts Boston, and the World Trade Institute at the University of Bern hosted a workshop on International Environmental Governance: Grounding Policy Reform in Rigorous Analysis. The workshop started a dialogue between academics and researchers on one hand and policymakers on the other in order to provide analytical input to the political negotiations on institutional reform in the run-up to the UN Conference on Sustainable Development in 2012.

The United Nations was created in 1945 without an environmental body. Almost thirty years later, in 1972, governments established UNEP. Twenty years later, in the early 1990s, when rethinking the institutional arrangements, they created the Global Environment Facility and the Commission on Sustainable Development, as well as several core conventions (on climate, biodiversity and desertification). Despite the attempts to bring about further governance reform over the last decade, however, progress has been limited. While governance discussions continued, they were never explicitly on the political agenda. Now, for the first time since the 1992 Rio Earth Summit, a clear political opportunity …

This research builds upon the public service literature to better understand the distinctive nature of motivations associated with pursuing careers in the public sector. Previous research has shown that a wide variety of socialization experiences help to develop one's public service motivation (PSM). However, the research has fallen short of providing a comprehensive explanation. Additionally, a majority of the research focuses on those already employed in the public sector, with a dearth of exploration into students' preferences. Religion, Politics, And Polity Replication: Religious Differences In Preferences For Institutional Design, Joshua D. Ambrosius

This article presents a theory of polity replication in which religious congregants prefer institutions in other realms of society, including the state, to be structured like their church. Polities, or systems of church governance and administration, generally take one of three forms: episcopal (hierarchical/centralized), presbyterian (collegial/regional), or congregational (autonomous/decentralized). When asked to cast a vote to shape institutions in a centralizing or decentralizing manner, voters are influenced by organizational values shaped by their respective religious traditions‘ polity structures. This dissertation looks at the recruitment patterns to leadership positions in the German Bundestag from 1994 to 2006 with the objective of enhancing understanding of legislative careers and representation theory. Most research on political careers thus far has focused on who is elected to parliament, rather than on which legislators attain leadership positions. However, leadership positions within the parliament often come with special privileges and can serve as stepping stones to higher positions on the executive level. Citizen engagement and performance measurement are concepts inherently in conflict with each other. Local government values citizen input and good governance. Simultaneously, the pressure of local government to be efficient and effective utilizing managerial techniques common in the private sector is intense. Due to challenges associated with the integration of performance measurement and active citizen involvement, initiatives in this area are sparse.
This study, using a mixed methods analysis, explored the research questions through examination of thirty-six units of local government that participated in the Alfred P. Sloan Foundation‘s Government Trailblazer Program. This program provided a unique opportunity for exploratory …

This chapter reviews social neuroscience research that links social psychological attitudes and evaluative processes to their presumed neural bases. The chapter is organized into four parts. The first section discusses how attitude representations are transformed into evaluative states that can be used to guide thought and action. The next two sections address the related processes of attitude learning and change. The final section discusses applications of these concepts for the study of prejudice and political behavior.

This study sought to determine the extent to which learning organization constructs influence performance in state government. The overarching purpose was to examine the relationship between Peter Senge’s five learning disciplines and organizational performance.
The study utilized an ex post facto survey design. The sample population was composed of supervisors and professional and administrative staff within the 19 agencies of a Midwestern state government. Participants were administered an instrument that asked them to rate their perception of the organization and its performance along seven dimensions of learning. Of the randomly selected 381 participants, 110 (or 28.9%) returned the survey instrument. …

This paper addresses two questions about the morality of warfare: (1) how much risk must soldiers take to minimize unintended civilian casualties caused by their own actions (“collateral damage”), and (2) whether it is the same for the enemy's civilians as for one's own.
The questions take on special importance in warfare where one side is able to attack the other side from a safe distance, but at the cost of civilian lives, while safeguarding civilians may require soldiers to take precautions that expose them to greater risk. Policy diffusion research pays virtually no attention to policy content. Yet we should expect content to shape the adoption of any policy--this is what legislators and policy makers, after all, fight about. Thus the extent and speed of diffusion likely critically depend on policy content, which the current literature virtually ignores. This dissertation shows how we can better understand policy diffusion by taking policy content seriously. Paying attention to policy content, including how it is debated and understood by legislators, has immediate payoffs in the sense that two literatures largely ignored until now by diffusion researchers-- policy typologies and policy …

As the state extends its operations into all areas of social life, it breaches the protective 'wall of separation' that has traditionally kept the church free from overt regulation by the civil authorities. If you have ever driven by a street, typically not in a very wealthy neighborhood, where a store front displayed signs with words like "Instant cash!," "No Credit Check," "First loan free," then you likely witnessed the marketing of a product called a payday loan. There has been much literature about the economic effects of terrorism in democratic countries, but this literature often considers democracy to be a binary variable. This paper sought to explore how the effects might differ depending on the strength of a democracy. In the end, I found that the numbers of attacks and the effects of those attacks do not follow a linear path. The results for autocracies and anocracies require further analysis, but democracies have revealed interesting results. It seems that democracies as a whole have more terrorist attacks, but, within this group, the more democratic a country is …

Post-Conflict Reconstruction In Sri Lanka And Cyprus: Avoiding A Stalemate, Jyotsna Shankar

By comparing the post-conflict reconstruction patterns of Cyprus and Sri Lanka, it is possible to evaluate what was or was not effective in the Cyprus case and how these lessons may be applied to Sri Lanka. Considering the underlying similarities of the two islands’ respective conflicts, the focus determining the best course of action for Sri Lanka, so that it does not face the same stalemate situation as Cyprus. The recommended policy contrasts with the consociationalist models proposed for Cyprus, and is instead based on the unique Basque model of autonomy.

Though the Great Recession may be officially over, economic recovery is slow and tentative, particularly in California and much of the Intermountain West. Among other challenges, the protracted downturn in these states has exposed and aggravated a huge public-sector fiscal crisis—with disconcerting implications for citizens and states’ long-term economic health. This brief takes a careful look at the fiscal situation in Arizona, California, Colorado, and Nevada, examining both their serious cyclical budget shortfalls—those resulting from the recession and its aftermath—as well as the critical longer-term structural imbalances between revenues and expenditures that have developed in Arizona, California, and, to a …

The Bush Doctrine, which was installed after the 9-11 attacks on the United States under the guise of the war on terrorism, postulated a vision of the United States as the world’s unchallenged superpower and the invasion of Iraq became one of the central fronts of this war. After failing to get approval by the United Nations for the invasion, the Bush Administration’s attempt to assemble a coalition of the willing became critical to the battle for public opinion to back the war. The central thread woven through this Digest is the concept of vulnerability. Minority status, broadly construed, represents a core characteristic that carries with it particular human rights implications. Historically, minorities are frequently targeted for exploitation and scapegoated when things go badly. Without the capacity to protect themselves and without spokespersons to stand with them in solidarity, minority groups are specifically susceptible to gross exercises of power and abuse and too often denied access to channels through which to make claims and demand redress. “A nation without a language is a nation without a soul,” declares a Gaelic proverb. Indubitably, language is a product of national identity; it preserves heritage, reflects societal beliefs and values, and expresses a cultural spirit. The current international human rights regime, however, does not recognize an individual’s right to language choice; instead, it promises freedom from linguistic discrimination. The implications are not quite the same and, as a result, states have successfully repressed minority populations by controlling their language options.
