Past research on social policy in Latin America has primarily focused on how each countries' policies were formed, the institutional framework that bred the policies, or the economic constraints that necessitated certain reforms. Little work has been done to examine the effects those policies have had on the populace. This thesis attempts to determine if there is a relationship between social spending and satisfaction with democracy. The research takes two forms. First I present case studies of Brazil, Ecuador, and Venezuela. The second is an ordered logit hierarchical linear model utilizing survey responses from the 2005 Latinobarometer survey. In total …

Caught In The Immigration Cross-Fire: The Changing Dynamics Of Congressional Support For Skilled Worker Visas, Maryam Tanhaee Stevenson

This project examines the congressional politics associated with legislation on skilled foreign workers, specifically the H-1B visa which was created by the Immigration Act of 1990. It attempts to explain why legislative policies were successful on a small scale between 1998 and 2004 and completely unsuccessful after 2004.

Specifically, this study is a longitudinal qualitative analysis that uses Krehbiel's pivotal politics model (1998), Cox and McCubbins' party politics models (2005; 2007), Sinclair's (2007) unorthodox lawmaking theory, and Gilmour's (1995) strategic disagreement model to explain four key periods of H-1B legislation: (1) the passage of the Immigration Act of 1990; (2) …

This study analyses the global energy projections and regional dynamics in the Persian Gulf. It is shown that the future projections in the world energy markets signify the importance of cooperation between developed and developing countries. It is also suggested that connected to the global economic crises and the regional demand change in the energy market, there is a growing need for international support to the Persian Gulf security.

This article applies a psychological approach to explore and to explain the behavior of Palestinian terrorists who blow themselves up in the light of their own words. Why is it that some governments recognize only one language while others espouse multilingualism? Related, why are some governments able to shift language policies, and if there is a shift, what explains the direction? In this article, the authors argue that these choices are theproduct of coalitional constraints facing the government during critical junctures in history. During times of political change in the state-building process, the effective threat of an alternate linguistic group determines the emergent language policy. If the threat is low, the government moves toward monolingual policies. As the threat increases, however, the government is forced to co-opt …

Incarceration represents the ultimate use of coercive power, and in the state of Georgia, that power is being disproportionately levied upon people of color, particularly African Americans.1 According to 2011 statistics from the Georgia Department of Corrections, the total prison population statewide was approximately 53,341 inmates. The majority of that number were Blacks (33,069 inmates), followed by Whites (17,752 inmates), Hispanics (2,306 inmates) and other ethnic groups.

Discussions about public policy relating to alcohol cause a polarizing reaction to many people in this country, particularly in the South. The state of Georgia, for example, has a long history of policies regulating alcohol which reflects its membership as part of the “Bible Belt” where Sunday is regarded as a holy day and therefore alcohol cannot and should not be purchased on this day. Nathan Deal’s successful 2010 campaign to become Georgia’s 82nd governor included a promise to enact an Arizona-style immigration enforcement law in Georgia, a promise he kept when he signed HB 87 into law in May 2011. To be sure, the high saliency of immigration law enforcement and policy reform in Georgia has much to do with rapid growth of the state’s Hispanic population in recent years.

Informal politics exercises a significant influence on formal decision making arrangements although its interplay with formal arrangements has conventionally been ignored. This study investigates how informal politics affects the operationalisation of a formally sanctioned initiative in the sphere of environmental governance. John Calvin recognized the moral hazard that arises when people are induced to act contrary to their consciences. Perhaps all the buzzing, blooming confusion of our modern media culture has become simply a mechanism for demoralizing the population, by making all of us accomplices in people’s bad behavior, by assaulting, weakening, and gradually undermining our moral defenses. As David Chilton characterized it: “If this is a culture, it belongs in a Petri dish.” People with bad consciences are more easily manipulated as they become fatalistic and slavish in their attitudes.

In his opinion piece, Ian Paisley takes to task the International Criminal Court (ICC) for, as he sees it, intervening in domestic processes of reconciliation at the expense of long-term prospects for peace. The "peace versus justice" paradox is not a new one and Paisley expresses a common criticism of justice mechanisms as disruptive of post-conflict, societal healing and the overwhelming hurdle of governing in the aftermath of violence. Peace, reconciliation, and restorative justice: these are the albatrosses that international criminal law (ICL) must (unfairly) bear. Ian Paisley, MP from Northern Ireland and former United Nations and European Union peace envoy, echoes in a New York Times op-ed contribution the aspirations heaped onto the International Criminal Court (ICC). In March, the ICC convicted Thomas Lubanga for war crimes and the conscription of children as soldiers; justice has been done, Paisley claims. Abstract

Amidst the worst disaster to impact a major U.S. city in one hundred years, New Orleans’ main trauma and safety net medical center, the Reverend Avery C. Alexander Charity Hospital, was permanently closed. Charity’s administrative operator, Louisiana State University (LSU), ordered an end to its attempted reopening by its workers and U.S. military personnel in the weeks following the August 29, 2005 storm. Drawing upon rigorous review of literature and an exhaustive analysis of primary and secondary data, this case study found that Charity Hospital was closed as a result of disaster capitalism.
